Re: LifeBridge Christian Church PVD Changerof-Zone Request
Dear Mr.Ogle:
We are writing this letter in support of the proposed Change of Zone request by LifeBridge Christian Church. We
are residents of LongView Community, 11432 Glacier Point,which is adjacent to the proposed development. We
have known since our purchase three years ago at LongView that there would be development of some type on the
vacant properties surrounding our home. It is inevitable.
We have been keeping well informed on the development plans of LifeBridge,Richard being a commercial builder
all of his life. And we are also aware of the I-25 MUD,as Paula was formerly an employee of St. Vrain Sanitation
District. This corridor will be developed,and of all the potential possibilities for the future,we strongly support
the project proposed by LifeBridge Christian Church far above all others.
As a resident,we are looking forward to having this development as a neighbor. There will not only be a church on
this 313 acre project, but there will be single family housing,senior housing,mixed-use,and a neighborhood
center. We especially approve of the 90 acres planned for open space within this development. All residents
nearby will benefit from a cultural,social,civic,recreational and educational standpoint. Retail facilities are
needed in this area as well.
There are a few individuals opposed to the project and are grossly exaggerating the data. Regarding the traffic,
we have heard numbers such as'56,000 cars per day'from these few folks in opposition. This data is incorrect,
but they continue to share this false information to others on a regular basis. We know from the study that at
final build-out there may be as many as 12,500 cars,and this will take several construction phases and several
years to reach that stage.
We also understand that the maximum height on the 160-acre church campus has been reduced so that the impact
to the privilege of a'mountain view'is minimized. And regarding the lighting and noise issues,LifeBridge is aware
of the Weld County and State of Colorado ordinances and will meet or exceed the requirements of these
ordinances.
We have watched and witnessed LifeBridge at work in this community for years. They have always helped and
assisted people who are members and NON members of the church by providing thousands of volunteer hours to
hundreds of individuals and organizations. We know that they are committed to continuing this practice and that
all will benefit in Weld County and beyond.
We thank you for your consideration and please accept this letter as support for LifeBridge as our new neighbor.

RE: LifeBridge Christian Church PUD Change of Zone Application
I am a Weld County resident and I support LifeBridge's proposed Change of Zone. I
know LifeBridge will be a real asset to our county. The church is involved in a long list
of programs that benefit the surrounding community.
The LifeBridge development plan is completely consistent with the intent of the I-25
MUD plan. A large part of the development is to be built for the benefit of the
community. The church is so concerned about the neighbors that their development plan
has been changed to address objections that they have received from the surrounding
neighborhoods.
The biggest objections seem to be the size of the project and the traffic that will result.
However, the building will be in stages and not all at once. Phase One will have a limited
impact on the area. As far as the traffic, both the church and the neighbors oppose the
connectivity of the streets. There, also, are five or six roads that can be used to
access/exit the property. So, congestion should not be a problem. None of these issues
are really a problem or 1-25 MUD would not have included this property in its plan.
Change is just hard for people to accept.

