PUD Change of Zone and Final Plan Application Requirements
1. The Final Plan application form is included in the submitted application materials.
2. Recorded and proposed PUD Change of Zone Plats are included in submitted application
materials.
3. A copy of the Certificate of Title is included in submitted application materials.
4. A Weld County Treasurer's office Tax Statement is included in submitted application
materials.
5. The engineered drawing and report from the project engineer are stamped and certified.
These items were supplied with the original Change of Zone and Final Plan applications.
6. The On-Site Improvements Agreement was accepted and recorded by Weld County with the
original applications. The Construction Schedule and Improvements Agreements were
accepted by Weld County through the original review processes. The form of collateral and
collateral was accepted by Weld County with the original applications.
7. Review and acceptance of this proposal by Weld County Public Works has ensured the street
system serving this PUD is adequate.
8. This proposal was originally reviewed by the Board of County Commissioners at the Final
Plat stage. This proposal will be reviewed by the Planning Commission and Board of County
Commissioners for the combined Change of Zone and Final Plat applications. A certified list
of surrounding property owners has been included in application materials.
9. Meadow Vale Farm PUD, Third Filing, replat of Tract 1, is in complete compliance and
meets all criteria as set forth in the Change of Zone and Final Plat materials. In the original
application and in all recorded documents,this property is zoned R-1 to include the
following:
a. Tract 1: 1.7-acre site zoned R-1 with the notation of"Potential Civic Use"site.
b. Parcel B: 3.06-acre North Wetlands(Open Space area).
c. Parcel C: 17.07-acre Private Lake, 1.84-acre Private Park,and the 9.75-acre site holding
the 14 Single Family Residential lots.
d. Parcel D: 2.78-acre Weld County Library Site and a 6.85-acre site for the Weld County
Library(Open Space).
10. A copy of the recorded Final Plan and proposed plats are included in submitted application
materials.
11. A copy of the recorded Utility and Drainage Plan for Tract 1 is included in the submitted
application materials.
Meadow Vale Farm, Third Filing, Tract 1
Specific Development Guide
Introduction
Removing the notation ot; "Potential Civic Use" from the Change of Zone and "Civic Use" from the
Final Plat materials from recorded documents for Tract 1 of the Third Filing of Meadow Vale Farm
PUD will allow one single-family residential structure to be constructed. A single-family residential
structure is a use allowed by right in the It-1 Zone District. Tract 1 is currently zoned It-1.
The intent of this application is to correct the acreage notation found on page 1 of the Final Plat. On
this page,Tract 1 is noted as 2.4 acres. The correct acreage is 1.688 acres.
Tract 1 is approximately one-half mile north of State Highway 119 and east and adjacent to Weld
County Road 5.5. On recorded Final Plan documents, the parcel in questions is named, Tract 1. On
recorded Final Plan documents, the parcel in question is named, Tract 1. The applicant respectfully
requests this parcel be renamed Lot 1, Block 4, Meadow Vale Farm Third Filing. All reference to the
parcel shall use the legal parcel name,Tract 1,throughout application materials.
Off-Site Improvements, On-Site Improvements and Covenants were reviewed and accepted by Weld
County in 2000 as part of the Final Plan review process. The design standards already established
through the covenants will ensure compatibility between new construction on site, the architectural
style of surrounding land-uses,and with the overall character of the greater area.
Agricultural activities occur to the north of this site. As such, a buffer of trees was recorded on the
original Change of Zone application materials and is also reflected herein. The Right to Farm
statement, as it appears in Chapter 22 of the Weld County Code will be placed on all recorded plats.
By doing so, future residents of the subdivision will be aware of long-standing agricultural practices
in the area.
Section 27-4-20.E.14. Initial impact plan addressing all impacts this use will have on the proposed
site and surrounding land uses. A listing of potential impacts is cited in Section 27-6-30 of this
Chapter. (SPECIFIC DEVELOPMENT GUIDE)
Section 27-6-40. Component One-environmental impacts
1. Noise and vibration
2. Smoke,dust and odors
3. Heat,light and glare
4. Visual/aesthetic impacts
5. Electrical interference
6. Water pollution
Development of this I.7-acre parcel should not result in any negative environmental impacts,
including the above listed environmental concerns. As the use of the site will remain residential,
adverse impacts from noise and vibration, smoke, odors, heat, glare, visual impacts, electrical
interference and water pollution will not occur on the site.
7. Wastewater disposal
St. Vrain Sanitation District will serve this Tract 1 is evidenced by a letter included in application
materials.
8. Wetland removal
This proposal does not remove wetlands.
9. Erosion and sedimentation

11. Drilling,ditching and dredging
Any on-site grading, drilling, ditching or dredging will be done sympathetically. Erosion will be kept
to a minimum. The on-site drainage plan submitted and accepted by Weld County with the original
Change of Zone and Final Plan application materials will not be altered by this proposal.

