(6)All railroad rights-of-way shall be considered as industrial zones for the purposes of this article, and the operation of trains shall be subject to the maximum permissible noise levels specified for such zone. (7)This article is not applicable to the use of property for purposes of conducting speed or endurance events involving motor or other vehicles,but such exception is effective only during the specific period of time within which such use of the property is authorized by the political subdivision or governmental agency having lawful jurisdiction to authorize such use. (8)For the purposes of this article,measurements with sound level meters shall be made when the wind velocity at the time and place of such measurement is not more than five miles per hour. This traffic O CD impact study (TIS) also included a 750 dwelling unit residential p component and 372,000 square feet of office/retail. The church 2 campus portion has been reduced to 1.5 million square feet. The other components will remain at the same development level that was w z included in the cited TIS. The total full development daily trip C7 xO generation in "The LifeBridge Project PUD Traffic Impact Study" was a 28, 132 trip ends. With the reduction in the size of the church Ncampus, the daily trip generation would be reduced to 25,350 trip ends. Of these, 8250 daily trip ends would be attributable to the church campus and 17, 100 daily trip ends would be attributable to the other residential and commercial land uses, which were assumed to remain constant. The land area that is devoted to the church campus is approximately 160 acres. This land could be developed as residential. There are a number of development densities at which the 160 acres could be developed. Single family detached housing could be developed at 3-6 dwelling units per acre. At 3 dwelling units per acre, there would there would be 480 single family homes on W the church campus portion of the LifeBridge PUD. At 6 dwelling units per acre, there would be 960 single family homes on the church campus LL z portion of the LifeBridge PUD. ZTable 1 shows how the trip generation would change under these Vdifferent land use scenarios. The base condition is considered to be z the LifeBridge PUD proposal with the church campus on the 160 acres. J Z The land uses on the other portions of the site would remain constant W O as either residential or commercial. Therefore, the trip generation c a would remain constant at 17, 100 trip ends per day for these components. As indicated earlier, the trip generation for the entire • a LifeBridge PUD with the church campus on the 160 acres will be 25,350 trip ends per day. At a density of 3 dwelling units per acre on the 160 acres, the trip generation will be 21, 900 trip ends per day. The property named is within the territorial boundaries and currently receives service from the Fire District. Our initial response is from our career station located at 9119 East County Line Road in Boulder County, which is approximately 3 miles away from the property. Mountain View Fire District provides service from seven stations located throughout the District's territorial boundaries. The applicant has been very cooperative and responsive to the Fire District questions and/or concerns regarding the project. Representatives of the applicant have met with the Fire District on several occasions to discuss the project with regard to building construction, fire department access and water supply for fire protection. As we discussed on the telephone, the access proposed to the Life Bridge subdivision currently meets the requirements of the Fire District, as does the access to the Meadow Vale and Longview Subdivisions. Interconnectivity (with actual roads) between subdivisions is always a plus for response time, however is not required by the Fire District. When emergency access is provided, it is usually only used if there is no other access available. The problem with emergency access roads is that they are usually blocked off with chains, bollards, and gates, etc. These obstructions can delay response time to the extent that the emergency access provided may not help the response time significantly. Additionally, these roads are sometimes provided with road base or grass pavers instead of asphalt making the road not easily negotiable in snowy weather conditions because the roads are not usually plowed. Again, these types of roads are a must when there is no other access available because of the loss of a primary road. First of all I applaud any and all efforts to bring a sense of community to this area. The diversity that this project proposes is a step in the right direction. The area needs more development that brings in structures and amenities that are of higher quality and more architecturally pleasing. Another one story industrial park or cement plant is contrary to building what could be a beautiful parkway into Longmont. (i.e. Harmony Road, Ft. Collins). Secondly I would like to address the recent comments that criticize this project for the burden it puts on infrastructure. As a builder and developer myself it is us and developments like this that help pave the way for growth. Life Bridge will be extending utilities into the area at their expense which will in turn make it affordable for additional peripheral development that , developed responsibly, can enhance the area further.