Dear Mr.Ogle,
I write this letter as a resident of Weld County and a supporter of the proposed request for change of zone.
As a lifelong resident of this community and having grown up as a member of LifeBridge Christian Church
(formerly First Christian Church),I choose to whole heatedly endorse the 313 acre development plan as
submitted.Having spent time with the Weld County PUD code(including the planning maps), and the
LifeBridge change of zone application,I would conclude that they appear to be an ideal match.The
LifeBridge plan would provide the local community with a solid foundation of a neighborhood center,
integrated with a mixed use development that would include a church,single family and senior housing
opportunities,as well as some retail and commercial development.Although this plan would take years to
complete, it would provide many on going and"on growing"benefits such as recreational,civil,social,
cultural and educational facilities.
The people of LifeBridge have been and will continue to be good neighbors....in terms of our direct
surroundings and of our entire community.It is because of the many giving hearts that we continue to
grow,and that growth is the catalyst of this request.
After spending time studying the documents,and attending numerous meetings between LBCC officials
and residents of the surrounding communities,(Elms,MeadowVale and Long View),it appears that the key
factor here is what past Weld County planners envisioned for this particular area.If it was a neighborhood
center,then this application should meet or exceed those standards.
While a number of issues have been raised by residents of the surrounding neighborhoods,it appears that
some of those issues have been exaggerated,misstated,or in conflict with the code and planning maps.For
example:
• Traffic:While one would assume that traffic along the Hwy 119 corridor will continue to increase,
traffic studies seem to indicate substantially less car trips(at full buildout)than the 50,000+ numbers
being promoted by some residents against the LifeBridge development plan.
• Noise and light pollution:This again seems to be a matter of what past planners had envisioned for this
property and area,because only if it remains agriculture,can noise and light pollution be eliminated. IF
it was envisioned as a neighborhood center,some level of noise and light will be unavoidable.
However,as code has been created to protect neighbors,LifeBridge has committed to go beyond the
code as a means of minimizing impact.
• Building heights:Over the course of the past few months,I am aware that many adjustments have been
made to the initial application to address building heights.All of these as a direct response to
neighborhood meetings.As I understand the current application,it requests about 1%of the entire
development to have buildings in excess of 60 feet.Would this be worse that multiple single-family
dwellings placed directly across from existing neighborhoods?
I am sure that in your position,you continually witness the discomforts and benefits of change. I believe
the leadership at LifeBridge did not purchase the property in question to bring harm to any neighbor.I
know they have also worked hard to listen,act and react to the desires of the voices heard. I wonder if some
of the voices NOT heard,belong to the thousands of people of this community who have been touched by,
and cared for by,the many volunteers that make up the body of LifeBridge Christian Church.
While on a family vacation last month,I ran across the attached article in the Arizona Republic.LifeBridge
is not unique in its desire to help create such a community.The church body is made up of caring people
who reach out into the community,and who desire to make it a better place for everyone.

I am writing this letter to you to express my support for the proposed Change of Zone request.
First I would like to state that I am a resident of the adjacent neighborhood to the LifeBridge
project. I live off of County Road 5 '/2 in the Elms at Meadow Vale subdivision. I believe the
313 acre LifeBridge development plan appears to be completely consistent within the Weld
County PUD code. I believe this development will enhance the community with the plans for the
church, single-family housing, senior housing, and neighborhood center.
I believe this community will benefit by this type of development. I,as well as others, look
�-- forward to the LifeBridge plan that will provide the community with some of the needed cultural,
educational, and recreational benefits for this area. We are also in need of retail type facilities
closer to our homes.
I have heard about some exaggerated traffic data about the potential 56,000 cars per day coming
in and out of this site when it is completed. I believe half of this number or less will be more
realistic. Usually senior housing has few cars and drivers. Your single—family homes of about
8,000 cars could be approximately 16,000 trips a day. If the church grows to its full potential you
would probably see 9,000 car trips for various community, recreational, social as well as church
services.
In the last 45 days the proposed maximum building height on the 160-acre church campus has
been reduced. On 90 acres the maximum height is 45 feet or less, on 52 acres the maximum
height is 60 feet or less, and on 18 acres in the center of the campus the maximum height is 90
feet or less. I believe this will be less than a single-family housing development. When I moved
into my home I had a clear view of the mountains behind my home and on the side no houses
were built and I could see clear to Highway 119 and 125. Now houses are being built all around
me and my view is disappearing. I never expected to have this view forever. Progress dictates
that the farmlands will disappear in this neighborhood and more housing, retail facilities,
neighborhood center, churches and schools will be developed. We need these conveniences in
this area.
I believe LifeBridge has proven to be a good neighbor and an important part of our community
for over 110 years. They have given thousands of volunteer hours to the community to hundreds
of different organizations. Their facilities are available for many organizations and the
community, and have reduced the amount of money spent on public facilities in the community.

We are writing this letter to express our support for the proposed Change of Lone

