The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, May 19, 2003, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner Robert D. Masden, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol A. Harding
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of May 14, 2003, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $2,301.74. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER AMENDMENT TO COLORADO WORKS PROGRAM AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Social Services, stated this amendment is to
extend the term of the agreement to September 30,2004,with slight modifications to the scope of services.
Commissioner Vaad moved to approve said amendment and authorize the Chair to sign. Seconded by
Commissioner Jerke, the motion carried unanimously.
CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms. Griego stated this revision is
recommended to adjust deadlines and scope of work criteria in order to accommodate delays in
implementing a Microwave Link to South Weld County. Commissioner Geile moved to approve said
revision. The motion, which was seconded by Commissioner Masden, carried unanimously.

CONSIDER AGREEMENT TO PURCHASE CHILD PLACEMENT AGENCY SERVICES AND AUTHORIZE
CHAIR TO SIGN-ABBA FAMILY SERVICES: Ms.Griego stated the term of said agreement is January 17,
2003 through June 30, 2003, and ABBA Family Services will be reimbursed according to State approved
Needs Based Care Assessment levels and rate table, which includes charges for room, board, and
treatment. Responding to Chair Vaad, Ms. Griego stated that, with only 42 days left in the contract period,
this will have to be retroactive to January 17,2003. Commissioner Vaad moved to approve said agreement
and authorize the Chair to sign. Seconded by Commissioner Geile, the motion carried unanimously.
CONSIDER AGREEMENT TO PURCHASE FOSTER FAMILY HOME SERVICES AND AUTHORIZE
CHAIR TO SIGN - PARKER PERSONAL CARE HOMES, INC.: Ms. Griego stated the term of said
agreement is March 7, 2003 through June 30, 2003, and the vendor will be reimbursed at a rate of$14.57
per day. Commissioner Jerke moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Geile, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
