I am very concerned about the mega complex Lifebridge Church is planning on building. My main concern is the high volume of traffic this complex will create. Not only on Sundays, but every other day as well. I have read information on some of the traffic studies that have been done. These studies show thousands of transient vehicles will pass through this residential area everyday and three times as many on Sundays. In my opinion, this residential area cannot handle that amount of traffic even if the roads are paved and additional lanes are created. For one thing, the residents of Longview will never be able to get in or out of their community. There are only two exits out of Longview, one at the southeast end and one on the northeast end. Both exit onto WCR 3-1/2. Can you imagine the congestion at the intersection of WCR 3 ' and Hwy 119? Not to mention the back up blocking both exits/entrances to Longview. You have to think this could also cause limited access and time delays for emergency vehicles getting into or out of our community. You know as well as I do that most of the traffic will come this way because the main entrance and exits to the church are off of WCR 3-1/2. I'm sure many people will choose not to take the route around Union Reservoir as is slower and has more curves. As you probably know Lifebridge has changed the plans for opening a exit/entrance on the east side of the area to Pearl Howlett Rd. so those more affluent residents don't have to put up with all the traffic coming through their neighborhood. This means all of the traffic will naturally exit onto WCR 3-1/2. I beg you to look at the traffic problems Lifebridge currently has at their present location on Hwy 66. Yes they have a state trooper out there directing traffic. In fact a state trooper got hit by a car a few years ago while directing traffic at the entrance. Because Boulder County will not let Lifebridge expand at their present location they think they can come in and build their mega complex in our residential area. Please, Please think twice about allowing this to happen. Be and act as smart as the Boulder County Commissioners were on this decision. Lifebridge Christian Church owns about 313 acres of land that is located directly west of our home. Lifebridge wants to have that specific land zoned to entitle them to build a mega-church. The Weld County Master Plan calls for this area to be used as residential. The county officials considered a church to be a reasonable addition to a residential area. However, what Lifebridge Christian Church is proposing can not be considered a church. It's a mega-development with plans which include: • a 6000 seat outdoor amphitheater • a 6000 seat auditorium • a 2500 seat assembly hall • a parking lot twice as large as the Twin Peaks mall parking lot • a youth center • a recreation center • a community college • attached and single family homes • a senior living center • medical facilities • 180,000 square feet performing arts center • athletic facilities A 6000 seat outdoor amphitheater will be the size of Fiddler's Green. It will be situated in the middle of 3 residential neighborhoods. The auditorium will be available for other uses such as rock concerts which will create noise, air and OGIIBIT I . /0Z, light pollution. A 6000 seat auditorium will be twice as large as the Buell Theatre. The Buell Theatre is located in a commercial area where traffic is welcomed. In our location it degrades the residential neighborhoods. Up to 30% of each building could have an allowable height of 150-200 feet. That is 10 times the height of the standard house in the area. The structures that are built are suppose to be comparable to our houses. The required study performed by the Department of Transportation indicated that, at maximum build-out, the complex could produce up to 56,000 car trips per day. This is the same amount of traffic that travels between Highway 7 and Highway 34 on Interstate 25 on a daily basis! The city of Longmont has long been opposed to this development. Unfortunately, this development falls outside of the intergovernmental agreement with Weld and Longmont counties. Longmont is very concerned about the entrance into the city being snarled in traffic. It is known that crime goes up in transient areas. However, since Lifebridge is a non-profit organization, there is no tax base to support additional police services. The southern area of the development will be sold off to independent developers to help Lifebridge pay for their buildings. We will have no input on the density, heights and use once the land is re-zoned. The future of this development will set a precedent for the entire stretch of highway between 1-25 and CR 1. There is more at stake than just this development. We have a responsibility as citizens to speak out for sensible development that is compatible with the surrounding residential neighborhoods. We believe this development would have an enormous negative impact in the community that we presently live in. The proposed Lifebridge Church Community would include plans for retail, commercial and residential space, as well as an amphitheater that would span 313 acres southeast of Union Reservoir between Colorado Highway 119 and Weld County