The LifeBridge 313-acre development plan is much more than a church. It will enhance
The community by integrating a church, single-family housing, senior housing, mixed-use
development, and neighborhood center. The 313-acre LifeBridge development plan appears to be
completely consistent within the Weld County PUD code. Weld County planning maps have
designated a neighborhood center on the property for several years. Those people who believe that
this area will remain rural Weld County are misinformed.
The LifeBridge plan will provide the local community with some of the needed cultural,
educational, recreational, social, civic, community, commercial, and retail facilities, which are
greatly needed to serve the residents in the I-25 MUD area at this time. Included in this
development plan are more than 90 acres for open space. This is not a new plan for LifeBridge;
LifeBridge Christian Church has a 110-year history of providing these same benefits to the
community.
We believed that the traffic data has been grossly over exaggerated and misrepresented by a few
people to intentionally create opposition. Those people who indicate the traffic to be in excess of
56,000 cars per day are wrong.
The complete traffic study indicates that at final build-out the entire site will generate about 25,000
car trips per day, which equates to about 12,500 cars. Of this total approximately 9,000 car trips (or
4,500 cars) are a result of the church campus. The balance of the traffic, approximately 16,000 car
trips per day(or 8,000 cars), is a result of the single-family housing, senior housing, mixed-use and
neighborhood development.
The traffic study indicates that in Phase One the traffic is approximately 3,000 car trips per day(or
1,500 cars). Of this total approximately 1,000 car trips per day(or 500 cars) are a result of the
church campus. The balance of the traffic, which is approximately 2,000 car trips per day(or 1,000
cars), is a result of the single-family housing and senior housing development.
Major transportation corridors, which are roads that are designated as highways, arterials, and
collectors, surround the LifeBridge property, allowing for the design of

roads that will accommodate the projected traffic. Weld County had already designated
County Roads 3-1/2, 26, 5-1/2, and 7 as "collectors" in their transportation network.
We believe that the LifeBridge development plan for building heights is another
misrepresented and misunderstood issue that has been used to intentionally create
opposition. Most everyone understands that a view of the mountains is not a privilege;
your neighbor who owns the property west of you probably has the ability to build and
block your view. Yet I understand that together LifeBridge and the residents have
worked together to create a plan that has substantially minimized the impact to the view.
This plan required both sides to give and meet in the middle in order to compromise on
this issue.
We understand that during the last 45 days the proposed maximum building height on

LifeBridge has proven its commitment to make its facilities available for many other
organizations and the community, thus reducing the amount of dollars spent on public
facilities in the community.

the need for new community facilities, changes to the neighborhood, and population
growth.

is inaccurate. The complete traffic study indicates that at final build-out the entire 313-
acre site will create approximately 25,000 car trips per day, or 13,500 cars per day. Final
build-out is projected 25-50 years into the future.
Major transportation corridors, arterials and collectors surround the LifeBridge property
will accommodate the projected traffic levels. The LifeBridge development plan does
not ask for, or require, any connectivity of streets to the adjacent property.
Building height has also been a source of opposition for residents surrounding the
property. I understand that Lifebridge and the residents have worked together to create a
plan that minimized the impact to the view. This plan required concessions from all
participants to reach a compromise on this issue. I understand that less than 1% of the
buildings will be over 60 feet and these will be at the center of the church campus.
LifeBridge has agreed to reduce building heights and property line setbacks so that the
overall impact to the view will be less than a single-family housing development.
LifeBridge appears to have met or exceeded the Weld County and State of Colorado
noise and light requirements. The amphitheater has been reduced in size to a maximum

of 1,500 seats and moved to the northwest corner of the church campus. Landscaped
berms will be constructed to reflect and muffle noise. Bollard and non-directional
lighting will be installed to mitigate the impact of lighting and make it environmentally
friendly.

LifeBridge volunteers have given countless hours to the community and other
organizations. In the past, LifeBridge has made its facilities available to other
organizations and the community and I expect is will do so in the future.

