Environmental Health Services has reviewed this proposal for a church. We have no objections
to the proposal, however, we do recommend that the following conditions be part of any
approval:
We recommend that the following requirements be incorporated into the permit as development
standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a
manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to
include those wastes specifically excluded from the definition of a solid waste in the
Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Residential Zone as delineated in 25-12-103 C.R.S., as amended.
6. The facility shall utilize the existing municipal sewage treatment system.
7. The facility shall utilize the existing public water supply.
8. Adequate handwashing and toilet facilities shall be provided for employees and patrons
of the facility.
9. If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado
Department of Public Health & Environment, Water Quality Control Division.
10. A permanent, adequate water supply shall be provided for drinking and sanitary purposes.

The Weld County Public Works Department has reviewed this proposal; this project falls primarily under
the purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division
4, Section 23. Our comments and requirements are as follows:
COMMENTS:
Galeton is an unincorporated municipality within Weld County. The Weld County Public Works
Department maintains all public streets within this community. Grandview Avenue is a paved local road
with an 80-foot right-of-way. This paved section accommodates the Galeton Park, residents, church, and
school area. The remaining roads within Galeton are gravel.
The applicant identified all the existing parking adjacent to the Galeton Community Church. Additional
parking is available next to Pearl Park directly across the street.
The church purchased the property, Lot 9, directly north of the existing church to accommodate additional
parking along with improvements to the alley way and drainage.
REQUIREMENTS:
Access and Off-Street Parking: The applicant identified a one-way entrance from Grandview Avenue to
the proposed off-street parking lot and the exit will be through the alley way to WCR 74. The applicant
indicated that the off-street parking will be surfaced with recycled asphalt base and curb or wheel blocks
will be provided for all parking spaces.
Circulation: The alley way is being identified as a 20-foot right-of-way with a 14-foot travel lane. The
travel lane will consist of six inches of aggregate base course and three inches of hot bituminous
pavement. The off-street parking lot is identified as one-way in and one-way out. The applicant identified
appropriate one-way signage to accommodate circulation.
Storm Water Drainage: The applicant proposes to pave the alley way with a 2.5% cross pan to
accommodate storm water run-off from the proposed site. This run-off would continue north and intercept
a storm drain inlet, which is tied to the existing storm sewer line.
The applicant's consultant and I discussed the storm water run-off pertaining to the proposed building and
parking lot. The applicant has contacted the municipality for permission to utilize their storm drainage
facility. Documentation from the Galeton Sanitation District is provided in the USR package.

The Sheriffs Office has no concerns about the Special Review Permit.
The Sheriffs Office lacks the ability to absorb any additional service demand without the
resources recommended in the multi-year plan provided to the Board of County
Commissioners or as indicated by growth not considered at the time the plan was
developed. I have no other comments on this proposal.

1. A building permit shall be obtained prior to any addition and/or remodel construction. The
type of construction, fire-resistive protection, building size and height and occupancy
classifications will be reviewed when the plans and specifications are submitted.
2. A plan review is required. Plans shall bear the wet stamp of a Colorado registered architect
or engineer. Two complete sets of plans are required when applying for the permit.
3. Buildings shall conform to the requirements of the codes in effect at the time of permit
application. The currently adopted codes are: 1997 Uniform Building Code; 1998 International
Mechanical Code; 1997 International Plumbing Code; 2002 National Electrical Code and
Chapter 29 of the Weld County Code.
4. The foundation for the addition/remodel will need to be an engineered foundation based on
a site-specific geotechnical report or an open hole inspection performed by a Colorado
registered engineer. Engineered foundations shall be designed by a Colorado registered
engineer.
5. Building height shall be limited to the maximum height allowed per UBC Table 5-B. Wall and
opening protection and limitations shall be in accordance with UBC Table 5-A. Separation of
buildings of mixed occupancy classifications shall be in accordance with UBC Table 3-B and
Chapter 3. Setback and offset distances shall be determined by the Zoning Ordinance.
6. Building height shall be measured in accordance with the 1997 UBC for the purpose of
determining the maximum building size and height for the occupancy and type of construction
and to determine compliance with the bulk requirements from Chapter 27 of the Weld County
Code. Building height shall be measured in accordance with Chapter 23 of the Weld County
Code in order to determine compliance with offset and setback requirements. Offset and
setback requirements are measured from the farthest projection of the building to the property
line.
6. A Flood Hazard Development Permit shall be submitted for buildings constructed within the
100-year flood plain.
