The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
March 15, 1984, at 1 :45 p.m.
ROLL CALL
The following members were present in person: Vice President DeAnn
Emerson, Patricia Anderson, and Bill Rupp. President Ralph Waldo and Don
Elliott were absent. Also present for the meeting were two members of the
press and the council secretary.
MINUTES
Bill Rupp made a motion to approve the minutes of February 2, 1984, as
written. Patricia Anderson seconded the motion and it carried unanimously.
ADDITIONS AND/OR DELETIONS
Since both Ralph Waldo and Don Elliott were excused from the meeting,
Patricia Anderson made a motion to postpone setting commissioner salaries
until the April 5 meeting. Bill Rupp seconded the motion and it carried .
unanimously.
A report to the Council concerning a meeting with the commissioners on
February 23, 1984, was deferred until Ralph Waldo could be present to make
such a report.
The recess scheduled for 3:00 p.m. was deleted from the agenda.
APPOINTMENTS
The Vice President reminded the Council of their upcoming appointments.
CORRESPONDENCE
The Vice President made the Correspondence File available for the
individual review of Council members.
Included in the file was a letter requesting a ruling on a possible conflict
of interest. Since this letter was received only two days prior to the meeting,
the Council decided to consider this question in their April meeting.
UNFINISHED BUSINESS
In a worksession on February 16, 1984, the question of the Council 's
audit authority was discussed as a possible Charter amendment. At that time,
County Attorney Tom David suggested that a declaratory judgment from the courts
would be the best way to resolve the matter. The secretary was instructed to
seek the opinions of Mr. David and the Council 's attorney as to what steps the
Council should follow if they decide to pursue a judgment.
NEW BUSINESS
Patricia Anderson moved that the February bills be paid. This motion was
seconded by Bill Rupp and carried unanimously.

EXECUTIVE SESSION
An executive session was called at 2:00 p.m. The purpose of this
meeting was to discuss a personnel matter. The regular meeting was
reconvened at 3:35 p.m.
Bill Rupp made a motion that the Council authorize an audit of the
Road and Bridge Department. Patricia Anderson seconded the motion. The
President called for a roll call vote. All members in attendance voted yea.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time
of adjournment was 4:15 p.m. , on March 15, 1984.
The next scheduled meeting is Thursday, April 5 1984, at p.m.