As residents and property owners of Weld County, we are writing to you to
express our utmost support for the proposed change of zone request for the
following reasons:
The development proposed by LifeBridge Christian Church encompasses much
more than a plan to relocate a growing and thriving Church. Its well though-out
plan is focused toward bringing a community closer together by meeting the need
for additional affordable housing, providing quality care for our community senior
population and creating a meeting place that is a healthy stimulating environment
for the youth of our community. It is our understanding that the Weld County
PUD had designated this property as a neighborhood center that makes this
development compliant with the PUD intentions.
As in many new developments, there tends to be a vocal minority of"NIMBY"
opponents. This group, who is in opposition to the LBCC development, has
grossly exaggerated the traffic impact by stating traffic will be in excess of 56,000
cars per day. I challenge them to provide their bases for this number. A traffic
study which has been reviewed by the Weld County Public Works, the City of
Longmont Public Works and the Colorado Department of Transportation has
disputed this number by estimating at final build-out, the entire 313-acre church
campus will create approximately 25,000 car trips per day.
The opponents have also exaggerated the issue of building heights by stating
that buildings will exceed 150 to 200 feet in height. Never was there a plan to
build at these heights. Instead, within 18 acres, in the center of the campus, the
maximum height is 90 feet. Additionally, within the 18 acres, only 150,000-sq. ft.
of building will be allowed above 60 feet. Furthermore, property line setbacks
have been increased to 400, 500, 700, 900, or 1,200 feet to reduce the impact to
view. As Front Range residents for over 22 years, we too appreciate the view
our majestic Rocky Mountains, but have learned to share this sight with the
thousands of homes that have been developed these many years.
LifeBridge Christian Church has been a valued contributor to the Longmont
Community for over 110 years. This non-profit Christian organization has given
tens of thousands of volunteers and volunteer hours to hundreds of different
organizations and will continue to make its facilities available for many other
organizations and uses by the community, thus reducing the amount of dollars
spent on public facilities in the community. By making the facilities available to
social, civic, and community organizations, whether they are profit or non-profit,
whether they are faith-based or non faith-based, the community receives the
benefit. Additionally, by developing single and multi-family housing, additional
tax dollars will flow into the County budget that can be used for designated
improvements. This is a win-win situation for all.

I am writing this letter to express my support for the proposed Change of Zone request for the
following reasons:
The LifeBridge 313-acre development plan is much more than a church. I believe that it is a
benefit to the community by integrating a church, single-family housing, senior housing,
mixed-use development, and neighborhood center. From the information that I have gathered the
LifeBridge development plan appears to be completely consistent within the Weld County PUD
code. Weld County planning maps have designated a neighborhood center on the property for
several years. Those people who believe that this area will remain rural Weld County have been
misinformed.
I believe that the traffic data has been over exaggerated and grossly misrepresented to create
opposition. The people who indicate the traffic to be in excess of 56,000 cars per day are wrong.
The complete traffic study indicates that at final build-out (in 25-50 years)the entire site will
generate about 25,000 car trips per day, which equates to about 12,500 cars. The traffic study
indicates that in Phase One the traffic is approximately 3,000 car trips per day or 1500 cars per
day. Major transportation corridors, which are roads that are designated as highways, arterials,
and collectors, surround the LifeBridge property, allowing for the design of roads that will
accommodate the projected traffic. Weld County had already designated County Roads 3 'h , 26,
5 'A and 7 as"Collector: in their transportation network.
The LifeBridge plan will provide the local community with some of the needed cultural,
educational, recreational, social, civic, community, commercial, and retail facilities, which are
greatly needed to serve the residents in the area at this time. Included in this development plan
are more than 90 acres for open space. This is not a new plan for LifeBridge; LifeBridge
Christian Church has a 110-year history of providing these same benefits to the community.
I believe that the LifeBridge development plan for building heights is another misrepresentation.
Most everyone understands that a view of the mountains is not a given. I for example have had a
home with a western mountain view. The builder that build directly west of my home built a 2
story home and blocked my view completely, but that is his right to build the type of home he
would like on his lot Yet I understand that together LifeBridge and the residents have worked
together to create a plan that substantially minimized the impact to the view.

Noise and lighting is another area there has been misunderstanding. I understand that LifeBridge
has been aware of the Weld County and State of Colorado noise and lighting ordinances and has
always intended to meet or exceed the requirements of those ordinances.
As a member of LifeBridge for that past 24 years, I believe that LifeBridge Christian Church has
been a good neighbor and an important part of our community for over 110 years. LifeBridge
has given tens of thousands of volunteers and volunteer hours to the community to many of
different organizations. By making the facilities available to social, civic, and community
organizations, whether they are profit or nonprofit, faith-based or non faith-based,the community
receives the benefit.

