The plat shall be amended to delineate the following: 1) The applicant has delineated 6 parking spaces for the proposed use which meets the requirements of the Weld County Code. The number and dimensions of the parking stalls shall adhere to Chapter 23, Article IV, Division 1 of the Weld County Code. (Department of Planning Services) 2) The vehicle parking area shall adhere to Off Street Parking and Loading Requirements, per Chapter 23, Article IV, Division 1 of the Weld County Code. The off-street parking spaces including the access drive shall be surfaced with asphalt,concrete,or equivalent and shall be graded to prevent drainage problems. The applicant has indicated that the entrance to the facility will be off West 35th Street and shall be paved to County Standards. The driveway in and around the units will be paved to County Standards as well. The applicant shall place a typical cross-section of the parking lot on the plat and identify the depth of base and concrete or full depth concrete according to Chapter 8 of the Weld County Code, Geometric Design Standards and Road Structures. Each space shall be equipped with wheel guards or curb blocks to prevent vehicles from extending beyond the boundary of the parking space and coming into contact with other vehicles,walls,fences, sidewalks or areas of planting. Each parking space shall be painted the appropriate width and length and noted on the plat drawing. The approach from the asphalt parking lot to the concrete sidewalk should accommodate an ADA access point. Chain link fencing with slats or pallets are not an acceptable screening material. Plant material shall be used to soften the appearance of the screen. (Department of Planning Services) 5) The applicant shall adhere to the lighting requirements for off-street parking/ loading areas per Chapter 23, Article IV, Division 1 of the Weld County Code. A detailed Lighting Plan shall be delineated on the Plat. (Department of Planning Services) 6) The applicant shall indicate on the plat how the storm water run-off will be handled from the paved parking lot and released at the historical rate to West 35th Street as not to impact the adjacent property owners. The proposed site shall retain and release at the historical rate any runoff from the site to the drainage system. The applicant will place on the plat flow arrows indicating how the site will drain to the detention area and then disperse at the historical rate to the master drainage system. The applicant shall delineate the location of the detention area and associated easement. (Departments of Planning Services and Public Works) 7) In accordance with Chapter 23, Article III, Division 4 of the Weld County Code, the applicant shall screen all trash receptacles from adjacent rights- of-way and adjacent properties. The applicant shall submit a detailed Landscape/Screening/Lighting Plan that conforms with the requirements of Chapter 23, Article II, Division 3 of the Weld County Code. The Landscape Plan shall be recorded on the Site Plan or may be recorded as a separate Landscape/Screening/Lighting Plan. The Landscape/ Screening/Lighting Plan shall address the following information: 1) An installation schedule which specifies when the landscaping and screening will be installed on site. (Department of Planning Services) 2) A Plant Material List specifying the Botanical and Common names of all plant material to be installed; the size of the plant material at installation and whether the plant material is to be containerized or B&B. The specific composition or type, propagation and growth rate data for the proposed grasses shall be provided to the Weld County Department of Planning Services for approval. Section 26-2-70.B.6 states"fescue, brome/fescue or other turf types shall be used in lieu of bluegrass where heavy foot traffic is not anticipated. Seeding versus sodding of all turf types is preferred when the growing season allows for adequate germination and establishment of the turf to sufficiently control erosion." Storage or laundry rooms, if furnished, that are used in common by tenants shall be separated from the rest of the building by not less than one-hour fire-resistive occupancy separation. Fire block and draft stop requirements shall be in accordance with UBC Sect 708. 5. Wall and opening protection and limitations shall be in accordance with UBC Table 5-A. Exterior walls shall be of one-hour fire-resistive construction when less than 5 feet from property lines. Openings are not permitted less than 5 feet from property lines. Setback and offset distances shall be determined by the Zoning Ordinance. 6. Building height shall be measured in accordance with the 1997 Uniform Building Code for the purpose of determining the maximum building size and height for the use and type of construction for the building, and to determine compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. When measuring buildings to determine offset and setback requirements, buildings are measured to the farthest projection from the building.