Road 26 and take 50 years to complete. The Weld County Master Plan calls for the area to be used as residential. When we bought our homes, we believed that the land to the West of us would indeed be used as residential. A church is a reasonable addition to a residential area, however, what Lifebridge is building can hardly be considered a church. The area that Lifebridge is building on was stated to be residential in the Multi-Use Development District plan. The loophole is that residential allows churches. However, the now proposed 1,500 seat amphitheater, a 1,500 seat auditorium, a college, an outreach center, a youth center and more is not what these regulations were intended for. This mega-church is not the church the zoning regulations spoke to. The required study performed by the Department of Transportation indicated that at maximum build-out,the complex could produce up to 56,000 car trips per day. However,this leaves District 2,the district in which we live, without a voice at the county meeting on March 18th'which is when the Weld County Commissioners will make the final decision on the application. How is this fair? We are paying taxes without any representation at all. We plead with you to really consider the negative impact on our community and the negative impact it will have on the City of Longmont, who has long been opposed to this development. By placing such a large and high use development on the edge of this land area, there is the very real probability that the interior land will be difficult to develop to its highest and best use. I have studied their plans in detail including their most recent revisions, which were submitted last week. I am highly concerned with the size and scope of this development and I believe that the zoning change request must be denied if these plans are not highly scaled back. The sizes of the commercial buildings are particularly incompatible due to their proximity to all three surrounding neighborhoods. Any commercial buildings/zoning allowed should be restricted to two stories maximum and any residential buildings/zoning should also be restricted to two stories maximum, if approved. Their locations should also be controlled to preserve views if at all possible. It is my opinion that the development, as currently planned, violates Weld County Code. According to the code (Sec 22-2-190, subsection D, paragraph 2.a)the design of a planned unit development should include compatibility and harmony with existing and planned uses on adjacent properties and within the PUD. The proposed height of the buildings the Life Bridge is planning and their proposed 24 hour uses are not at all compatible or in harmony with my neighborhood nor the other residential neighborhoods adjacent to the properties. No where else in the Longmont area can I think of residential homes within a few hundred feet of spacious 120-foot tall buildings. Moreover,these buildings will be built on the crest of a hill,blocking views and the sky for many homes in the neighborhood. People driving through the neighborhoods to the east of the development and on Highway 119 will no longer be looking towards Longs Peak but instead a massive cluster of tall buildings that will stick out from their residential surroundings. The massive parking lots and the lights that are required to light them are also not compatible or in harmony with a residential neighborhood. Instead of a view of the evening sky the neighborhoods surrounding the proposed development will instead see the glare of the lights on the parking lots for the development. I am also worried about the thousands of cars which will access this development on a daily basis. Though it is my understanding(and hope)that Pearl Howlett will not be connected to this proposed development there will still be people who will short cut through some of the neighborhood streets to access the northern part of the development. I am not opposed to the church per se, but the plans that Life Bridge has proposed has gone beyond a "Church". The Church's web site states "Our objective is to have a campus that is used every day and every night". The proposed development,with tall buildings, 24 hour a day activities,commercial areas, sports and recreation sites, and a possible college, large parking lots and heavy traffic are not in harmony or in any way compatible to the existing residential neighborhoods. If Life Bridge Church wishes to build their campus there are better commercial sites that would fit their plans. Otherwise, a smaller development, with smaller buildings that are not much higher than residential structures would have to be built on their existing land in order to keep it in harmony with the surrounding neighborhoods. I am concerned about several facets of their plans, which I think must be addressed before this development can be allowed to proceed. The heights of the buildings that LBCC is proposing are not in anyway in harmony or compatible with the existing residential neighborhoods surrounding the planned development. Homes in the current developments are generally 20-30 feet tall. The last I heard LBCC wants to be able to build structures as high as 90-120 feet. This would be anywhere from 3 to 6 times the height of the homes