WELD COUNTY COUNCIL
October 6, 1983

The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
October 6, 1983, at 1 :45 p.m.
ROLL CALL
The following members were present in person: President Don Elliott,
Patricia Anderson, Bill Rupp, and Ralph Waldo. Vice President DeAnn Emerson
was absent. Also present were two members of the press, three university
students and the council secretary.
MINUTES APPROVED
Bill Rupp made a motion to approve the minutes of September 1 , 1983, as
written. Ralph Waldo seconded the motion. All council members voted yea.
APPOINTMENTS
Members were reminded of their upcoming appointments including the council
budget hearing on October 11 , 1983, at 2:30 p.m.
CORRESPONDENCE
The President made the correspondence file available for the individual
review of the council members.
REPORTS
Ralph Waldo gave a status report on the progress of attorney Ron Lambden's
final draft of a Charter amendment which was forwarded to him following the last
council meeting. Although Mr. Lambden intended to have this ready by today's
meeting, he found he needed to do additional research on a legal opinion by the
county attorney. Mr. Lambden will have the requested information to the council
by their November meeting.
For the benefit of any council members who had not yet seen a typical pre-
sentation by a member of the ad hoc road and bridge committee, Patricia Anderson
conducted a brief demonstration regarding the upcoming bond issue.
One Charter amendment suggested to the council was to increase the bidding
procedure limit from $2,000.00 to the $5,000.00 to $10,000.00 range. Bill Rupp
passed out copies of an article from a Denver newspaper for the council 's
information as this matter will be discussed in the future.
UNFINISHED BUSINESS '
Don Elliott stated that he has received many inquiries from the public
as to what will become of the items on the council 's Charter amendment ideas
list which the council does not choose to pursue. Patricia Anderson made a motion
that the President formally present this list to the commissioners at the Elected
Officials meeting on October 10, 1983. Bill Rupp seconded the motion and it
carried unanimously.
Bill Rupp raised the question as to whether or not the council should go
on record as either officially supporting or not supporting the upcoming bond
issue. The council decided that it would be inappropriate for the council to
do so as a body; however, should the individual members of the council wish to
endorse it, that would be up to them.

NEW BUSINESS
Patricia Anderson moved that the September council bills be paid. This
motion was seconded by Ralph Waldo and carried unanimously.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 2:45 p.m. , on October 6, 1983.
The next scheduled meeting is Thursday, November 3, 1983, at 1 :45 p.m.
