BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, January 6, 2003, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner Robert D. Masden, Pro-Tem
Commissioner M. J. Geile - EXCUSED
Commissioner William H. Jerke
Commissioner Glenn Vaad

MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of December 30,2002,as printed. Commissioner Jerke seconded the motion,and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $128,258.92. Commissioner Jerke moved to approve the warrants as
presented by Mr. Warden. Commissioner Vaad seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISIONS TO SECTION 2.000, OPERATIONS MANUAL, SOCIAL SERVICES DIVISION
POLICIES AND PROCEDURES:Judy Griego, Director of Social Services,stated this revision reflects four
percent cost of living increases of daily maintenance rates regarding County certified foster care homes.
In response to Commissioner Jerke, Mr. Warden stated child welfare will likely be impacted by State
budget cuts; however, there is money in the contingency fund to help offset the cuts. Ms. Griego stated
Weld County is competing with child placement agencies which pay their foster providers a much higher
rate. Commissioner Jerke commented the child placement agencies will be receiving the same budget
cuts. Ms. Griego stated it will require Statute changes to assist in bringing down the cost of child
placement agencies because Weld County does not have the authority to set the rates. Chair Vaad
commented there needs to be assurance that the Board has the ability to take an alternate route if the
costs become too extreme. Mr. Warden stated the budget amount is based on past allocations for child
welfare because that is the primary area the State can make cuts. With this change the $1 million
contingency fund will still cover the lost funds; however, the child placement agencies and RTC are
breaking the local and State budgets. Chair Vaad moved to approve said revisions. Commissioner Jerke
seconded the motion, which carried unanimously.

CONSIDER REVISIONS TO SECTION 8.000, OPERATIONS MANUAL, BUSINESS OFFICE POLICIES
AND PROCEDURES: Ms. Griego stated this revision will increase the change fund from $50 to $100 to
make change for clients. Commissioner Masden moved to approve said revision. Commissioner Jerke
seconded the motion, which carried unanimously.
CONSIDER REVISION TO COMMUNITY FOOD AND NUTRITION PROGRAM CONTRACT AND
AUTHORIZE CHAIR TO SIGN: Ms. Griego explained the Colorado Department of Local Affairs is
requesting the Board to initial changes to the original contract to eliminate duplicate references to language
regarding where the community food and nutrition funds come from. Commissioner Masden moved to
approve said revision. Commissioner Vaad seconded the motion, which carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
CHILD ADVOCACY RESOURCE AND EDUCATION, INC.: Ms.Griego stated this is the annual agreement
with Child Advocacy Resource and Education, Inc. (CARE). She stated there are no changes from 2002
to 2003, and the Department of Social Services will reimburse CARE a maximum of $49,494 to provide
parent education,community education,children's programs and prevention. Commissioner Vaad moved
to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Jerke,the motion
carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
LARRY MATTHEWS, M.D.: Ms. Griego stated Dr. Larry Matthews will provide medical consultation while
participating on the monthly Child Protection Team and for crisis situations with child protection cases. She
stated the Department of Social Services agrees to reimburse Dr. Matthews a rate of $75 per hour,
mileage at the County rate,and a maximum of$5,300 per year. Commissioner Masden moved to approve
said agreement and authorize the Chair to sign. The motion,which was seconded by Commissioner Vaad,
carried unanimously.
CONSIDER CHILD AND ADULT PROTECTION AGREEMENT FOR LEGAL SERVICES AND
AUTHORIZE CHAIR TO SIGN - BRUCE BARKER, WELD COUNTY ATTORNEY: Ms. Griego stated the
County Attorney's Office will provide legal services related to child and adult protection and other
Department matters requiring compliance with Federal and State regulations. She stated the Department
of Social Services agrees to reimburse the County Attorney's Office, in the amount of $235,390.30.
Commissioner Jerke moved to approve said agreement and authorize the Chair to sign. The motion was
seconded by Commissioner Vaad, and it carried unanimously.
CONSIDER CHILD SUPPORT ENFORCEMENT COOPERATIVE REIMBURSEMENT AGREEMENT AND
AUTHORIZE CHAIR TO SIGN-BRUCE BARKER,WELD COUNTY ATTORNEY: Ms.Griego stated under
this agreement the County Attorney's Office will provide legal services related to child support. She stated
the Department of Social Services agrees to reimburse the County Attorney's Office, in the amount of
$99,114.55. Commissioner Vaad moved to approve said agreement and authorize the Chair to sign.
Commissioner Jerke seconded the motion, which carried unanimously.

CONSIDER AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN -WELD FOOD BANK:
Ms. Griego stated the Weld Food Bank will provide food baskets to eligible TANF clients at $19.20 per
basket. She stated the Department of Social Services will reimburse the Food Bank a maximum of$8,500
per year from TANF or Colorado Works funds. In response to Commissioner Jerke, Ms. Griego stated this
program uses food stamps and emergency cases to justify eligibility. Commissioner Jerke moved to
approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner
Vaad, and it carried unanimously.
CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN
-WELD COUNTY DENTAL SOCIETY: Ms. Griego stated under this agreement the Weld County Dental
Society will provide emergency dental care at a sum of$165 per person, per year, with a ten percent co-
payment requirement by the patient or eligible person. She stated the Department of Social Services will
reimburse the Dental Society a maximum of$17,000 per year from the County General Assistance funds.
Commissioner Vaad moved to approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Jerke, the motion carried unanimously.
CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN
-WELD COUNTY ASSOCIATION OF OPTOMETRISTS AND OPHTHALMOLOGISTS: Ms.Griego stated
under this agreement the Weld County Association of Optometrists and Ophthalmologists will provide
vision services, with a co-payment made by the patient. She stated the Department of Social Services
agrees to reimburse the Association a maximum of $22,000 per year from County General Assistance
funds. Commissioner Masden moved to approve said agreement and authorize the Chair to sign. The
motion, which was seconded by Commissioner Jerke, carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 10:00 a.m.