in the area. Furthermore,these buildings will become visual focal points to anyone living in the area, driving through the area, and driving into Longmont on Highway 119. Also,the large parking lot for the numerous buildings that LBCC wants is not compatible with the surrounding residential neighborhoods. The lights from this parking lot will create serious glare and will blot out the night sky. The traffic that will be generated is also of concern to me. Vehicles leaving the church and heading west will pass directly by one residential neighborhood on the west side of the development. Many vehicles heading east out of the LBCC development will like short cut through the existing residential neighborhoods to the east. This is a serious safety concern based on the huge volumes of traffic that are expected from the development. What LBCC is proposing goes way beyond the normal church one might expect to be built on and adjacent to residential land. The complex LBCC wants is better suited to commercial areas where the size and height of the buildings,the traffic generated,and the size of the parking lots would be more compatible with their surroundings. Allowing this development to go in as planned will negatively affect the quality of life and the values of homes in the developments surrounding the area. RE: LifeBridge re-zoning application #PZ-1004 RECEIVED 8 March 2003 Dear Planning Commissioners, My wife and I live at 11685 Montgomery Circle, immediately adjacent to the LBCC property. We have put our hearts and souls into our house. More importantly,it's all we've got. As a state employee, I am anticipating a salary decrease this year. Our lifetime savings has all been invested in our house. All we have is the appreciation on our house,which will be nil if it is facing the back wall of a massive rec. center. We trust you, the Weld Planning Commission, to uphold Weld Code and preserve our investment. Land use law applies to land use, not land owners. The fact that the owner is a church is irrelevant. Just because I am a teacher doesn't mean that I can tear down my house and build a university. Just because my neighbor is a policeman doesn't mean that he can tear down his house and build a prison. LifeBridge cannot build whatever they want just because they are a church. The law governs what is built, not who builds it. THE LAW: Weld County Code requires that"New development shall demonstrate compatibility with existing surrounding land use in terms of general use, building heights scale, density tray <c, dust, and noire." (Section 26-1-50 4 MUD.C.4 (b)) "Compatible" means roughly the same. Size wise, apples are compatible with oranges and pears. They're not exactly the same size,but they are approximately the same. To quantify this common sense, compatible does not require that things be 100% the same, only that they be 50% to 150% the same. Thus limes and grapefruits are still compatible with oranges, but watermelons are not. I address each compatibility element in turn. General use. In the last LefiBridge Newsletter, sent out to all parishioners,Administrator Bruce Grinnell writes that'We have filed our application for change of zone with Weld County, from agricultural to residential"(Italics in original). In fact, the bulk of the PUD rezoning request LBCC submitted to Weld County is for C1 (neighborhood commercial) and C2 (general commercial) zoning. This commercial zoning is incompatible with the existing residential homes surrounding it. Although C1 zoning for the neighborhood center area may be permissible, the C2 zoning request violates Weld County Code,which requires compatibility with the existing land use. EXHIBIT //a GRIPS:LifeBridge re-zoning application/2 REQUEST #1: Approve re-zoning to a PUD with E, R1, R2, R3, R4, and Cl (restricted to the neighborhood center area only). Do not approve C2(general commercial) zoning. Building heights. The houses in the three adjacent neighborhoods are all between 20 and 30 ft. tall, and we have been begging LifeBridge planners to comply with Weld Code and restrict their buildings to compatible—roughly the same—heights. The theater proposed for Phase One, however,is to be 90 ft tall. This is NOT roughly the same as 20-30 ft—it's three times as high. Moreover,LBCC is requesting the right to build buildings up to 150 ft tall in the future. This is 500% higher than the tallest existing buildings. Such buildings are unprecedented—nothing so tall currently exists in Weld County. The Pepsi Center in Denver,which seats 20,000, is only 100 ft tall. REQUEST #2: Restrict building heights for the entire 313 acres to terracing up to a maximum of 45 ft. The Island Grove Regional Events Center seats a full 5,000 people but is only 25 to 40 ft. tall. LBCC can do the same. LBCC has agreed to a 125 ft. buffer, 20 ft. single family homes, and terracing up to 45 ft. for the retirement community area adjacent to the Farms at Meadowvale where LifeBridge fundraiser Bob Frederickson lives. This is sensible development compatible with Weld Code—and it should be extended to the entire site. For the "church campus" area adjacent to the Elms at Meadowvale where I live,LBCC is asking for the right to put 45 ft mega-buildings like future auditoriums or rec centers just 60- 70 odd yards (125 ft + perimeter road width) west of my back yard,with 150 ft buildings just 200 odd yards away. This is blatantly incompatible with existing heights of 20-30 ft. A five ft. bem on the property line "mitigates" nothing, as the LifeBridge side of the ditch is already five feet lower than my back yard. Scale and Density. 