HomeMy WebLinkAbout20031322.tiff HEARING CERTIFICATION DOCKET NO. 2003-42 RE: SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT#1424 FOR A BUSINESS PERMITTED AS A USE BY RIGHT OR AN ACCESSORY USE IN THE COMMERCIAL ZONE DISTRICT (FOOD WAREHOUSE) IN THE A (AGRICULTURAL) ZONE DISTRICT -WELD COUNTY, ON BEHALF OF THE WELD FOOD BANK A public hearing was conducted on May 21, 2003, at 10:00 a.m., with the following present: Commissioner David E. Long, Chair Commissioner Robert D. Masden, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Glenn Vaad Also present: Acting Clerk to the Board, Carol A. Harding Assistant County Attorney, Lee Morrison Planning Department representative, Sheri Lockman Health Department representative, Char Davis Public Works representative, Don Carroll The following business was transacted: I hereby certify that pursuant to a notice dated May 2, 2003, and duly published May 8, 2003, in the South Weld Sun, a public hearing was conducted to consider the request of Weld County for a Site Specific Development Plan and Use by Special Review Permit#1424 for a Business permitted as a Use by Right or an Accessory Use in the Commercial Zone District (food warehouse) in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this a matter of record. Sheri Lockman, Department of Planning Services, presented a brief summary of the proposal and entered the favorable recommendation of the Planning Commission into the record as written. Ms. Lockman stated the site is located in the Weld County Business Park, with the Weld County Training Center east of the site. She stated no correspondence has been received, and this project is being done in conjunction with the City of Greeley and Weld County. She stated the lot will be annexed into Greeley when completed, and Greeley will serve the site with sewer and water. She also stated there will be shared parking with the Weld County Training Center. Char Davis, Department of Public Health and Environment was present, and Don Carroll, Department of Public Works stated staff is comfortable with the proposal. Donald Warden, Director of Finance and Administration, represented the applicant and stated this project has been in the works for approximately 18 months between the City of Greeley and Weld County. He stated the County's contribution is a donation of the property, $300,000 for construction, plus administering a Community Development Block Grant (CDBG), in the amount of$200,000. Mr. Warden explained the CDBG is the reason for maneuvering the annexation to the City of Greeley, since the refrigeration unit has to be installed while the property is still in Weld County. After installation, the property will be annexed into the City of Greeley, and they will finish the project. Mr. Warden stated Greeley has agreed to the annexation and has reviewed the proposal,which does met its standards. Responding to Commissioner Masden, Mr.Warden stated 2003-1322 PL1662 m; i% th) HEARING CERTIFICATION -WELD COUNTY (USR #1424) PAGE 2 the entire project is at a cost of $2.5 million, and one-half is being contributed by public entities. He stated the storage warehouse will be 35,000 square feet. Responding to Chair Long, Mr. Warden stated the six acres used by the Sheriffs Posse will remain intact; however, the Board did not set aside specific acreage for that use. Leona Martin, Executive Director of the Weld Food Bank, stated this project has been needed for quite some time, and Weld County,especially Mr.Warden, has been instrumental in accomplishing the project. She said half the funds have been raised, and on June 5, 2003, the public phase of the campaign will be announced. Responding to Commissioner Masden, Ms. Martin stated the warehouse should be completed in 2004, with the entire complex being completed in 2005. No public testimony was offered concerning this matter. Responding to Chair Long, Mr.Warden stated the applicant agrees with the Conditions of Approval and Development Standards. Commissioner Geile moved to approve the request of Weld County, on behalf of the Weld Food Bank, for a Site Specific Development Plan and Use by Special Review Permit #1424 for a Business permitted as a Use by Right or an Accessory Use in the Commercial Zone District (food warehouse) in the A (Agricultural) Zone District, based on the recommendations of the Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record. The motion was seconded by Commissioner Vaad, and it carried unanimously. There being no further discussion, the hearing was completed at 11:15 a.m. This Certification was approved on the 28th day of May 2003.
