HomeMy WebLinkAbout20031637.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO JUNE 23, 2003 TAPE #2003-23 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, June 23, 2003, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner David E. Long, Chair Commissioner Robert D. Masden, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Don Warden MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting of June 18, 2003, as printed. Commissioner Vaad seconded the motion, and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of $312,275.28. Commissioner Jerke moved to approve the warrants as presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER MEMORANDUM OF UNDERSTANDING FOR COLORADO WORKS PROGRAM AND COLORADO CHILD CARE ASSISTANCE PROGRAM AND AUTHORIZE CHAIR TO SIGN:Judy Griego, Director of Department of Social Services,explained State statute requires an annual performance contract that identifies the County's duties and responsibilities relating to the Colorado Works and the Colorado Child Care Assistance Programs. Commissioner Vaad moved to approve said Memorandum of Understanding and authorize the Chair to sign. Seconded by Commissioner Jerke, the motion carried unanimously. CONSIDER REVISIONS TO OPERATIONS MANUAL,SECTION 6.000,COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms. Griego stated these revisions will provide a reimbursement authority through transfer to Employment Services. She stated this will continue the same funding level of$319,188, for a term beginning July 1, 2003, and ending June 30, 2004. She further stated the funding will continue the working relationship and system with the Employment Services Division to provide employment and training programs and services to Colorado Works clients. Ms.Griego stated this revision also deals with Weld County's Abstinence Program,which will eliminate references to Colorado Works funding,but maintain the ability of the project to use Colorado Works computer equipment 2003-1637 BC0016 and software,for a term beginning July 1,2003,and ending June 30,2004. Commissioner Masden moved to approve said revisions. Commissioner Vaad seconded the motion, which carried unanimously. CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION POLICIES AND PROCEDURES: Ms. Griego stated this revision will incorporate State rules changes regarding subsidized adoption, and also establish a County policy to maintain the adoption subsidy regarding children who are 18 years of age,have not graduated,and are actively enroled until they graduate from high school. She stated this subsidy would be paid from county-only resources with no federal or state match. Commissioner Masden moved to approve said revision. Commissioner Jerke seconded the motion, which carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
