I would like to inform you how Lifebridge Christian Church in Longmont,
Colorado,has taken such an active part in our community.
I have been a volunteer basketball coach for the Longmont Recreation League for
several years, and this year the league ran out of gym space for my 8th grade boy's
basketball team to practice in. I then called Lifebridge Christian Church, and spoke to
their Activities Minister, who gladly offered us some of their gym times at no charge to
us. Our team has enjoyed the practice time spent there as it is one of the nicest gyms in
the city, and I've appreciated Lifebridge's willingness to help us out.
The families of the 8th grade team and I would like you to know how much of an
asset Lifebridge Christian Church has been to the Longmont Recreational League and the
Longmont community in general.

This letter is in reference to the facilities and
services and staff at Lifebridge Christian Church in Longmont.
Over the past seven years we have been privileged to utilize
the sports program that Lifebridge offers to the community in
the area of basketball teams. I have been affiliated with
several different teams in this time frame and dealt directly
with this church as the captain of our team(s) . In all their
dealings they have shown the utmost professionalism and care
for their "visitors" and have been extremely proficient
regarding safety issues and quality of the game for the
participants. They charge reasonably compared to other
available options for sports teams. The staff has always been
courteous and friendly, often going out of their way to
accomodate players and fans. It is my feeling that our lives
have been greatly enhanced by this "community-friendly" body
of believers. Though I or my teammates have not been active
participants in the life of Lifebridge Community Church
insofar as church attendance or membership, this has in no way
effected their "equal treatment" of us.
I very much appreciate their being a blessing to the
community in this manner and "thinking outside the box" as it
relates to welcoming "outsiders" to use their beautiful
facilities. Lifebridge has been and will continue to be a
"good neighbor" , whatever their location. If you have

The Board of Directors, staff and volunteers of the Longmont Coalition for Women in
Crisis (LCWC) take pride in the supportive and cooperative working relationship between
LCWC and the LifeBridge Christian Church in Longmont.
We are supported, as an agency by many local churches. However, the LifeBridge Church in
Longmont does stand out as one of the main supporters of the Longmont Coalition. For
the past several years they have come forward,unsolicited,in providing the skills within their
member base to assist us.
Much of their assistance to us has been at our Shelter,where it is most needed. Our shelter
is over 50 years old and the constant upkeep and maintenance is very demanding on our
limited resources. Members of the LifeBridge Church have purchased and installed blinds,
refinished kitchen cabinets, cleaned out the duct work,collected essential personal care items
for women and children and have undertaken many other projects over the years.
This is a particularly significant contribution since it frees up our resources and gives us the
ability to direct those resources towards direct service and program needs. Their community
spirit and dedication to the underserved in our community is noteworthy.We consider them
partners with us in creating a community free of violence.

To Whom It May Concern:
We are writing to express our support for the proposed development of LifeBridge
Christian Church on Hwy. 119 in Weld County. The proposed church and community
center campus are based on long-term plans that will include cultural, educational, and
recreational facilities. These plans have been thoughtfully considered and developed by
LifeBridge and have been adjusted utilizing feedback from many local residents. It is
important to note, amidst some concerns of zoning, that all aspects of the development fit
well with Weld County's design for the land to be used as a mixed-use neighborhood
center.
Although some local neighbors have expressed concern with the proposed development,
their fears and concerns are inflated. The proposed development will fill a neighborhood
void and will allow for significant increases in community services to local residents.
LifeBridge has always shown and proven itself to be a good neighbor in the community,
and the church has placed a high priority on working with its neighbors and other
community groups. The LifeBridge development will be an extremely significant and
largely needed addition not only to the local community, but to Weld County as a whole.
The proposed development plan clearly meets the needs of the growing community.
We urge the Weld County Commissioners to look at and consider the facts surrounding
this issue. The positives of the proposed development far outweigh the few concerns
brought up by a small number of local residents. LifeBridge Christian Church will be a
tremendous asset to Weld County and its residents.