I'm writing this letter to express my support for the Lifebridge Christian Church Nil)and change of zoning
request.As a homeowner in the Longview subdivision I believe that Lifebridge Christian Church will be an
asset to our community.
I believe the development plans are well thought out and will benefit all the surrounding communities. I
like the idea that the development will happen in phases so that we can adjust to it gradually.
As far as the traffic situation,Weld County is going to continue to grow anyway. We're not going to have a
steady stream of cars to and from the church and other areas every hour of every day. I personally don't
think it will impact my neighborhood like the opposition says it will.
I'm pleased with the changes made to the plans concerning maximum height of the buildings. I feel
fortunate that I won't loose my view of Longs Peak and Mount Meeker. I'm glad that Lifebridge Christian
Church is trying to work with the neighborhoods to try and solve these problems.
We already hear the noise and see the lights from the Sandstone Ranch across Highway 119.To me,it's
just part of a summer evening.Again Lifebridge Christian Church has done a great job trying to work with
the neighborhoods by adding barriers between the church and the subdivisions to cut back on noise and
lightlaollution to the existing plans.
1 believe that Lifebridge Christian Church will be a good neighbor and an asset to the surrounding
communities.

My wife and I are residents of Weld County and are in support of the proposed Change of Zone
request for the LifeBridge Christian Church project.
We understand the LifeBridge development plan is consistent with the intent of the Weld County
approved I-25 MUD plan. We look forward to the development of the LifeBridge project that
includes single-family housing, senior housing, mixed-use areas, the church campus, and open
space. The project brings the benefits of cultural, educational, recreational, social, civic, and
community programs and facilities as well as commercial and retail facilities. The current
church buildings are used for many public purposes and the new project will be even more
available to those in the community and take no public funding.
I have been a member of LifeBridge since 1962 and know from experience the entire project will
be done in a responsible, caring, beneficial manner to all those affected. The project will be built
in phases in order to be consistent with the need for new community facilities, changes to the
neighborhood, and population growth.
We realize traffic is an interest to most everyone no matter where they live or commute. The
traffic study for this project has been reviewed by Weld County, the City of Longmont, and
CDOT. The study indicates that in Phase One(2004-2008)there will be approximately 3,000
car trips per day(or 1,500 cars)for the entire 313 acre site. This is well within reasonable
standards. Additionally, the LifeBridge project does not ask for or require any connectivity of
streets to the adjacent neighborhoods.
Building heights are another issue many have a concern with and LifeBridge has worked with
surrounding residents to revise the plan, the revised plan now impacts the view less than a single-
family housing development plan. Ninety-nine percent of the building plan has buildings well
under 60 feet or no buildings at all. Only 1% of the development plan will have buildings over
60 feet. These buildings will be at the center of the church campus.
With these issues addressed, the project has so many facets that enrich all who are part of the
community and the county. We are looking forward to helping with the project and benefiting
from it.

inevitable,but I believe that the forethought that has gone into this project is well thought out and is

On April 22, 2003 you will be asked to consider the Change of Zone request by
LifeBridge Christian Church. For several years now, we have watched with great
intrigue the workings of this wonderful church, and have participated in several of their
outreach projects. It has been a fulfilling experience. This is a church of wonderful
people with a vision of reaching out to others in the community with a generosity that is
rarely seen these days. We have been thankful for the work of LifeBridge,the way that it
has touched our lives in small ways, and it's presence in the community. And so, we
write, as residents of Weld County to urge you to support this request. It will be a great
gain for Weld County.
There have been several issues that the neighbors out on 119 are objecting to. It has
been our observation that these issues have consistently been misreported, in an effort, it
appears to us, to inflame. This church has worked extensively and tirelessly to
compromise on these issues, but still the lies remain. There will be no 56,000 cars each
day. One wonders where this number even came from. Traffic studies show that number
to be less than one-fourth that even when the entire project is finished many years down
the road. Road use,noise, lighting, and building heights have always been consistent
with what is in the Weld county guidelines, or compromised extensively by LifeBridge in
the last few weeks. LifeBridge has now promised that less than 1%of it's development
will be over 60 feet in height. It is evident to us that this church has compromised
significantly in dealing with the neighbors. And yet, they continue to make noise about
their views and rural lifestyle. These people, who believe that this area will remain rural
Weld County are misinformed. Further, LifeBridge's development plan is entirely
consistent with the I25 MUD plan that was approved by Weld County back in 1992.
Please, as you consider this request on April 22, consider all of the above facts.
Wouldn't we all love to retain our views and control who our next door neighbor will be?
But LifeBridge has proceeded absolutely within the appropriate parameters of this plan.
They have shown themselves to be of integrity in their plans and dealings, and have been
extremely generous in their dealings with these objecting neighbors. Please support their
request on April 22.