70%lot coverage (85% of 80% [20% open space requirement]) will allow for the construction of a half a dozen mega-buildings that together will eventually seat many thousands of people and will be 2-3 times the size of the Twin Peaks Mall. This is totally incompatible with current lot coverages,which range from 10 to 20%. The "floor area ratio" (FAR) numbers that LBCC cites in its application to claim low density are a red herring. First, our houses are surrounded by gardens and grass; their mega- buildings will be surrounded by concrete: parking lots and roads. Second, their buildings are designed to seat hundreds or thousands of people. This is a much more intense use of each square foot than a residential home with three or four inhabitants. REQUEST #3: Limit lot coverage to a 150% compatibility standard of current use: up to 30%. Traffic, Dust, and Noise. In addition to the volume of traffic (one study estimates over 50,000 trips a day),planners should realize that this traffic will scene at the beginning and ending of events in their 2,500 seat Phase One "theater" and future auditoriums and amphitheaters. Such surges will cause backups at CR 3.5 & 119 and at 5.5 & 119. Though 1 understand you do not represent my district I am hoping you will hear me out before you make a decision regarding the proposed development. It is my opinion that the development, as currently planned, violates Weld County Code. Below I have outlined a few parts of the Code that I think the proposed development violates or at least fails to adequately address. Sec 22-2-190 : D. PUD.4 goal and policies. 2. PUD.Policy 4. A proposed planned unit development or expansion of an existing planned unit development should be subject to the following provisions or other adopted regulations by the Board of County Commissioners: a. PUD.Policy 4.1. The design of a planned unit development should ensure compatibility and harmony with existing and planned uses on adjacent properties and within the planned unit development. Design elements to be considered include, but are not limited to: general use, scale, density, architecture, distance between buildings, building setbacks, building height, street design, traffic impacts, off-street parking, open space, privacy, signage, screening and landscaping. The proposed height of the buildings the Life Bridge is planning and their proximity to residential dwellings is not "in harmony" or"compatible"to the residential structures. The general use of the buildings is also questionable as their intended uses go way beyond those of a normal church. In addition to acceptable Church uses they plan on renting portions of their buildings out to colleges and other groups in order to pay for the development. As the buildings, as proposed,will be as tall as 120-150 feet, and will generally be build along the crest of the hill south-east of Union Reservoir,they will become visual focal points. Also,the traffic and heights of the buildings may also detract from visitor's experiences at the nearby Barbour Ponds State Park. Sec. 23-1-40. Purpose and intent. A. The purpose of this Chapter is to provide a unified regulatory system for land USE in the County. This Chapter is designed to promote the health, safety, convenience, morals, order and welfare of the present and future inhabitants of the i-.. COUNTY. The present and future inhabitants of the COUNTY will be benefited through: 5. Protecting the tax base of the COUNTY. 8. Protecting both urban and nonurban DEVELOPMENT. 9. Conserving the value of property. 10. Encouraging the most appropriate USE of land. The proposed development,with its tall and rather large buildings,traffic, light pollution will certainly drop the values of the homes in the vicinity of the development. This will obviously hurt the home owners the most and will in turn hurt the county through lower taxes generated by the lower home values. It is also my opinion that this development is not the most appropriate use of the land. According to long term planning by the City of Longmont and Weld County the proposed development sits in an area that was initially proposed as residential and near the site of a proposed neighborhood park. In numerous other places in the Code it mentions over and over again that the buildings and uses in new developments like this must be "in harmony"with the surrounding land uses. Large, 120 foot tall buildings are not in harmony with neighboring residential homes with heights of less than 30 feet. Mammoth parking lots for thousands of cars and the light pollution that it will generate are no in harmony with residential neighborhoods. The heavy traffic that the proposed"other" uses for the property(including commercial uses)are not in harmony with the single family homes that currently exist around the land in question. I am not opposed to the church per se, but the plans that Life Bridge has proposed has gone