To Whom It May Concern:
We are writing to convey our support in the matter of the proposed church and
community center that Lifebridge proposes to build. We have attended informational meetings
regarding the relocation and the new additions and feel that it will be a wonderful benefit to the
community as a whole.
We have been attending Lifebridge for the past ten years and have had ample opportunity
to observe and attend various activities. Our family has benefited in numerous ways, as well as
numerous other families and children that we have invited to these events. The church is making
a real difference in the lives of so many people, and the fact that a new facility is needed, speaks
of the success and positive impact that is taken place in the lives of our community families.
We are fortunate to have someplace for the youth of our community to go—where the
influences are positive and character building—and where it is a safe place to go. We have taken
numerous children to sporting events and camps,youth activities and functions,and will continue
to do so. Lifebridge serves families and children that do not attend the church in an effort to
reach out and enhance the future of our society(our children) in a positive manner without
gimmicks and manipulation. Longmont does not have much to offer the youth and young adults
of our community and we have been fortunate that our church has chosen to take a proactive role
in offering alternative as well as sporting events.
We anticipate that the community as a whole will remain a strong focus for Lifebridge,
and that they will remain a proactive leader, offering programs to meet the emerging needs of our
growing and family oriented community.

Bonfils Blood Center has held three blood drives at
the Lifebridge Christian Church in the past year.
We have collected a total of 170 units of blood at
these drives. Each of these units of blood may be
broken down into three different parts to help three
different patients . Therefore, the blood drives at
Lifebridge may have helped as many at 521 different
patients .
Bonfils Blood Center is the major blood supplier for
the state of Colorado, providing blood and blood
products to more than 90 hospitals and transfusion
services throughout the state. It is through groups
such as Lifebridge that we are able to maintain a safe
and adequate blood supply for patients.
The use of the Lifebridge facility has been a great
asset for Bonfils Blood Center. If you have any

Thank you for the contribution of$235 to Longmont Meals on Wheels in mid January.
Thank you also for the opportunity to be part of the non-profit fair in the weeks before
Christmas. It gave us the chance to get the word out about our program, and we met some
very good people.
As you know, your contribution will be used to subsidize meals for frail elderly persons
,-... who need good nutrition in order to stay healthy and independent. So many of our
recipients are getting by on very little income and consequently don't have much to spend
on food. If that is coupled with loss of appetite, an older person simply doesn't eat much
or eat well. Your gift will allow us to get a hot, attractive and nutritionally balanced meal
at their doorstep every day.

Dear Weld County Commissioners:
My name is Ann Jennings, and I am one of the coordinators of the Holiday Basket
Program. In 2003, the Holiday Basket Program provided food baskets to 1,566 families
and toys for 3,676 children at Christmas. This program is sponsored by the St. Vrain
Community Council, which is a network of area non-profit human service agencies in
Boulder County. The toys for the children are purchased by people in the community
who pick an angel off a Giving Tree and return the child's requested gift to us for sorting,
and the food and toys are distributed to the family in December.
The Holiday Basket Program could not meet the needs of the disadvantaged in
our area without the support of many individuals and groups in our community. One
organization that has been instrumental to the success of the Holiday Basket Program is
LifeBridge Christian Church. I have been involved with the program for ten years.
During that time, I know that LifeBridge has single-handedly provided between 33% and
50%of the toys that are given to the children. Most years they are asking me for more
angels than I am able to supply. This past year, when it looked as though some angels
might not be taken from the Giving Tree, the staff and committed congregants of the
church stepped forward and purchased gifts to make sure that each child received what
they wanted. The church has also taken on the responsibility of delivering the toys to the
Fairgrounds, which has been a huge help to us. Otherwise we might have to pay for a
trucking company to move the gifts from the church to the Fairgrounds.
In addition to taking angels and distributing them to their congregation,
LifeBridge supports the Holiday Basket Program by serving as a collection point for used
toys, and they deliver the used toys to us as well. This year LifeBridge recruited
volunteers to sit by the Giving Tree at the mall to log in gifts and answer questions from
the public. The church also collects desserts that we include in the food boxes, and as
part of their ethic of volunteerism and community involvement, many of the 500
volunteers who work with our program sorting food and toys at the Fairgrounds come
from LifeBridge. This past year I worked with many volunteers who indicated they were
participating because LifeBridge encouraged them to be involved.
The St. Vrain Community Council and the Holiday Basket Program have long

