Proposed use—Church 2. Weld County Code Chapter 22 has historically allowed for churches to be built and established in order to serve the agricultural community. 3. The proposed site is located within a pivot sprinkler corner and has not been used for agricultural production for some years due to the poor soil and unavailable irrigation. 4. The site is bordered by a residential lot on its north boundary and irrigated farmland to the south and east, and more farmland across the road to the west. Residents to the north have no objections to the church, fanning neighbors have no objection. Many of the church board members are of the farming community and are aware of the downside issues involved in locating here, i.e. aerial spraying, odors, farm equipment on roads, etc. 5. a. How many people will use this site? We currently have a church population of 120 people. b. How many employees at this site? Two to three periodically. c. Hours of operation? 9-12 a.m. Sunday mornings, pastor's office occupied weekdays, but sporadically. Maintenance people 3-5 hours per week, sporadically. d. Type and number of structures proposed on site? A general purpose building 70 feet by 90 feet, we also intend to eventually move the present church building, now located at 301 Front Street in Roggen, to this site. e. Type and number of animals on this site? None f. What kind of vehicles will access this site and how often? Approximately 30 passenger cars on Sunday mornings. One propane truck 3 times yearly, a small tractor for maintenance. g. Who will provide fire protection to this site? Roggen Volunteer Fire Department. h. Water source on property? Well permit #245751 has been issued by Colorado Division of Water Resources. 1 i. Sewage disposal system on property? Proposed leach field with infiltrators and digestive vault. Engineering has been completed by Acklam &Associates of Brighton, Colorado. j. Storage or warehousing? No storage or warehousing. 6. Proposed landscaping for site? Minimal grass acreage will be planted with a view to minimize care and watering. Windbreak cedars will be planted to the north; driveways and parking area will be in crushed concrete. A sign designating hours of worship will be placed facing north and south, without obstructing access vision to Road 73 traffic. 7. Proposed reclamation procedures? Termination of use by special review activity is not anticipated. In the unlikely event that this should happen, the 2 foot high building pad would probably be left in place to make the site more desirable for future structures. 8. Storm water drainage handling? Proposed site construction will not affect the current storm water drainage. 9. Time frame for construction and landscaping? Site preparation will begin February 2003 with construction of main building in early spring of 2003. Landscaping will continue through 2004. 10.