beyond a neighborhood "Church". The Church's web site states "Our objective is to have a campus that is used every day and every night". The proposed development,with tall buildings, 24 hour a day activities, commercial areas, sports and recreation sites, and a possible college, large parking lots and heavy traffic are not in harmony or in any way compatible to the existing residential neighborhoods. If Life Bridge Church wishes to build their campus there are better commercial sites that would fit their plans. Otherwise, a smaller es- development, with smaller buildings that are not much higher than residential structures would have to be built on their existing land in order to keep it in harmony with the surrounding neighborhoods. Lifebridge calls itself a non-profit corporation by virtue of being a church. They purchased inexpensive agricultural land that they are now trying to get rezoned. It was always our understanding that the development would be residential, not commercial, and that the height restrictions that we are governed by would be the same as those the new developments would be governed by. We have single family homes on acre lots,and the highest house is a 2 story structure. What the church is proposing is a 20 story structure, even if they build it far enough away from the current residential area,it will still be a 20 story structure. I moved away from the area where the current Life Bridge church is because the volume of traffic was so intense my children could not play outside of the backyard. That was just 2 blocks away from Highway 66 and Gay,right where the traffic from the current church runs. I am not opposed to having a church in the neighborhood, but I am very opposed to having the church "Campus" as they are calling it, move in, take over, and ruin the peaceful nature of our countryside living. The area currently is a quiet, peaceful, relatively crime free neighborhood, and bringing in people to the area who do not live there, and having them drive thru our neighborhoods en mass every Sunday, and any other day that the "Church" chooses, brings with it the traffic congestion, crime will rise, as it has been proven,and there is no sheriffs office close by to handle all of the calls that will be forth coming. If the"Church"wants to build an amphitheatre, a huge parking lot, athletic fields, schooling facilities, etc, etc, etc, why are they trying to move into a neighborhood that is zoned for residential?? This is NOT residential planning, and the neighbors are very upset about the huge effect this will have on our area. The light that has just gone in at Weld County Road#3.5 has already had several fatalities, another light is set to go in on rd#5.5,where we all exit onto highway 119, and the traffic now is so intense that we need the lights, I can not imagine what is going to happen when they start using these facilities 24 hours a day, 7 days a week as they are proposing to do. We can currently walk outside and see the stars. If they add all the lighting for their enormous parking lots, the stars will disappear. Is this really the legacy we want to leave our children?? To allow those with the most money or influence to be able to change the zoning at their whim to fit their desires? We are asking you to consider our position on the project that is at hand, and to disallow the mega campus site that the"Church"is asking for. Please leave the zoning residential. Then the people that travel in and out of our neighborhoods will at least belong in the neighborhoods. I know you have more knowledge of the situation that I could possible have at this point in the decision making process, but I am the one who lives one house away from the new site, and they are not even sure what they plan to do with the land next to Meadow Vale, but they will probably sell it off to a developer, who will choose to do something even more different than the "Church" is planning. The other spaces they are asking for are for "several" campus buildings for teaching, religious activities, student centers, recreational centers, and intend to use this space on a 24 hr a day, 7 day a week capacity if possible. They are talking about "renting out the space" to allow businesses a place to meet, or to hold concerts, or whatever the renters wish to do with the space. Most of the churches that are in residential areas are relatively quiet during the week, and the congregation meets on Sundays, and on Wednesday evenings, of course this depends on your religion, but what they are asking for is for the "campus" to be busy every day, all day long, and this requires a rezoning. The current residents of the area have been trying to stop the rezoning, and we are asking the Weld County Commissioners to be very cautious with our lives when they make their decisions. I am a resident located within '/, mile of the subject area, and while I have no objection to a church in the neighborhood, nor to the LBCC itself, it is clear the plan for the subject property is not a neighborhood church in the traditional sense, but a commercial and retail venture. My neighbors and I find this unacceptable. Such a commercial facility placed in the middle of several residential neighborhoods would be a detriment to the