It is my privilege to write a letter in strong support of LifeBridge Christian Church's plans
to develop a new campus in Longmont.
LifeBridge Church has long been a community partner with human service agencies,
such as Community Food Share, in the Longmont area. As you may already know,
serving those in need is a fundamental mission of LifeBridge Christian Church.
Recently, approximately 20 members of LifeBridge volunteered over 80 hours during our
largest food drive. As an organization that relies very heavily on volunteers, this was
greatly appreciated and we anticipate continued volunteerism in the future.
Further, Community Food Share is especially gratified to see that a community focused
organization such as LifeBridge may be locating in what we consider to be an
underserved area of the St. Vrain Valley. Social services for those in need are seriously
lacking in that part of our community and expansion of the church's assistance programs
will have a significant impact.

Since 1993,Life Line Screening has provided painless,noninvasive ultrasound
screenings to thousands of individuals in an attempt to decrease the rate of death and
disability associated with undiscovered vascular disease and osteoporosis. We have been
offering our reliable,low-cost,preventive health screenings at sites throughout Colorado
for the past three years.
Our aim is to be in every community in Colorado at least once a year and in larger
communities at least once every quarter. LifeBridge Christian Church has been an
enthusiastic supporter of our services and has graciously allowed us to use their beautiful
facility to offer our potentially life-saving screenings 3 times in the past 3 years. Each of
those screening was very well attended.

TO THE PLANNERS AND COMMISSIONERS OF WELD COUNTY:
LifeBridge Christian Church (LBCC) has made application to re-zone property
located in the County's I-25 Mixed Use Development area (MUD)plan. The
undersigned citizens of the surrounding community seriously and strenuously oppose this
rezoning request. The Planned Unit Development (PUD) application submitted by
LBCC fails to meet the standards as set forth by the County and should be denied.
The three neighborhoods adjacent to the PUD area are currently zoned PUD
residential with over 650 single-family homes. The PUD submitted by LBCC includes
high-density residential and high volume commercial uses over the majority of the 315-
acre development with extraordinary height and lot coverages that are totally
incompatible with the existing communities. LBCC seeks entitlement to church/theatre
buildings as large as Nottingham Field, 360% of the size of the Monfort Concert Hall at
Union Colony Civic Center, 120% the size of the Great Hall at Island Grove Regional
Park and at least 1,200% the size of almost every church in Greeley. They ask for
entitlement to erect buildings that are twice the height of the tallest building in Greeley.
While the citizens do not oppose LBCC as a neighbor, its development must be
compatible with the surrounding residential community that already exists. The policies
and requirements of the MUD and PUD ordinances mandate that the LBCC meet this
compatibility standard. It's patent failure to do so requires denial of the application.
WELD COUNTY'S MUD AND THE MUD REQUIREMENTS
The intent of this Chapter is to guide and implement planned land use changes in the
MUD area,particularly the conversion of rural land. . . (Sec. 26-1-10)

