A public hearing was conducted on May 14, 2003, at 10:00 a.m., with the following present:
Commissioner David E. Long, Chair
Commissioner Robert D. Masden, Pro-Tem

The following business was transacted:
I hereby certify that pursuant to a notice dated April 25, 2003, and duly published May 1, 2003, in
the South Weld Sun, a public hearing was conducted to consider the request of Angela Conner and
Raeanne Smith for a Site Specific Development Plan and Use by Special Review Permit#1420 for
a Single Family Dwelling (other than those permitted under Section 23-3-20.A of the Weld County
Code) in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this a
matter of record. Wendi Inloes, Department of Planning Services, presented a brief summary of
the proposal and entered the favorable recommendation of the Planning Commission into the
record as written. She stated three referral agencies responded with comments, which have been
addressed in the Conditions of Approval and Development Standards,and water and sewer service
to the second residence will be provided from Weld County Road 30. Responding to Commissioner
Geile, Ms Inloes stated this is a restoration project, and the applicant will live on the property during
the restoration process. She stated the applicant originally submitted a request for a Zoning Permit
for a Mobile Home as an Accessory to Farm, which was denied; therefore, this application is the
only other option for approval. Char Davis, Department of Public Health and Environment stated
she had no concerns. Don Carroll, Department of Public Works, stated Weld County Road 30 is
a collector status road, and the applicants will utilize the existing access. Responding to
Commissioner Jerke regarding access for the new parcel, Ms. Inloes clarified that a Recorded
Exemption has not been completed on the property, and the second house is located immediately
behind the main house. Angela Conner, applicant, stated they will use the same driveway, not add
a new one. No public testimony was offered concerning this matter.
Responding to Chair Long, Ms. Conner stated she has read and agrees with the Conditions of
Approval and Development Standards.

Commissioner Geile moved to approve the request of Angela Conner and Raeanne Smith for a Site
Specific Development Plan and Use by Special Review Permit#1420 for a Single Family Dwelling
(other than those permitted under Section 23-3-20.A of the Weld County Code) in the
A(Agricultural)Zone District, based on the recommendations of the Planning staff and the Planning
Commission, with the Conditions of Approval and Development Standards as entered into the
record. The motion was seconded by Commissioner Masden, and it carried unanimously. There
being no further discussion, the hearing was completed at 10:15 a.m.
This Certification was approved on the 19th day of May 2003.
