HomeMy WebLinkAbout20032072.tiff MINUTES WELD COUNTY COUNCIL June 17, 2003 Tape 197 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld County Centennial Center, 915 10th Street, Greeley, CO;" Tuesday, June 17, 2003, 6:30 p.m. ROLL CALL: The meeting was called to order by President Mitchell Martin. Vice President Douglas Rademacher, Councilman Dwaine Kurtz, Councilman Chip Marks, were present, constituting a quorum of the members. Councilman William Sander was excused. Also present: Weld County Clerk and Recorder Steve Moreno, Deputy Weld County Clerk and Recorder Mary Ann Forbes, and the Council secretary, Bev Thomas. REVIEW PROGRAM: Weld County Clerk and Recorder Steve Moreno presented a statistical overview of the transactions occurring in, and the mission statements of, the Motor Vehicle Department, the Recording Department, and the Election Department which comprise the office of the Clerk and Recorder. He said that both the Recording and Motor Vehicle Departments are revenue-generating departments for Weld County, and he emphasized the success of the Clerk & Recorder Division has been because of the hard-working, dedicated employees. Mr. Moreno highlighted the following topics that have been initiated or improved in 2003: turnaround time for recorded documents; communication and relationships between departments and staff members in the division; ICRIS (Internet Complete Recording and Imaging System;) HAVA (Help America Vote Act;) planning for electronic titling of vehicles; office efficiency response cards from customers; comprehensive training including departmental cross training; a luncheon with Weld County municipal clerks; savings to the county due to more efficient map cabinets; impact of state and federal statutes on the office's policies and procedures; an ongoing move to standardize voter registration; and ongoing additional options on the office's website. Chief Deputy Clerk and Recorder Mary Ann Forbes reported improved morale and communication between the office's employees and their boosted professionalism since Mr. Moreno became Clerk and Recorder. She said that his encouragement of cross training between departments, and his interest in the concerns and personal growth of each member of his staff, have received an overwhelming positive response. AGENDA ADDITIONS/APPROVAL: The June 17 Council meeting agenda was approved as printed. APPROVAL OF MINUTES: Vice President Douglas Rademacher made a motion to approve the May 20, 2003 Council minutes. The motion was seconded and carried. PUBLIC COMMENT: There was no public comment. — // BUG)3 2003-2072 Weld County Counal Minutes June 17,2003 Page 2 of 2 APPOINTMENTS AND ANNOUNCEMENTS: Weld County Meeting with Firestone Officials President Mitchell Martin and Vice President Douglas Rademacher will attend the June 26 meeting of Weld County elected officials with representatives of Firestone. CORRESPONDENCE: Vice President Rademacher will visit with Sheriff Cooke about the relocation of the County's Dispatch Center. President Martin reported a citizen's request for a Weld County noise ordinance had been sent to the Board of County Commissioners. COORDINATOR REPORTS: President Mitchell Martin and Councilman Kurtz reported on the May 21' Weld County 2004 budget meeting with Weld County department heads. President Martin reported he had been asked to visit with the Weld County Planning Commission members at their June 3rd meeting. He said it had been a valuable opportunity to visit with other Weld County volunteers. Councilman Marks reported on the June 3rd Elected Officials meeting. PAY BILLS: Vice President Douglas Rademacher made a motion to approve the bills as listed: Mileage for Councilman Chip Marks $57.12 Mileage for Councilman Mitchell Martin $68.68 Mileage for Councilman Douglas Rademacher $19.04 The motion was seconded and carried. ADDITIONS: Council members reviewed information about the Council's new computer and computer classes being offered by Weld County.