Development within the MUD area shall adhere to the MUD Structural Land Use Map
2.1, [exhibit 1,1 ... (Section 26-1-50, B1(c))
The Mixed Use Development District for this area indicates Weld County's plan for this
property to be residential with a neighborhood center adjacent to Hwy 119. It contains a
limiting site factor along the Oligarchy Ditch that decreases the intensity of use. (See
Map 2.1 Structural Land Use Map)).
. Many homeowners relied upon the residential nature of that plan to make
decisions about their home purchases in adjacent communities. Significantly, the
adjacent homeowners have invested over a hundred million dollars in their properties and
currently pay hundreds of thousands of dollars each year in property taxes. Those
investments are entitled to the great weight and consideration by the planners and
Commissions as they review whether LBCC has met its burden of showing that its
rezoning request is compatible with the community with which it is attempting to
integrate.
COMPATIBILITY WITH SURROUNDING LAND USES
MUST BE DEMONSTRATED
The Weld County Code requires throughout its various ordinances that the applicant for a
rezoning carry the burden of proving that its request meets the necessary standards. The
most frequently stated standard is one of compatibility with surrounding land uses.
The MUD Ordinance:
New development shall demonstrate compatibility with existing surrounding land use in
terms of general use, building height, scale, density, traffic, dust and noise. (Section 26-
1-50 4 MUD.C.4 (b))

The applicant shall demonstrate:
3. That the uses which would be permitted shall be compatible with the existing
or future development of the surrounding area as permitted by the existing zoning....
(Section 23-2-710 B 3 "Duties of Planning Commission"and Section 23-2-720 C 3
"Duties of Board of County Commissioners')
Yet, compatibility is the most significantly glaring deficit of the plan submitted by
LBCC. It lacks compatibility with the EXISTING neighborhoods in the areas of General
Use, Bulk-including building height and scale, Traffic, Noise and Light, the exact criteria
for determination. As discussed further, the lack of compatibility in each area is
significant.
DEVELOPMENT STANDARD
The intent of these regulations is to ensure the compatibility of various land uses,
buildings or structures with the MUD area. (Section 26-2-20)
Neighborhood Centers characteristically have few environmental impacts ... (Section 26-
2-30 C)
Residential districts within the MUD area are encouraged to be cohesive, identifiable
and diverse, while retaining the current agrarian lifestyle of residents in the area
(Section 26-2-30 D)
To the maximum extent practical, development within areas having limiting site factors
shall be located to preserve the natural features of the site, to avoid areas of
environmental sensitivity and to minimize negative impacts and alterations of natural
features (Section 26-2-30 E (2))

LBCC has located significant commercial uses north of the Neighborhood center
shown on MUD Map 2.1. The MUD Map 2.1 requires that the neighborhood center and
the uses allowed within that neighborhood center be located south of the Oligarchy Ditch
which is shown as a"limiting site factor—lowest density"on the MUD Map 2.1.
However, LBCC has located commercial uses such as a 6000-seat performing arts
auditorium (a C-2 use) over the Historic Oligarchy Ditch and is surrounding it with 85%
lot coverage. This includes paving a 5000-car parking lot to accommodate facilities
including the commercial amphitheatre, an adult educational facility and activity center.
The historic ditch will be placed underground and "this corridor may be relocated in
conjunction with piping the ditch" [LBCC application, "Development Guide,pg 10,
Landscaping Elements] preserving only a very small area for environmental preservation
and recreational use. Even this may be optimistic since the conceptual model being used
by LBCC shows NO trail or open space corridor within the "Church Campus" at all!
This flies in the face of a neighborhood center having"few environmental impacts".
It is patently obvious and almost borders on the absurd to point out that an
agrarian lifestyle and the preservation of natural features are NOT achieved through 85%
coverage of an area with 5000 concrete parking spaces and 6— 12 story buildings with
"architectural features"up to 20 stories high.
COMPATABILITY
ALL BUILDINGS, STRUCTURES and land USES in the PUD shall be located, designed,
used and occupied in accordance with the standards enumerated below.
A. Compatibility: The density, design and location of land USES within and
adjoining a PUD District shall be designed to be compatible with other USES

