RE: APPROVE EXPENDITURE AUTHORIZATION REQUEST FOR WORKFORCE
INVESTMENT ACT (WIA) 10% STATEWIDE ACTIVITIES AND AUTHORIZE CHAIR
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization Request
for Workforce Investment Act (WIA) 10% Statewide Activities from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, Employment Services of Weld County, to the Colorado
Department of Labor and Employment, commencing February 1, 2003, and ending October 30,
2004, with further terms and conditions being as stated in said expenditure authorization
request, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorization request, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Expenditure Authorization Request for Workforce Investment
. Act (WIA) 10% Statewide Activities between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, Employment Services of Weld County, and the Colorado Department of Labor
and Employment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said expenditure authorization request.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 22nd day of January, A.D., 2003.

1. Scope of Work
A. Purpose and Goal
Addressing health care workforce shortages was identified as a high priority for the Weld County
Workforce Development Board after completion of an analysis of the labor market for Northern
Colorado. Currently in the Weld/Larimer County area, there is currently a 30%to 50% shortage of
nuclear medicine technologists. In Northeastern Colorado alone, there are seven to ten positions
available for nuclear medicine technologists. Compounding the issue of the shortage of trained
nuclear technologists is that there are no nuclear medicine schools in Colorado. The closest
schools for training are in Omaha NE or Las Vegas Nevada. In a study completed by the
American Health Association in April of 2002, radiology/nuclear imaging shortages were
experienced by 71% of the CEOs reporting significant workforce shortages, second to nurses.
This project has a high degree of sustain ability after the initial investment of the WIA
Discretionary Funds. The program will be integrated with the community college system which
provides further eligibility for federal financial aid for students. The high school medical
preparation programs become a channel for radiography students which in turn become another
channel for nuclear medicine students. This project could also provide help with initiating
additional advanced imaging modality programs such as Cardiovascular Imaging, Quality
Management, Magnetic Resonance Imaging, Computerized Tomography Imaging, and Diagnostic
Medical Sonography.
B. Services to be Provided
This model, developed in partnership with a number of hospitals in the Northern Colorado area,
will identify methods for the delivery of instruction in addition to the partnership arrangements that
can be modified and replicated in other workforce regions within the state.
The capacity for the Colorado education system to provide a certificate training program for
nuclear medicine technologists will be developed.
Aims Community College will develop the curriculum in accordance with the academic and clinical
competencies established by the American Registry of Radiologic Technologists. Aims will be the
primary site for providing the academic portion of the program and will partner with hospitals in
Greeley, Loveland, Fort Collins, and Longmont to provide the clinical training for all students.
The Hospitals will provide the clinical training sites which include the necessary equipment facility,
patients contact and clinical supervision as contributions to the project.
Level 1 program length would be a certificate program offered only to Registered Technologists in
Radiography. The average length of the Level 1 program will be one year. However, program
completion is based upon the length of time the individual student needs to complete all required
competencies. After the initiation of Level 1, there is a strong potential that the program would
evolve into a two year A.A.S. Degree program. •
C. Projected Number of Participants to be Served
The project will provide between 7 and 10 trained nuclear medicine technologists upon project
completion.
D. Expected Outcomes
Employment Service expects the following as outcomes of this project.
• The project will develop and implement a model training program which will address the
current workforce shortage for nuclear medicine technologists.
• The project includes the development of a Level 1 Certificate and the Community College
level for Nuclear Medicine Technologists with the possible development of a two year A.A.S.
degree program.
• The Project will improve medical imaging services in Northeastern Colorado and eventually
in the State, by sufficiently staffing Nuclear medicine departments.
• The project will improve the tax base of Northeastern Colorado and eventually in the state,
by staffing Nuclear medicine departments with local residents as opposed to independent
agency providing temporary employees hired from out of State at escalated salaries above
the norm.
• The project will increase available positions in diagnostic radiology departments by providing
additional avenues for advancement.
• The project will advance the Skills Development Partnership Committee goal of supporting
local Workforce Investment Boards (Weld County Workforce Investment Board) in a sector-
based activity(Nuclear Medicine Technology)that will produce workers for high demand high
skilled jobs (nuclear medicine technologist)and increase the supply of high skills workers.
• The project also advances the secondary goals of supporting programs that will increase the
supply of skilled workers.
• A one year Nuclear Medicine Technologist certificate program will be developed.
• Between seven and ten registered technologists will obtain a certificate in nuclear medical
technology.
• The average salary for a Radiologic Technologist is currently$28,000 a year. With the
additional education and certification in Nuclear Medicine the average salary increase to
$35,000 a year.
E. Coordination with Other Service Partners
The Weld County Workforce Development Board has been addressing the workforce shortage
in the health care industry for over two years. The development of the Nuclear Medicine
Technology training strategy is one of several initiatives the Board is currently involved in to
address the workforce shortages in health care. The Board has collaborated with Aims
Community College, University of Northern Colorado and Northern Colorado Medical Center to
identify alternative methods of developing the current workforce, and providing for the
opportunity for new entrants in the medical care field.
Major employer partners in the project include the North Colorado Medical Center and Poudre
Valley Hospital. Both partners are offering to provide the clinical and didactic training and
supervision, state of the art equipment, space, and expert personal in the areas of nuclear
medicine. It is anticipated that McKee Medical Center and Longmont United Hospital will have
some involvement.
F. Other Financial Resources to Support Program
Support for this project will vary with the different employers involved.
G. Subcontracting Arrangements
Weld County does not intend to subcontract any of the services or activities under this project.

Personnel costs are directly related to the program.
B. Fringe Benefits (Rate)
Fringe benefits are calculated at 28% of base salary and are included as a cost to the project.
Benefits include health care, social security, workers compensation, short term disability, and
retirement benefits.
.28 FTE-Project manager for the day to day operation $ 1,580.00
C Contractual
An agreement will be entered into with Aims Community College for the implementation of this
project. The budget costs under this agreement will be as follows.

SUBJECT: Expenditure Authorization Request
Enclosed for board approval is an Expenditure Authorization requesting funds from the Colorado
Department of Labor and Employment for the on-going implementation of our medical skills training
program. This training program will be a partnership with Aims Community College to develop the
curriculum and work with area hospitals to train nuclear medicine technologists. Funds in the
amount of$72,200.00 are being requested in this project.
Development of this project occurred through coordinated efforts with Aims Community College,
Northern Colorado Medical Center, Poudre Valley Hospital and the Weld County Workforce
Development Board.
