RE: APPROVE REVISION TO OPERATIONS MANUAL, SECTION 6.000, COLORADO
WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Revision to Section 6.000, Colorado
Works in Weld County and Child Care Policies and Procedures for the Weld County Department
of Social Services Operations Manual, and
WHEREAS,after review,the Board deems it advisable to approve said revision,a copy of
which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,ex-officio Board of Social Services,that the Revision to Section 6.000,Colorado
Works in Weld County and Child Care Policies and Procedures for the Weld County Department
of Social Services Operations Manual be, and hereby is, approved.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 31st day of December, A.D., 2003.

6.012.5 Participant Flow Chart

6.012.6 Reimbursement Authority through Transfer to Employment Services
Revised 7/1/98
Revised 9/99 The Department will remit to Employment Services an amount not to exceed$405,796 for
Revved 10/00 services provided from July 1,2003 through June 30,2004. Employment Services will
Revised 9/01 bill the Department for services provided as described in Section 6.012.4 and 6.010.4
Revised 5/02 of the Department's Operations Manual and will not seek additional reimbursement
Revised 8/03 for these same services directly from the Colorado Department of Human Services. The
Revised 12/03 $405,796 is calculated as follows:

6.012.7 Computer Equipment and Software

Computer and related equipment and software purchased from Colorado Works funding
through the Department will remain the property of the Department. The Weld County
Division of Human Services will follow all County and Department policies regarding the
use,maintenance,and inventory of such equipment and software.

RE: Revision to Section 6.000, Colorado Works in Weld County and Child
Care Policies and Procedures, Weld County Department of Social
Services Operations Manual
Enclosed for Board approval is a revision to Section 6.000, Colorado Works in Weld County and
Child Care Policies and Procedures, Weld County Department of Social Services Operations
Manual. This revision was reviewed and discussed at the Board's Work Session held on
December 29, 2003.
The revision is to 6.012.6,Reimbursement Authority through Transfer to Employment
Services. Total reimbursement from the Department to Employment Services would be from
$327,188 to $405,796 to cover personnel expenses for the last six months of the State Fiscal Year
ending June 30, 2004. The revision would become effective January 1, 2004,incorporate the
Employment Services staff into their reimbursement level, and disconnect the Employment
Services staff from the Department's payroll process.
