WELD COUNTY COUNCIL
REPORT TO THE PEOPLE
October 21, 2003
The Weld County Council is mandated by the Home Rule Charter of Weld
County, Colorado, to report to the people matters relating to the Council's review of
Weld County government. This report summarizes the activities of the Weld County
Council during the third quarter of the calendar year 2003.
July 15, 2003 -Weld County Centennial Center
• Mr. Walt Speckman, Executive Director of Weld County Human Services, presented
an overview of Human Services including descriptions of its four departments:
employment programs; children's programs; senior citizen's programs; and
transportation. He emphasized that the goal of the programs is to make people
more independent, and that each of the four departments includes numerous
services meeting a wide array of needs. Mr. Speckman explained the purchase of
services and coordination agreements Human Services has with numerous
independent agencies.
• Colorado state budget cuts that impact Weld County Human Services were reviewed
by Mr. Speckman. He also touched on Human Services' "current events" including:
the caseload of Temporary Assistance for Needy Families (TANF); re-establishing
Billy Martinez Head Start center lost to fire; adjustments to the single entry point
system for Medicare and Medicaid clients; and re-authorization and refunding of
programs from Washington D.C. Mr. Speckman pointed out that most of the Human
Services programs are funded with federal money. He answered council members'
questions regarding grants/funding and coordination-of-services with other counties.
August 18, 2003 - South West Weld County Administration Building
• Public Works Director Mr. Frank Hempen gave an over view of Weld County's
strategic road plan for capital improvements. Mr. Hempen told Council members
about use of the budget and projects in each of these areas: municipal shareback;
gravel road improvement plan, dust abatement program; and strategic roadways.
He explained a plan to create arterial roads along 1-25 that would create options to
1-25 being used for local traffic.

• Mr. Hempen said County money budgeted for Public Works is supplemented by
strategic road impact fees; energy impact fees; and replacement grant monies.
Questions from Council members and County residents were answered by Mr.
Hempen, who was assisted in his presentation by Commissioner Vaad.
September 16, 2003 -Weld County Centennial Center
• Sheriff John Cooke reviewed the status of the Sheriffs Department in three areas:
the Sheriff Department's website (taking the department to the people); a plan in
conjunction with the Colorado State patrol to lower Weld's traffic fatalities; and
measures to reduce the Department's response time. He emphasized that he has a
great staff that is hard-working, dedicated, and does a wonderful job. It was noted
that Weld County jail does much more with much less than other jails do, and the
staff there does a fantastic job. However the jail is understaffed, and having it fully
staffed is an ongoing problem.
Council meetings are on the third Tuesday evening of each month at 6:30 p.m.
Ten meetings a year are at the Weld County Centennial Center, Greeley, CO. Two
meetings a year the Council will meet at Weld County's Southwest Administration
Building in Longmont, CO. For information please contact the County Council Office.