surrounding area, and will have significant negative environmental and economic impact to the area. There are several valid reasons to reject LBCC's rezoning request.. • Buildings will not be in keeping with surrounding residential neighborhoods. While labeled a `church', the property would actually be a commercial facility in the middle of a residential neighborhood. o The facilities LBCC is planning for this space are representative of an industry, not that of a traditional church. They are planning for 90 foot buildings. Buildings that look like businesses—not like surrounding residential homes. For example, their current location in Boulder County has more the appearance of a business or a high school than a traditional neighborhood church. o When the church decides to move again(it has moved multiple times in past years), the buildings will have no other use than offices, stores, and high density housing. o An industry or commercial venture (even if it is religious) should be located in an area that is already zoned or planned industrial/commercial where facilities and traffic engineering exists or is planned to accommodate the additional load. • Supporting Boulder County: o LBCC is currently located in and its primary membership is made up from residents of Boulder County which has denied their expansion request. The land LBCC is requesting to be rezoned is less than a mile outside of Boulder County. LBCC appears to be trying to escape Boulder's restrictions while still primarily supporting Boulder County residents. However, an active youth program would introduce thousands of teen age drivers into the surrounding residential neighborhoods every month. Auto Insurance actuarial statistics show that teen age drivers account for a large percentage of reckless driving, speeding, and traffic accident violations. o Traffic patterns on 119 and CR 1, CR 3 1/2, CR 5 1/2, CR 26 and within Meadowvale will increase significantly. Most of these roads were designed for residential traffic, and not for the thousands of additional cars, delivery trucks, service vehicles, etc. This additional traffic will have a significant negative effect on the entire area surrounding the proposed facility. CR 5 1/2 at 119 will become much more dangerous. CR 3 1/2 at 119 will have lines of cars waiting to turn. CR 26 will be impassable during the times prior to and immediately after services are held. Surrounding residential streets will be choked. (One need only to view the Sunday traffic at their current facility on Highway 66 in • Longmont to predict what the additional traffic will do to the surrounding neighborhood streets if they are allowed to relocate.) • Commercial intentions for the property—not connected to church operations: o According to the LBCC plan, they seek to rezone the entire 300+ acres they purchased—however they only plan to develop 1/2 of the acreage for their `church', and plan to sell off the remainder to fund their building project. There are several valid reasons to reject LBCC's rezoning request.. • Buildings will not be in keeping with surrounding residential neighborhoods. While labeled a `church', the property would actually be a commercial facility in the middle of a residential neighborhood. o The facilities LBCC is planning for this space are representative of an industry, not that of a traditional church. They are planning for 90 foot buildings. Buildings that look like businesses—not like surrounding residential homes. For example, their current location in Boulder County has more the appearance of a business or a high school than a traditional neighborhood church. o When the church decides to move again(it has moved multiple times in past years), the buildings will have no other use than offices, stores, and high density housing. o An industry or commercial venture(even if it is religious) should be located in an area that is already zoned or planned industrial/commercial where facilities and traffic engineering exists or is planned to accommodate the additional load. • Supporting Boulder County: o LBCC is currently located in and its primary membership is made up from residents of Boulder County which has denied their expansion request. The land LBCC is requesting to be rezoned is less than a mile outside of Boulder County. LBCC appears to be trying to escape Boulder's restrictions while still primarily supporting Boulder County residents. o Weld County would have all the expense and inconvenience while Boulder County reaps the benefit. • Traffic and Safety problems: There would be nearly 12000 automobile trips per day throughout the surrounding residential neighborhoods which puts children, adults, and pets at significant risk. o Lifebridge is proud of their youth program. However, an active youth program would introduce thousands of teen age drivers into the surrounding residential neighborhoods every month. Auto Insurance actuarial statistics show that teen age drivers account for a large percentage of reckless driving, speeding, and traffic accident violations. o Traffic patterns on 119 and CR 1, CR 3 1/2, CR 5 1/2, CR 26 and within Meadowvale will increase significantly. Most of these roads were designed for residential traffic, and not for the thousands of additional