RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF EXTENSION OF CONTRACT FOR
COURTHOUSE SECURITY BID-DEPARTMENT OF FINANCE AND ADMINISTRATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for Extension of the Contract for the Courthouse Security Bid for the Department of Finance
and Administration, Bid Request No. B0000140, to allow for continued use of the security services
during the transition to the new Weld County Jail facility, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said bid extension.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for Extension of the Contract for the Courthouse
Security Bid for the Department of Finance and Administration, Bid Request No. B0000140 be, and
hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the contract with Hatton Industries Security
Services be, and hereby is, accepted and extended.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 23rd day of April, A.D., 2003.

Subject: Security Contract
Hatton Industries Security Services provides security at the Centennial Center and the
Courthouse. They have been our security provider for the past three years. They have
done everything requested of them. Hatton has offered to extend his contract for 1 year
at a 2% increase. The last time we bid this contract they were$40,000 lower than the
next low bid.
Rick Dill and I agree that this proposal should be approved by the Board based on the
past performance of Hatton and the minimal increase. Rick makes a good point in his
letter that his resources are being allocated to plan the opening and transition to the new
jail.

Dear Pat:
The economy has taken a tough hit in the past two years. Most government budgets are being hit
hard. As a community minded company,we propose to extend our contract at a 2%increase. We
have been currently contracted at 4.2%per annum increases. This will save the County 2.2%per
year extended. It will most likely save the county much more as bids tend to increase at much
higher rates. Further,we are$40,000.00 per year less than the next closest bidder. The 2%will
allow us to maintain our security officers pay and their standard of living. Please let me know if this
acceptable to you and the Commissioners.
We have truly appreciated the opportunity to provide security services for Weld County since 1996.
We will continue to be pro-active in providing quality services that meet the needs of our
courthouse.

Hatton Services has provided court security screening services for the last three years.
The Sheriffs Office has been very satisfied with the performance of Hatton Security
during that time. The current agreement for security screening services will expire
soon.
With this in mind, current performance specifications were reviewed and no changes
were anticipated. The scope and nature of services appear static for the foreseeable
future. Because of prior satisfactory performance and lack of changes in scope and
services, Hatton Services has proposed one additional year of court screening services
within the terms and conditions of the current agreement for an additional cost of 2%. I
believe the percentage increase is reasonable.
Extending the current agreement for an additional period will allow the Sheriffs Office to
forego the evaluation of proposals and the need to potentially manage a transition to
another service provider. This is significant because resources are currently being
allocated to plan the opening and transition to the east wing of the North Jail Complex.
I recommend favorable consideration be given Hatton Industries' proposal.