As a resident of Weld County 1 would like to express my support of the proposed build of LifeBridge
Christian Church campus in our county. I feel I have been accurately informed of the church's
architectural plans and its vision for the future. I have made this evident by my signing of the attached
detailed letter of support. Additionally, LifeBridge has readily made information available to me and my
family over the last year by hosting meetings and making available publications. At their current location
they are a multi-use facility that meets many of the community's needs by offering facilities and volunteer
services. Their expansion and continued efforts in these areas make them an asset to any community.
I strongly support LifeBridge's submittal of extended plans for development well into future years. I have
witnessed the results of a community without vision. Prior to relocating to Weld County I was a resident
of the"original"Commerce City. Although I cared dearly for my community, I felt the city's lack of
visionary planning directed at healthy community development was clearly evident in the city's lack-
luster appeal. The result was an undesirable community that was unable to draw in new housing
developments and retail businesses over the past several decades. Fortunately, this situation has begun to
change in recent years after the city annexed large quantities of land and is now able to develop new
communities from scratch.
Over the past few years my family has loved living in Weld County. Our son has benefited from quality
education, we have enjoyed the friendliness of civil servants and neighbors, and have greatly enjoyed an
improved quality of life. I am sure many more families will overflow from the Denver area to enjoy the
benefits of living in Weld County. The area around Del Camino, I-25, and Highway 119 is the perfect
location for healthy and appealing community development. I believe LifeBridge's presence would be a
huge asset in this regard by continuing to provide community-friendly services and making available its
facilities.
With the vision of LifeBridge and its desire to partner with Weld County to develop the area out on
Highway 119, the future potential for retail and community-healthy development is limitless. I feel this is
an exciting and wonderful opportunity for Weld County, its residence, and LifeBridge.

the center of the campus, the maximum height is 90 feet. We understand that 1% of the
development plan will have buildings over 60 feet and these building will be at the center
of the church campus. As a result of the reduced building heights and property line
setbacks, the LifeBridge development plan has an overall impact to the view which is
less than a single-family housing development plan.
Noise and lighting is another area where some misunderstanding has occurred. We
understand that LifeBridge has been aware of the Weld County and State of Colorado

believe in the relocation and stand firm in our support of the current and ongoing plans of
the Lifebridge Christian Church PUD.
Despite comments otherwise,the Lifebridge development plan is completely consistent
with the intent of the 1-25 MUD plan, which was approved by Weld County in 1992.
Also, those people who believe that this area will remain rural Weld County are
misinformed.
The Lifebridge 313-acre development plan is much more than a church. It encompasses
55 acres for single-family housing, 70 acres for senior housing,22 acres for mixed-use
and neighborhood development, and 160 acres for the church campus. Included in this
development plan are more than 90 acres for open space. The Lifebridge plan will
provide the local community with some of the needed cultural, educational, recreational,
social, civic, community, commercial and retail facilities. The Lifebridge plan is based
on long-range growth. The entire project will be built in phases, in order to be consistent
with the need for new community facilities, changes to the neighborhood, and population
growth. The Lifebridge Christian Church PUD is committed to community excellence.
It is clear that traffic data has been grossly exaggerated and misrepresented. Any
reference to a traffic level of 56,000 cars per day is wrong. For Phase One(Phase One is

