HomeMy WebLinkAbout20030913.tiff Minutes WELD COUNTY COUNCIL February 18, 2003 Tape 195A n The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld County Centennial Center, 915 10`" Street, Greeley, CO, Tuesday, February 18, 2003, 6:30 p.m. ROLL CALL: The meeting was called to order by President Mitchell Martin, Vice President Douglas Rademacher, Councilman Dwaine Kurtz, Councilman Chip Marks, and Councilman Sander were present, constituting a quorum of the members. Also present: Commissioner Long, Mr. Claud Hanes, Mr. Don Warden, and the Council secretary, Bev Thomas. REVIEW PROGRAM: Commissioner Dave Long gave a historical overview of changes in the Treasurer's Office since 2001. Weld County's Comptroller/Treasurer Claud Hanes documented the actions taken by county personnel to fulfill the recommendations made in the Deloitte Touche September 2001 audit of the Treasurer's Office. Mr. Hanes addressed: Treasurer's Office software; staffing and staff morale; relationship between the Treasurer's and the Assessor's Offices; and the relationship between the Treasurer's and the Accounting Offices. The make-up of the Investment Financial Committee was explained by Mr. Hanes, and Mr. Warden outlined the current work to establish a Weld County Investment Policy for adoption by the Board of County Commissioners. Commissioner Long spoke about the budget cuts anticipated from the State of Colorado. After a five-minute break the Council resumed business. AGENDA ADDITIONS/APPROVAL: Vice President Douglas Rademacher made a motion to approve the agenda. The motion was seconded and carried. APPROVAL OF DOCUMENTATION: Vice President Douglas Rademacher made a motion to approve the January 21, 2003 meeting minutes. The motion was seconded and carried. Councilman Chip Marks made a motion to approve Resolutions 141 and 142. The motion was seconded and carried. . PUBLIC COMMENT: There was no public comment. APPOINTMENTS AND ANNOUNCEMENTS: President Mitchell Martin, Vice President Douglas Rademacher, and Councilman Sander plan to attend the March 10, 2003, 11:00 a.m. Elected Officials meeting at the new Sheriffs Law Enforcement Building. /, o'd'WIGi., '9- 7- - 2003-0913 Weld County Council Minutes February 18,2003 Page 2 of 2 CORRESPONDENCE: The Council reviewed the correspondence. COORDINATOR REPORTS: Vice President Douglas Rademacher reported he had met with Sheriff Cooke and Public Works Director Mr. Hempen. Mr. Rademacher said that Frank Hempen would be speaking at the Council's August meeting in Southwest Weld. Mr. Rademacher reported he had also attended a meeting hosted by El Paso Corporation regarding a large gas pipe line being built from Cheyenne through Weld County to Kansas. Councilman Chip Marks had a phone conversation with Commissioner Masden regarding planning, and has scheduled a face-to-face meeting with him. Mr. Marks had also attended a meeting regarding the gas pipe line. Posting the Weld County Council's agendas and minutes on the Council's Website was discussed and President Martin instructed Bev Thomas to initiate this process. PAYMENT OF THE BILLS: Vice President Douglas Rademacher made a motion to approve payment of the bills.
