Environmental Health Services has reviewed this proposal for a business to make wood
pallets. We have no objections to the proposal, however, we do recommend that the
following conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. If applicable, submit an Air Pollution Emission Notice (A.P.E.N.) and Emissions
Permit application to the Air Pollution Control Division, Colorado Department of
Health and Environment for emissions of criteria, hazardous or odorous air
pollutants.
2. Submit a dust abatement plan to the Environmental Health Services, Weld
County Department of Public Health & Environment, for approval prior to
operation.
3. The existing septic system serving the home shall require an Individual Septic
Disposal System (I.S.D.S.) Evaluation. In the event the system is found to be
inadequate, the system must be brought into compliance with current Weld
County I.S.D.S. regulations.
4. The applicant shall submit evidence to the Department of Planning Services,
from the Colorado Division of Water Resources, demonstrating that the well is
appropriately permitted for the use.
5. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).

2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. There shall be no open burning conducted on the site, with exception to burning
defined as "agricultural open burning" as defined by Regulation No. 1 of the
Colorado Air Quality Control Commission Regulations.
5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved dust abatement
plan at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Residential Zone as delineated in 25-12-103 C.R.S., as amended.
7. The applicant shall operate in accordance with the approved "waste handling
plan".
8. Adequate toilet and handwashing facilities shall be provided for employees/family
members. The employees/family members shall be allowed to use the
handwashing and toilet facilities located at the applicants' residence.
9. Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.

10.A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
11.If applicable, the applicant shall comply with the requirements of the Air Pollution
Control Division, of the Colorado Department of Public Health and Environment.

The Weld County Public Works Department has reviewed this proposal; this project falls
primarily under the Use by Special Review Standards. Weld County Code, Chapter 23, Article
II, Division 4, Section 23. Our comments and requirements are as follows:
WCR 52 is designated as a local paved road, which requires a 60-foot right-of-way at full build
out. There is presently a 60-foot right-of-way. This road is maintained by Weld County.
WCR 41 is designated as a local paved road, which requires a 60-foot right-of-way at full build
out. There is presently a 60-foot right-of-way. This road is maintained by Weld County.
REQUIREMENTS:
Site Access: Utilize the main access point from WCR 52.
Off-Street Parking and Circulation: The off-street parking spaces including the access drive
shall be surfaced with gravel or the equivalent and shall be graded to prevent drainage
problems. The circulation appears to be adequate for the use of the facility.
Storm Water Drainage: The historical flow patterns and run-off amounts will be maintained on
site in such a manner that will reasonably preserve the natural character of the area and prevent
property damage of the type generally attributed to run-off rate and velocity increases,
diversions, concentration and/or unplanned ponding of storm run-off.

2) The area around the lot shall be kept in an order that allows the turning radius of fire

3)Outside storage of combustible materials shall not be located within 10 feet of a

4) Storage in the open shall not exceed 20 feet in height.
5) If amount of stored combustibles or business is increased in size further requirements
will be enforced. The Business will be inspected annually.
6) If any of the operations is moved indoors the owner will have to comply with Article
30 of the Uniform Fire Code(3004.2 Dust control).