the portion of the site to be constructed from 2004-2008)the traffic is approximately
3,000 car trips per day,or 1,500 cars per day, for the entire 313-acre site. The traffic
study indicates that the traffic will increase in proportion with long-range growth plan,
which means the traffic projected at final build-out is 25-50 years into the future. The
Lifebridge development plan does not ask for,or require,any connectivity of streets to
the adjacent neighborhoods. We support the neighborhood opposition on the issue of
connectivity of the streets.
The proposed building heights are another misrepresented and misunderstood issue.
Within 30 acres there are no buildings. Within 60 acres the maximum height is 45 feet.
Within 15 acres the maximum height is 55 feet. Within 37 acres the maximum height is
60 feet. Within 18 acres, in the center of the campus,the maximum height is 90 feet.
Additionally, within 18 acres, only 150,000-sq. ft. of building will be allowed above 60
feet. The combination of reduced building heights and property line setbacks now means
that the Lifebridge development plan has an overall impact to the view,which is less that
a single-family housing development plan. To summarize the issue of maximum
building heights,only 1%of the development plan will have buildings over 60 feet.
These building will be at the center of the church campus.
Lifebridge staff and consultants have been aware of the Weld County and State of
Colorado noise and lighting ordinances and have always intended to meet or exceed the
requirements of those ordinances. Please refer to the Lifebridge site development plan
which clearly shows that Berms will be constructed to reflect and muffle noise for the
properties adjacent to the relocation site. To mitigate the impact of lighting, bollard
lighting and non-directional lighting will be used, as stated in the Lifebridge application
documents. Non-directional lighting in parking areas will ensure that the lighting is
environmentally friendly. No lighting is proposed for the sports fields; weld County does
not allow for lighted sports fields on private property. Finally,as a result of discussions
with the liaison group for the residents,the amphitheatre has been reduced in size to a
maximum of 1,500 seats and moved to the northwest corner of the 160-acre church
campus.
Lifebridge Christian Church has been a good neighbor and an important part of the
community for over 110 years. Lifebridge has and will continue to make its facilities
available for many other organizations and uses by the community,thus reducing the
amount of dollars spent on public facilities in the community.
In summary, my husband and my support remains very strong and very firm. We believe
in the relocation and plans to make it happen. We also believe very strongly that
Lifebridge Christian Church has been and is a very strong supporter of family and

2,000 car trips per day (or 1,000 cars), is a result of the single-family housing and senior
housing development.
Major transportation corridors, which are roads that are designated as highways,
arterials, and collectors, surround the LifeBridge property, allowing for the design of
roads that will accommodate the projected traffic. Weld County had already designated
County Roads 3-1/2, 26, 5-1/2, and 7 as"collectors" in their transportation network.

We believe that the LifeBridge development plan for building heights is another
misrepresented and misunderstood issue that has been used to intentionally create
opposition. Most everyone understands that a view of the mountains is not a privilege;
your neighbor who owns the property west of you probably has the ability to build and
block your view. Yet I understand that together LifeBridge and the residents have
worked together to create a plan that has substantially minimized the impact to the view.
This plan required both sides to give and meet in the middle in order to compromise on
this issue.
We understand that during the last 45 days the proposed maximum building height on
the 160-acre church campus has been reduced so that on 90 acres the maximum height
is 45 feet or less; on 52 acres the maximum height is 60 feet; and only on 18 acres, in
the center of the campus, the maximum height is 90 feet. We understand that 1% of the
development plan will have buildings over 60 feet and these building will be at the center
of the church campus. As a result of the reduced building heights and property line
setbacks, the LifeBridge development plan has an overall impact to the view which is
less than a single-family housing development plan.
Noise and lighting is another area where some misunderstanding has occurred. We
understand that LifeBridge has been aware of the Weld County and State of Colorado
noise and lighting ordinances and has always intended to meet or exceed the
requirements of those ordinances.
We believe that LifeBridge Christian Church has been a good neighbor and an important
part of our community for over 110 years. LifeBridge has given tens of thousands of
volunteers and volunteer hours to the community to hundreds of different organizations.
LifeBridge has proven their commitment to make its facilities available for many other
organizations and the community, thus reducing the amount of public facilities needed in
the community. By making the facilities available to social, civic, and community
organizations, whether they are profit or non-profit, whether they are faith-based or non
faith-based, the community receives the benefit

Dear Mr. Ogle,
I am a resident and property owner in Weld County, and I am writing this letter to
express my support for the proposed Change of Zone application submitted by
LifeBridge Christian Church.
The LifeBridge development plan is more than just a church. Integrating a church,
single-family housing, senior housing, mixed-use development, and neighborhood center
will enhance the community. As I understand it, the Weld County planning maps have
designated a neighborhood center on the property for years. Residents who believe that
this area or any area in Weld County or the Front Range can remain rural are very
optimistic.
The LifeBridge plan will provide the local community and surrounding areas with needed
cultural, educational, recreational, social, civic, community, commercial, and retail
facilities. LifeBridge intends to build the project in phases in order to be consistent with
the need for new community facilities, changes to the neighborhood, and population
growth.
It appears that the traffic data indicating the traffic to be in excess of 56,000 cars per day
is inaccurate. The complete traffic study indicates that at final build-out (scheduled for
25-50 years into the future) the entire 313-acre site will create approximately 25,000 car
trips per day, or 13,500 cars per day.
Major transportation corridors, arterials and collectors that surround the LifeBridge
property will accommodate the projected traffic levels. The LifeBridge development
plan does not ask for, or require, any connectivity of streets to the adjacent residential
neighborhoods.
Building height has also been a source of opposition for residents surrounding the
property. Lifebridge and the residents have worked together to create a plan that
minimized the impact to the view. This plan required concessions from all participants to
reach a compromise on this issue. Less than 1% of the buildings will be over 60 feet and
these will be at the center of the church campus. LifeBridge has made considerable
concessions to reduce building heights and property line setbacks so that the overall
impact to the view will be less than a single-family housing development.