within and adjoining the PUD. Compatible USES shall be determined by
evaluating the general USES, BUILDING HEIGHT, SETBACK, OFFSET, size,
density traffic, dust, noise, harmony, character, landscape, SCREENING, health,
safety and welfare.
(Section 23-3-520—emphasis in original)
The incompatibility of LBCC application with the existing surrounding community is
clear. Each issue upon which compatibility is judged is discussed hereafter.
USE/LOT COVERAGE
All land use applications in the MUD shall adhere to the regulations governing the
maximum percentage of lot coverage. ... R-1 through R3 [zoning of adjacent
neighborhoods] -- 50% - 60%. (Section 26-2-50)
As pointed out above LBCC seeks re- zoning of over half of the property, in excess of
150 acres, for commercial uses. Although LBCC designates 131 acres as "church
campus", the "campus" includes uses requiring a commercial zone such as a 6000-seat
performing arts auditorium and a 5000 seat outdoor amphitheater along with a 5000- car
paved parking area. [LBCC Application—Map page 2 of 6] To accommodate these
commercial uses, normally found in a C-2 zone, they seek the commercial zone
maximum lot coverage of 85%. This is NOT compatible with the surrounding
residential neighborhood and should be denied on its face.
BULK/HEIGHT
Bulk requirement for the R-1 R-5... Maximum Building Height -- 30 feet. (Section 23-3-
160) .LBCC Application calls for buildings to be 60 feet tall with 30 % of the building
area up to 120 feet tall and heights up to 200 feet tall as architectural elements. This is

patently inconsistent with the surrounding single and two story homes. To place this
request in context, the Greeley National Bank, the tallest building in Greeley, is 6 stories
high—approximately 60'. The Great Hall at Island Grove Regional Park, which seats
5000 people, is only 40 feet high at its highest point. To allow the requested heights,
which are out of character with the surrounding community by a factor of 10, would be to
ignore the MUD and PUD goals, policies and requirements.
SETBACK/OFFSET
These items cannot even be compared between the commercial uses requested by
LBCC and the existing community requirements in the residential neighborhoods. This
is so obviously incompatible that the ordinances do not even address comparative
requirements. The Elms and the Farms communities currently have lot sizes well in
excess of minimum lot requirements and the Longview neighborhood has lot sizes
consistence with its R-3 zoning. To throw a mega commercial development right in the
middle of these communities is incompatible.
DENSITY/TRAFFIC/WELFARE
Access to properties [in the PUN shall preserve the existing and future function of roads
and highways affected by the proposed development. (Section 26-1-70 C.1(c))New
development within the MUD area shall provide a mechanism for balancing relevant
fiscal and economic components of transportation systems. (Section 26-1-70 C.3 (a).
The traffic study commissioned by LBCC indicates 50,000 car trips per day
associated with the ultimate development. For a frame of reference that is the number of
trips that occur each day on 1-25 between Hwy 7 and Hwy 34. It is equivalent to one

out of every three people (men,women and children) living in Greeley driving to
and from the site through our residential neighborhoods every day! It is an
understatement to suggest that such a volume is consistent with existing low-density
residential communities. Further, to site commercial facilities with main feeder roads
through residential neighborhoods is unconscionable and patently unsafe. Pearl Howlett
Road, which LBCC has designated as a through street and a main access to SH.119,
contains the Elms Community mail center and the play/recreation area. These facilities
are on the opposite side of the street from the homes. This means channeling heavy
traffic through a known pedestrian/children's corridor. Frankly, these children were
there first and deserve the protection of a compatible adjacent community as outlined in
the MUD and mandated through ordinance.
Additionally, access to SH 119 at County Road 5 %1 is not currently controlled
and there are no plans for it in LBCC application. In LBCC application they make no
provisions or commitments about funding for highway access improvement at this site.
So that means that the taxpayers of Weld County will be left to fund these improvements
at such time as the traffic generated by the LBCC development leads to enough accidents
to mandate traffic controls. The traffic artery on Pearl Howlett must be denied. Even if
the Pearl Howlett connection is removed, the ordinance requires that the application be
rejected until appropriate provisions are made to control traffic safety at CR 5 %2 and SH
119 at the expense of the applicant, not that of the taxpayers.
The LBCC plan calls for significant improvements to the intersection of Hwy 119
and WCR 3 %2. However, LBCC will only be paying for 56% of these improvements.