This proposal will not result in negative impacts to the above listed concerns.
16. Radiation/radioactive material
To the applicant's knowledge,there are no radioactive materials located on this site.
17. Drinking water source
The Left Hand Water District will supply the potable water source for this development. A letter from
this is included in application materials indicating the ability to serve the proposed development.
18. Traffic impacts
Weld County Public Works accepted the traffic flow from the greater development and this particular
Tract 1 as part of the original Change of Zone and Final Plan application materials. Traffic Flow
from Tract 1 will not be altered by this proposal.
Section 27-6-50 Component Two—service provision impacts
1. Schools

4. Ambulance
Service providers for this PUD include the St. Vrain School District, Weld County law enforcement,
and the Mountain View Fire Protection District. This proposal should have a minimal impact to these
service providers. Any impacts identified through the review of this proposal by any applicable
service provider will be addressed and mitigated,if necessary, in future application submittals.
5. Transportation(including circulation and roadways)
6. Traffic impact analysis by registered professional engineer
The access point to this Tract 1 has been designed to meet the requirements of Chapters 24 and 26 of
the Weld County Code.
7. Storm drainage
Storm drainage will be handled on-site. The construction activities associated with one single-family
residential structure on Tract 1 was reviewed at the original Change of Zone and Final Plan
application materials. Proposed construction activities on Tract I will not be altered by this proposal.

All utilities are currently, or will be available to serve this proposal. Utility providers will have an
increased northern side easement dimension of 30 feet and a standard western side easement of 15
feet. An existing drainage easement granted to Weld County in 2000 is also noted on the recorded
plat.

Section 27-6-60 Component Three—landscaping elements

These issues were accepted at the original Change of Zone and Final Plan application stages. This
particular application does not alter those previously accepted plans.
Section 27-6-70 Component Four—site design
1. Unique features
On this particular Tract 1,there are no unique site features. The site offers stunning views to adjacent
property,including the St.Vrain River and large stands of vegetation toward the east.
2. PUD rezoning consistent with Chapter 22 of Weld County Code
3. Compatibility within PUD zone district
This proposal shall remain consistent and meet goals and policies as outlined in the Weld County
Code. Tract 1 is currently zoned R-1. One single-family residential structure is a use allowed by
right in the R-1 Zone District. This application proposes to remove the "Potential Civic Use" and
"Civic use" notations on previously-recorded documents. In addition, recorded documents do not
illustrate the correct acreage of this parcel.
On recorded Final Plan documents, the parcel in question is named, Tract 1. The applicant
respectfully requests this parcel be renamed Lot 1, Block 4,Meadow Vale Farm Third Filing.
4. Compatibility with surrounding land uses
By constructing one single-family residential structure on-site rather than a"Potential Civic Use," the
site will be in greater harmony with surrounding land uses. Agricultural activities occur to the north
of this site. A privacy screen/fence notation was recorded on the original Final Plat application
materials.
5. Overlay districts
This proposal is within the Mixed Use Development Area. The original Change of Zone and Final
Plan application materials met criteria set forth in the Weld County Code for this area. This
application does not alter the original application.
Section 27-6-80 Component Five—common open space usage
This section is not applicable to a single lot,Tract 1.
Section 27-6-90 Component Six—signage
All signage on this Tract 1 will comply with the sign standards set forth in Section 27-6-90 and
Division 6,Article II, Chapter 19 of the Weld County Code.
Section 27-6-100 Component Seven—MUD impact
This proposal is within the Mixed Use Development Area. The original Change of Zone and Final
Plan application materials met criteria set forth in the Weld County Code for this area.
Section 27-6-110 Component Eight—intergovernmental agreement impacts
The site is located within an accepted Intergovernmental Agreement (IGA) urban growth boundary
area between the City of Longmont and Weld County. The City of Longmont is sending the
/1 approved Notice of Inquiry form to Ms. Sheri Lockman, Department of Planning Services.

The only issue brought up by Lee is whether the original#of water taps or sewer taps were being
exceeded. otherwise-no issues. You may want to submit a copy of this letter with your application so

Hello Lee and Sheri.
I am going through application materials for the removal of the "Potential Civic Use" designation on the
Change of Zone materials and "Civic Use" designation on the Final Plan materials and have some
questions. (Tract 1,Meadow Vale Farms, Filing 3). Please bear with me as thoroughness is often
cumbersome.
I need your advice!
1. Need for Mineral Affidavit. Is this needed? The use is not changing-still R-1 Zoning.
2. Improvements Agreements not changing. Do we need to submit new agreements?
3. Drainage report-Drainage easement through property was provided to Weld County,and recorded
�- on Tract 1. Drainage plan accepted at Final Plan stage last time. Do we need to resubmit just for this
one lot(part of study last time)?
4. Evidence Mountain View FPD, St.Wain Sani.District,and Left Hand Water District was
submitted last time. Do we need new letters?
5. Utility Plan was approved last time. Do we need a new one?

I Lockman - Part.000
Dear Sheri, I spoke with Floyd Oliver this morning. He has the SE4 Section 4,T2N, R68W. The St. Vrain River
divides this quarter section into two unequal parts. That land east of th St. Vrain River was sold to State Parks. State
Parks will construct a visitor's center and trail head here. The land west of the river has a conservation easement
placed upon it. Colorado Open Lands helped negotiate the easement between the Olivers and State Parks. At
Mrs. Oliver's death,this land will be deeded over to State Parks. Mr. Oliver wanted a trail head here. But, State
Parks and the Olivers worked on a more appropriate setting for this trail head. Mr. Oliver then wanted a satellite
sheriffs office at Tract I I\!cadow Vale Farms, Phase III. This site was not accepted as the Weld County southwest
building was constructed. Mr. Oliver has been very generous with his land,his goal for the property, and future