cars, delivery trucks, service vehicles, etc. This additional traffic will have a significant negative effect on the entire area surrounding the proposed facility. CR 5 1/2 at 119 will become much more dangerous. CR 3 1/2 at 119 will have lines of cars waiting to turn. CR 26 will be impassable during the times prior to and immediately after services are held. Surrounding residential streets will be choked. (One need only to view the Sunday traffic at their current facility on Highway 66 in Longmont to predict what the additional traffic will do to the surrounding neighborhood streets if they are allowed to relocate.) • Commercial intentions for the property—not connected to church operations: o According to the LBCC plan, they seek to rezone the entire 300+ acres they purchased—however they only plan to develop '/2 of the acreage for their `church', and plan to sell off the remainder to fund their building project. The Elms attracted me for many reasons, not the least of which was its "suburban" feel, which was a requirement for me. Investing one's life savings into anything is certainly not done lightly. To ensure I was making a decision that met my long term wants & needs, I extensively researched, utilized and trusted the Weld County Mixed Use Development Plan. The plan's map clearly identifies the land Lifebridge has purchased as a combination of "Residential/Agriculture-mixed intensity" and "Neighborhood Center-Lower intensity". This classification was a critical and reassuring part of my decision process as Weld County clearly communicated this area would be developed consistent with the surrounding land uses. Additionally, Weld County MUD states that "new development shall demonstrate compatibility with existing surrounding land use in terms of general use, building height, scale, density, traffic, dust and noise". Since the surrounding land use to the East and West of LBCC's land consists of single story and two-story homes ranging from 15 to 30 feet tall, there is no doubt that LBCC's mega-development plans are totally incompatible with existing land use and their application for rezoning should be denied. I have absolutely no problem having a church as a neighbor and in fact would welcome it. But, any new neighbor should rely on and comply with the same documentation that Weld County told me to utilize. It also includes acreage that LBCC plans to sell off to help defray part of their costs. This type of development is clearly not compatible with the existing neighborhoods as Weld County Code requires. o Light pollution - The complex would have almost twice as many parking places as Twin Peaks Mall. While LBCC seems to now be considering directional lights to minimize part of the impact, the fact remains that lighting 5,000 — 6,000 parking spaces and the light pollution they contribute to the night sky is both inconsistent and harmful to the existing developments. o Building heights - The homes to the East and West of LBCC's land average 15 to 30 feet high. Even the tallest buildings in most of the cities and counties along the Front Range are 40 to 50 feet high. LBCC's plans call for building heights from 100 — 150 feet and architectural elements ranging up to 200 feet tall. Weld County ordinances state that new developments must ensure compatibility with current land uses by not exceeding the 15 to 30 foot heights that are currently in existence. o Traffic — Department of Transportation studies indicate the amount of traffic to the development at maximum build-out is in the neighborhood of 30,000 to 56,000 car trips per day! How does anyone contend this fits into "residential"? I am also concerned as to how Lifebridge thought it was a wise decision to invest millions of dollars of their parishioner's contributions into a parcel of land that is currently zoned to not meet their needs and where Weld County ordinances dictate that new developments must be compatible with those that already exist. LBCC can not proceed with anything that remotely resembles their current plans and meet that burden of compatibility. I can not imagine that any individual would ever plan to build a two-story home and then buy a lot in a neighborhood that was restricted to one-story construction. Why does Lifebridge think they can do this? While I have no problems with having a church as a neighbor, there is little doubt that LBCC's mega-development and the existing neighborhoods are best served by LBCC finding a more compatible site that causes less disruption and less negative impact on the exiting area. As I am a nearby neighbor,my objections/concerns to the plan are as follows: Traffic. I have driven by the current LifeBridge building on Hwy. 66 as services were ending and the parking lot was emptying. Traffic was backed up in both directions and a police officer is required to direct traffic. A police officer was killed while performing such a service at this location during Christmas time a couple years ago. Would Weld County be willing to risk this happening to one of their police officers? Is Weld County going to be able to have a police officer constantly directing traffic for the complex for the DOT estimated 56,000 vehicle trips per day at full build out? Who will pay for this? Every tax