HomeMy WebLinkAbout20033398.tiff Minutes WELD COUNTY COUNCIL November 18, 2003 Tapes 202A-2003 and 203A-2003 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Tuesday, November 18, 2003, 6:43 p.m., at Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: Photographs were taken by Ripley Casdorph for the Council website, and the meeting was called to order by President Mitchell Martin. Vice President Douglas Rademacher, Councilman Dwaine Kurtz, Councilman Chip Marks, and Councilman Sander were present, constituting a quorum of the members. Also present: Ripley Casdorph, Commissioner Rob Masden, Monica Daniels-Mika, and the Council secretary, Bev Thomas. AGENDA ADDITIONS/APPROVAL: The agenda was approved as printed. REVIEW PROGRAM: Weld County Planning Director Monica Daniels-Mika presented a program outlining the Weld County planning process. She explained the importance and use of urban growth boundaries and inter-govemmental agreements (IGAs) Ms. Daniels-Mika described the tools of land division including recorded exemptions, land splits, Planned Unit Developments (PUD), and agricultural clusters. She mentioned these "new" approaches to planning: four-lot recorded exemptions, stream lining the subdivision process, and advocacy planning. Ms. Daniels-Mika emphasized that the current Board of County Commissioners is being proactive in planning and recognizes that the future of planning is directed by today's public policy. Commissioner Masden, the Board's 2003 Planning Coordinator, explained the Commissioners' activity in the following: personal property rights; exit-strategies for special-use trailer homes; providing possibilities for property lacking water due to the drought; and specific planning projects the Commissioners have acted on in 2003. After a recess President Mitchell Martin called the meeting to order at 8:20 p.m. PUBLIC COMMENT: There was no public comment. APPROVAL OF MINUTES: Vice President Douglas Rademacher made a motion to approve the October 21 meeting minutes. The motion was seconded and carried. UNFINISHED BUSINESS: Council's Webpage Councilman Chip Marks will provide information for the Council's website to Bev Thomas and Ripley Casdorph. is - oza— vei.73 e52203— i 3(72 Weld County Council Minutes November 18,2003 Page 2 of 2 NEW BUSINESS: CORRESPONDENCE: Council members reviewed the correspondence. 2004 COORDINATOR ASSIGNMENTS: It was decided Coordinator assignments would be made after the Council's 2004 officer elections. 2004 COUNCIL MEETING TIME & RESOLUTION 143: Vice President Douglas Rademacher made a motion, seconded by Councilman Chip Marks, to adopt Council Resolution 143. The motion carried. 2004 COUNCIL MEETING LOCATIONS AND TIME: Councilman Chip Marks made a motion, seconded by Vice President Douglas Rademacher, stating ten Council 2004 meetings will be at 6:30 p.m. at the Weld County Centennial Center, Greeley, CO. The April and August 2004 Council meetings will be at Weld County's Southwest Weld Administration Building, Longmont, CO. COORDINATOR REPORTS: There were no coordinator reports. PAYMENT OF THE BILLS: Vice President Douglas Rademacher made a motion to pay the bills as listed: Mileage for Councilman Chip Marks $28.56 Mileage for Councilman Mitchell Martin $21.76 Mileage for Councilman Douglas Rademacher $19.04 Mileage for Councilman Will Sander $ 5.44 South Weld Sun for Legal Notice $19.00 Windsor Beacon Subscription $24.95 The motion was seconded by Councilman William Sander and carried.
