THE SPECIAL USE PERMIT FOR A DOG KENNEL IN OUR AREA.
THE CURRENT AGRICULTURE ZONING IS THE ONLY REASON WE PURCHASED THE LAND. WE DIDN'T WANT OUR
NEW HOME TO BE IN A COMMERCIAL LOCATION,WHICH I FEEL THAT A DOG KENNEL IS CLASSIFIED AS A FORM
OF COMMERCIAL.
WE DO NOT OBJECT TO A COUPLE OF DOMESTIC DOGS A FAMILY MIGHT HAVE,BUT AFTER BEING IN THE AREA
FOR AWHILE, (MY DAUGHTER AND FAMILY LIVES JUST WEST OF OUR PROPERTY)WE HAVE NOTICED AN
ABUNDANCE OF COYOTE'S IN THE AREA. THESE COYOTES ARE NOW RUNNING IN PACKS,WHICH IS DANGEROUS
FOR NOT ONLY DOMESTIC ANIMALS, BUT ALSO FOR SMALL CHILDREN. WE FEEL THAT A DOG KENNEL WOULD
EVEN ATTRACT EVEN MORE PREDATORS.
THEREFORE, I PLAN TO ATTEND THE HEARING TO OBJECT TO THIS SPECIAL USE PERMIT.

To Whom It May Concern:
I am writing this letter in opposition to the case # USR. -1423. It is my
understanding that a special permit for a dog kennel not to exceed 60 dogs is to be
discussed for the site north of and adjacent to WCR 98; ' mile East of WCR 33.
My family and I currently live approximately '/ mile to the West of said property.
We moved to this area last May. Through the summer we built the place of our dreams.
My wife and I have always dreamed to get away from the busy city life and raise our
children where there is quiet and hassle free living. My family and I enjoy watching the
large herds of Deer and Antelope in the backfields. I Would hate to see all that gone. I
am afraid that 60 dogs or even 20-30 barking all day and night would drive the quiet
wildlife we enjoy away. I am concerned with the increase in traffic on our quiet road.
Another concern is that of disease. I am concerned with the increase in animals are all
vaccinations up to date. I also have livestock that could be affected if the animals are not
kept at bay. My family and I made a heartbreaking discussion to place our outside dogs
in other homes due to the fact of their presents brought in the coyote packs night after
night. I know that we are fighting coyotes in our horses and they seem to be attracted to
barking and whining dogs.
Please consider not allowing this type of business to come to our nice quiet, rural
Lifestyle. After all this is why we moved out here.

This letter is inresponse to case number USR-1423 .
As a person who owns land around this proposed development
site, I am extremely upset about this proposal.
We own land out in the country for a reason, that being
quiet surroundings. Having a few animals is one thing,
but a kennel is not acceptable. Horses, cows and such
are part of acreage use in that area. This is a very
intrusive use of land. Not only does it effect the quality
of life land owners in the area it also effects the
i^ water and land on the property being used as a kennel.
The deer, antalope, coyote, and other wildlife will also
be a factor.
Please do not allow this development plan to go through.
As a neighbor we do not want this or; appreciate this land
use.

I ' m writing to express my concern about case number USR-1423 .
As a resident of the land in the surrounding area, I am concerned
about the proposed idea for the use of the land in question. In
addition, I know many people who have either lived here for many
years with no such kennel in the area, or are just moving to the
area in search of a quiet retreat.
Not only does this proposal intrude on the lives of the local
residents, but it will be very intrusive on the land itself.
^ There is local wildlife that would be forced to change how
they move through the area. In addition, if she is on a well
that taps into the local water table, it will be an unfair
amount of water that is used on such a large number of dogs.
The people in the area do not want this kennel to come to our
neighboorhood. Please Turn Down this proposal with us in mind.

Re: Response to Site Specific Development Plan and Special Use Permit Request
Case No.: USE-1423
Dear Mr, Gathman:
Our firm represents Mr. and Mrs. Williams,who are the owners of property adjacent to
the subject property in the above referenced case. The Williams have received the notice
concerning the above referenced case. Our iron is writing on behalf of the Williams to notify
you of their vigorous objection to the issuance of a Special Use Permit for a dog kennel to any
owner of that or any other surrounding properties, and to the approval of any Site Specific
Development Plan that contemplates any such dog kennel.
The Williams object to the proposed use and believe that Special Use Permit requested
should be denied for the following reasons:
1. There IS no extraordinary need to place a kennel on this lot as requested.
2. The use which would be permitted will not be compatible with the existing
surrounding uses. The use is residential in fact—the Williams purchased their
land intending to build and enjoy a peaceful and quiet residence, The introduction
of a dog kennel with as many as 60 dogs would upset the current use and would
therefore be incompatible. Any number of dogs, other than as family pets, is
unacceptable,
3, The introduction of any number of dogs in a kennel facility will violate the
existing noise standard, Additionally, a dog kennel will create certain health
hazards that would not be present without it, A tremendous amount of liquid and
solid animal waste would accumulate, which may run or leach into the existing
water sources, and would like cause a continual foul odor and attract flies and
other vermin to the area, Because of the noise pollution and animal waste issues,
there can be no provision in the proposed development plan sufficient to protect
the health, safety and welfare of the inhabitants of the neighborhood and the
County.
4. The Williams have not yet identified the location for their residence.
Furthermore,nearby parcels have been subdivided and are also intended for
relatively higher residential use, Residences have also not been established there
It is therefore impossible for the applicant to adequately provide the Planning
Commission with the location of all residences or proposed residences within a
one-half mile distance as required under the code, The Commission should take
into serious consideration the proposed use of the surrounding property as well as
the proposed use of the subject property.
There are myriad reasons the Williams object to the Special Use Permit for a 60-dog
kennel,most of which should be obvious. We hope that the objections outlined above are
sufficient to demonstrate the Williams vigorous objections to the proposed use. We also hope
that the Commission will seriously consider the Williams objections as well as the expectations
of the future homeowners in the area while deliberating on the application.

Planner wish to call and discuss this matter. Mr. and Mrs. Williams plan on attending the public
hearing on this case scheduled for Tuesday, May 6, 2003 at 1:30. I encourage the members of
the Commission to question the Williams further about their objections at the hearing.
