We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be incorporated into the permit as conditions that must be met prior to the issuance of the Certificate of Occupancy: 1. An individual sewage disposal system is required for the proposed home and shall be installed according to the Weld County Individual Sewage Disposal Regulations. 2. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone as delineated in 25-12-103 C.R.S., as amended. 6. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to Individual Sewage Disposal Systems. 7. Our comments and requirements are as follows: COMMENTS: WCR 10 is designated on the Transportation Plan Map as a paved local road. The average daily traffic count reflects between 200 to 300 vehicles per day taken in 2000. REQUIREMENTS: Access: The access shall be placed in such a location that there is adequate sight distance in both directions and not below the crest of a hill or near any physical objects. Direct access from a public road shall be limited to one access per residential feel. This USR identifies additional existing homes accessing on to WCR 10. u,11.± Drainage: If a drainage culvert is required at the access point to WCR 10, a 15-inch corrugated metal pipe is the County's minimum size requirement. If the applicant chooses to place a larger culvert, please contact the Public Works Department to adequately size the culvert. Based upon expected student generation rates from what appears to be one new single-family unit on 8.79 acres, the new home would generate approximately 1 new student to be accommodated within district. Bus transportation would likely be provided. It is understood that approval of the proposed new lot does not yet add a residential unit to enrollment potential. However, certain school issues should be considered at this important juncture, including school site planning, transportation access and facility capacity. The current facilities that would serve this lot are Twombly Primary, Butler Elementary, Fort Lupton Middle School and Fort Lupton High School. In addition, even without this project, completion of other previously approved developments would generate more students than can be accommodated by the existing schools. r A COMMUNITY WHICH BELIEVES EDUCATION IS A SHARED RESPONSIBILITY 2 As the volume of developments increases with no alleviation of the existing capacity conditions, the ability to provide the same quality education for these new students becomes increasingly difficult. Weld County School District Re-8 requests the cooperation and participation of the developer to provide cash in-lieu of land dedication fee, (currently $939) , to address the need for future school sites. Further, the District requests that the County assist with monitoring residential growth working and consider facility capacity impacts upon the schools in determining whether a new project should be approved. We appreciate your cooperation and the opportunity to comment upon the issues of interest to both the County and the School District. We ask that the building permit not be issued until the applicant demonstrates that the cash in-lieu of land dedication fee has been paid, or that arrangements have been made with the School District. SOILS/LIMITATIONS: The Loup-Boel loamy sands on this proposed site has severe limitations for septic tank absorption fields,dwellings with or without basements,shallow excavations and small commercial buildings. Windbreaks and landscape plantings are generally not suited to this soil. PRIME FARMLANDS: No Prime Farmlands will be taken out of production. SOIL EROSION POTENTIAL: Surface runoff is slow and the erosion hazard is low. OTHER: If future land use will include grass establishment and grazing,we would recommend that the new landowner contact the local NRCS office for guidelines on establishing and maintaining the grass and grazing management. Additionally,the future landscape plan should address the reduction of water use with the use of Xeriscape. We also recommend that Ron Broda,Weld County Vegetation Management Specialist be contacted to assist the landowner in developing a weed management plan. Ron can be contacted at 970-356-4000 x3770. USR-1399 There is a historical permit on record for this parcel. PR-9630155 was issued for the installation of a 28 by 60 white 1996 Southern Energy Manufactured Home on a permanent crawlspace. This permit received final approval and a Certificate of Occupancy was issued on January 15, . — 1998. The site address listed for this parcel was 14601 WCR 10. 1. A building permit shall be obtained prior to the construction of, or the installation of, any building on this property. 2. A plan review is required for each building for which a building permit is required. Plans shall bear the wet stamp of a Colorado registered architect or engineer.