The taxpayers of Weld County will foot the bill for the balance; improvements which are
unnecessary if LBCC application is denied.
SAFETY
Ken Poncelow for the Weld County Sheriff's Office has said that "[t] Sheriff's
Office lacks the ability to absorb ANY additional service demand without the resources
recommended in the multi-year plan provided to the Board of County Commissioners or
as indicated by growth not considered at the time the plan was developed." (emphasis in
original) [Memo from Ken Poncelow to Kim Ogle dated Jan. 6. 2003]. This means that
LBCC calls for development that will increase traffic, which increases crime, and there
will be NO increase in police protection to these existing communities. Since there are
insufficient law enforcement resources "to adequately serve this type of urbanized multi-
use development" [Letter to LBCC from Kim Ogle dated Aug. 28, 2002, pg 8], LBCC
cannot meet its burden for approval unless it downsizes the development in ways that will
mitigate this safety concern.
Further, while the LBCC application considers the impact of fire, police and
ambulance service to its facility, not once has LBCC asked the offices or the citizens how
their traffic)will impact its neighbors. Currently, the traffic at their existing location
requires at least one law enforcement officer to direct traffic each Sunday. Traffic from
the proposed development is projected to create gridlock—Level Of Service F conditions-
at SH 119 and WCR 31/2 at peak times unless additional lanes are added to SH 119 in
each direction. (City of Longmont comments to sketch plan dated 7-10-2002) What if a

resident has a heart attack or a fire during LBCC peak traffic times? Again, that
commercial high-density use is incompatible with the existing neighborhood.
DUST, NOISE, LIGHT POLLUTION, LANDSCAPING
A development with the amount of commercial use, building heights, maximum
lot coverage and parking which LBCC is requesting as "entitlements" for its full build-
out raise significant concerns that the dust, noise and light generated can ever be
mitigated sufficiently to render it compatible with the surrounding residential uses.
In order for landscaping to screen these uses, at the heights requested as
entitlements, from the residential community, trees the size of old growth forests would
be required.
Noise from an outdoor amphitheater virtually the size of the football stadium at
UNC should not be imposed on pre-existing adjacent residential communities.
Unless LBCC agrees to revise its application to reflect "entitlement"to building
heights and maximum lot coverages consistent with residential zoning, its application
cannot remotely be considered to meet the compatibility standard. Additionally, the
County should impose noise, light, dust, landscaping and screening requirements which
reflect adjacent residential uses.
HARMONY/CHARACTER
We the adjoining citizens, voters and taxpayers respectfully submit that our opinion of
the harmony and character compatibility of the proposed development should carry a
significant amount of weight. We OPPOSE this rezoning request, as it is incompatible
with our existing communities.

Dear Mr. Ogle,
Elsie and Gill Brebehoft (who now live in Regent retirement community 303/485-5484)
asked me to send these letters that they wrote to LifeBridge to you and to tell you their
story.
They lived at 12695 Hillcrest Dr. right behind LifeBridge's current location off of Hw. 66
for five years from 1986-2001. Elsie wants the Weld Planners to know that for those five
years LifeBridge was "an awful neighbor," consistently failing to live up to it promises:
• They promised that their building would be in one location, and then moved it to
where it blocked their view.
• They promised that the building would be limestone, but then built it in a dark red.
• They promised that the building would be only 24ft., but it ended up being much
taller.
• They promised that the building would not have a road behind it, but then they
built a road behind it.
• Their bright lights shone up at their neighbors.
• Teenagers smoking pot on LifeBridge property.
• A drunken party on the 4th of July 1999. LifeBridge then claimed that they were
not responsible for their own property because it was a"public parking lot."
• Naked volleyball games.
• Spread weeds to the neighbors because they refused to maintain their own
property.
• Over 30 code violations with Boulder County, including an unauthorized day care
facility for babies.
Elsie wanted to know if Weld had the resources to monitor such code violations should
they move to Weld.