payer in the county,excluding the tax exempt LifeBridge. This amount of traffic is the equivalent to the traffic that travels between Hwy 7 and Hwy 34 on 1-25 on a daily basis. How can this be called residential as the Weld County Master Plan calls for this area to be used as? What would this amount of traffic do to the traffic flow along Hwy 119? The proposed number of parking spaces would be twice the number of spaces at the Twin Peaks mall. This kind of constant"24/7"traffic flow would be detrimental to the residents in the surrounding neighborhoods as well as anyone driving to or from Longmont along Hwy 119. In commercial areas,traffic is welcomed as a carrier of commerce. There are no other businesses in this area and in this location it only degrades the residential neighborhoods. Noise and Light Pollution. Weld County is a quiet,peaceful place to live and this rural character is the very reason that many residents,including myself,have chosen to live here. A"24/7"use complex would change this area into another suburb,like the rest of the Front Range. Is this what Weld County would like to become? If I wanted to live in a suburb I would have stayed on the outskirts of Denver. The light pollution form the enormous parking lot would block out the great views of the night sky. The noise and air pollution from the continuous traffic flow and constant construction over 50 years would be detrimental to the surrounding residents. A 6000-seat outdoor amphitheater is large enough to hold rock concerts,and there is no way to stop that from happening once the facility is built. Putting the equivalent of Fiddler's Green in the middle of a residential area is completely ridiculous. This type of use would create constant noise and light pollution and ruin the best part of our homes and living in Weld County. Environmental and Aesthetic Impact. The enormous traffic level from the proposed development would create a huge air pollution problem. The huge parking lot would almost certainly generate polluted run-off into the area's surface water which is used by migrating waterfowl and other wildlife. In addition,there is no community along the Front Range,except downtown Denver,that contains buildings more than five stories tall. The ten to fifteen story structures proposed by LifeBridge would dwarf everything else in the area,including the natural beauty. Most of the houses in the surrounding neighborhoods are 20-30 feet tall. The proposed 150-200 feet allowable height would be up to 10 times that height. How does this fit into the Weld County requirement for"congruent development and residential zoning". Cost. LifeBridge,as a non-profit organization,does not pay taxes. I do. LifeBridge won't be paying for extra police,fire,and rescue personnel,I will. LifeBridge won't be paying for road improvements and maintenance,I will,along with every resident of Weld County. EXHIBIT 1 1 / 7 The city of Longmont wanted to buy this property as Open Space. Due to the tax-exempt status of a church,LifeBridge was able to out bid Longmont. However,LifeBridge plans to sell off a large portion of the land to developers for commercial use to pay for their complex. This means we will not have input on the density,heights and use once this land is rezoned. Development in this area is inevitable. In theory,a church makes a wonderful neighbor. However,a church is a 2-3 story building,used heavily on Sunday by several hundred people at a time. A church loans its facilities to members for special occasions,not to renters for daily use. A church is a place for spiritual reflection, not a"24/7"use facility. LifeBridge has not proposed a church;they have proposed a strip- mall/entertainment complex masked as a neighborhood church. Many residents in the surrounding neighborhoods bought our homes because we believed this land in question would be used as residential as is stated in the Weld County Multi-Use Development District plan. Most residents would love to have a neighborhood church in the area. However,a 200 ft.building with a "24/7"use policy with thousands of patrons is not a neighborhood church. The loophole that allows churches in residential areas is fine. But,a 6000 seat amphitheater,a 6000 auditorium,a college,an outreach center,a youth center, medical offices along with retail space is not a church. LifeBridge has had multiple and continuous city and county ordinance violations. Does Weld County have the manpower to enforce these types of problems? The City of Longmont has long been opposed to this development. The city of Longmont is very concerned about the entrance into the city being snarled in traffic,and the views of Longs Peak being marred by huge skyscraper architecture. I am deeply concerned about the fact that our county commissioner,Glen Vaad,is a LifeBridge elder. He has recused himself from the rezoning vote,leaving the residents most affected by this matter without a voice during the vote. I have personally witnessed the traffic congestion at the current LifeBridge facility, which requires police officers to direct traffic before and after church services. Their plans to open a thoroughfare into our established subdivision will create traffic, noise,and increased danger to all who reside there.