LifeBridge appears to have met or exceeded the Weld County and State of Colorado
noise and light requirements. The amphitheater has been reduced in size to a maximum
of 1,500 seats and moved to the northwest corner of the church campus. Landscaped
berms will be constructed to reflect and muffle noise. Environmentally friendly lighting
will be installed throughout the development.
LifeBridge has been a good and responsible neighbor in the area for over 100 years.
LifeBridge volunteers have given countless hours to the community and other
organizations. In the past, LifeBridge has made its facilities available to other
organizations and the community and I expect it will continue to do so in the future.
I fully support the Change of Zone request for the LifeBridge development plan. It will
be a great benefit to the community and Weld County.

The reason for this letter is to express our support for the proposed change of zone
request. It is also to express our support of the plans for LifeBridge Christian Church
PUD.
The vision for LifeBridge 313 acre development plan is much more than just a church. It
will have a church plus, single- family housing, senior housing, mixed-use development,
and a neighborhood center. It is completely consistent within the Weld County PUD
code and with the I-25 MUD plan that was approved by Weld County in 1992. As much
as some people would like all of Weld County to remain rural, that is not what is
happening. I live in Mead, a town in Weld County. As needs change, we too need to
supply those needs.
The plan will provide the local community with facilities for cultural, educational,
recreational, social as well as commercial and retail facilities. But there will also be more
then 90 acres of open space. Not all of these facilities will be built at once. They will be
phased in over a period of 3-50 years. This is a long-term growth plan that is consistent
with anticipated growth of the I-25 MUD area. It also fits in well with the Weld
County's conceptual plan for the area.
We believe a few people to create problems and opposition has grossly over exaggerated
the traffic data. The complete traffic study indicates that when we are at the final built
out stage the entire sight will generate about 25,000 car trips per day' which equates to
12,500 cars. Of this total approximately 9,000 car trips or 4,500 cars total are a result of
the church campus. The balance of the traffic is a result of the housing and neighborhood
developments. In Phase One to be constructed from 2004-2008 the traffic will be
approximately 3,000 car trips per day or 1,500 cars per day, for the entire 313- acre site.
The increase in traffic will be in proportion with the long-range growth plan. LifeBridge
development plan does not ask for, or require, any connectivity of streets to the adjacent
neighborhoods.
Another issue that has been grossly misrepresented is the proposed building heights.
There never was any request for 150ft or 200ft tall buildings. Everyone wants a view of
the mountains but that is not always possible. Wherever you build, the owner of the land
west of you is able to build and possible block your view. However LifeBridge and the
residents have worked together during the last 45 days to create a plan that minimizes the
impact to the view. The proposed maximum building height on the 160-acre church
campus has been reduced so that on 90 acres the maximum height is 45ft or less; on 52

acres the maximum height is 60ft; and only on 18 acres, in the center of the campus, the
maximum height is 9011. We understand that 1% of the development plan will have

Another area of concern is the noise and lighting. LifeBridge staff has been aware of the
ordinances in both these areas and have always intended to meet or exceed the
requirements of those ordinances. They also plan to use landscape berms to help muffle
the noise. Bollard and non-directional lighting will also be used to minimize problems
with lighting issues.
We believe that LifeBridge Christian Church has been a good neighbor and an important
part of the community for over 110 years. The members of this church have given back
to our community, thousands of volunteers and volunteer hours to hundreds of different
organizations. LifeBridge has and will continue to make its facilities available for many
other organizations and uses by the community, thus reducing the amount of dollars spent
on public facilities in the community.
