WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, January 20, 2003, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner Robert D. Masden, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke - EXCUSED
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of January 15, 2003, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of$37,514.90. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Geile seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION
POLICIES AND PROCEDURES: Judy Griego, Director of Social Services, stated this revision will clarify
the procedures regarding substance abuse testing, evaluation and treatment, and identify payment
policies. Commissioner Vaad moved to approve said revision. Commissioner Geile seconded the motion,
which carried unanimously.
CONSIDER REVISION TO NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFESKILLS
AND AUTHORIZE CHAIR TO SIGN - LUTHERAN FAMILY SERVICES: Ms. Griego stated, effective
January 1,2003,Lutheran Family Services will revise its current supervised visitation program by providing
three levels of service which vary in the intensity of service provided. She stated the Department of Social
Services agrees to reimburse the provider according to rates corresponding to their three levels of service.
Commissioner Vaad moved to approve said revised Notification of Financial Assistance Award and
authorize the Chair to sign. Commissioner Masden seconded the motion, which carried unanimously.

CONSIDER COLORADO WORKS PROGRAM AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR
TO SIGN -THE COMMUNITY FOUNDATION SERVING GREELEY AND WELD COUNTY: Ms. Griego
stated under this agreement the Community Foundation will provide clothing for women who are seeking
or have obtained employment and are TANF eligible. She stated the Department of Social Services will
reimburse the providers a maximum of$1,500 from TANF funds.Commissioner Masden moved to approve
said agreement and authorize the Chair to sign. Seconded by Commissioner Geile, the motion carried
unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
