The Weld County Health Department has reviewed this final plat application. All Department
recommended conditions have been placed as notes on the plat.
At the time of Change of Zone'no build zones'were placed on Lots 1, 8 and 9. Septic envelopes
were placed in the'no build zone'on Lot 1 (which is acceptable). However,a private ditch lateral
is located on the westerly property line of Lot 1 and the septic envelopes have been located near
the west property line, appearing to be located within 100 feet of the ditch. All septic envelopes
must be 100 feet from all ditches.

Weld County Public Works Department has reviewed final plan materials and has the following development referral
comments.
Comments
❑ The final drainage report must include a copy of the FEMA map for the flood hazard review. The engineer shall
reference the specific map panel number, including date. The development site shall be located on the copy of the
FEMA map.
❑ A note must be added on the final plat that reads: "This lot may not accommodate full depth basements." This note
shall be placed on Lot 8 and Lot 9. It was also noted on the change of zone plat.
❑ Easements shall be shown on the final plat in accordance with County standards (Sec.24-7-60) and / or Utility Board
recommendations. "Easements shall follow rear and side lot lines whenever practical and shall have a minimum total
width of twenty (20) feet apportioned equally on abutting properties. Where front line easements are required, a
minimum of fifteen (15) feet shall be allocated as a utility easement." Lot 7 has a non-conforniing rear easement,
which the applicant must address.
❑ The applicant shall address the right-of-way dedicated for CR 13 as requested by Larimer County. One section shows
50-feet of right-of way, and another shows 30-feet of right-of-way.
❑ The applicant shall submit a geotechnical report for this development, and provide a pavement design prepared by a
professional engineer along with the final plat submittal.
❑ The applicant has submitted an Improvements Agreement According to Policy Regarding Collateral For
Improvements (Public Road Maintenance) and an Improvements Agreement for CR 13. These agreements are
currently being reviewed by Public Works and shall be approved by the BOCC prior to recording the final plat.
❑ The applicant must delineate stop and street signs on the final plat.
Recommendation
❑ The above comments are prerequisites and shall be fulfilled prior to recording the final plat.
Any issues shall be resolved with Public Works prior to recording of the final plat:

COLORADO SUBJECT: MF-614; Pheasant Crest Estates
I have reviewed the Improvements Agreement according to Policies Regarding Collateral for
Improvement (Public Road Maintenance) submitted by Tony Evans, the applicant's engineer. In
. utilizing the plat drawing and the typical cross section for Pheasant Crest Drive, the application
needs to recalculate the following items to verify construction costs: street grading, street base,
and street paving.
The street grading item is usually done in square yards. The street base and paving items are
usually calculated in tons. I have converted your cubic yard units submitted in Exhibit "A," and
the unit costs are too low to complete the project.
Two options are available to resubmit the unit costs:
1. Verification from your contractor on a letterhead identifying company and source
that they are able to complete this project for your estimated cost.
2. Resubmit the Exhibit "A" portion utilizing square yards and tons in the
appropriate location.
Once you have verified the costs, resubmit for evaluation and approval.

SUBJECT: Pheasant Crest Estates—Weld County Referral
Project Description/Background:
This is a referral for a nine lot subdivision, located at the northeast corner of LCR 48 (WCR 84) and LCR 901
(WCR 13).
Transportation/Access Issues:
1. We will require that the applicant provide detailed location and sight distance information for the proposed
access with the preliminary submittal. Any access construction on LCR 901, or work in the Larimer County
right-of-way, will require an Access or Utility Permit from this office. Access information and permits can be
obtained by contacting Marc Lyons at(970)498-5709.
Staff Recommendation:
The Engineering Staff has no major concerns or objections to this proposal.We appreciate the opportunity to
comment on this development.
