Re: Brian Case Well
Dear Commissioner Vaad:
Kim Ogle of the Weld County Planning Department relayed to us on Friday, June 27, 2003 concerns
expressed by Weld resident Brian Case to you regarding his water well. Mr. Case lives in the vicinity of
Aggregate Industries' sand and gravel mining operation at Weld County Road 6 and U.S. Highway 85
(USR-905-Platte Valley Operation), and he is asserting that his water well has dried up due to Aggregate
Industries' gravel mining. He has apparently also indicated that he is not getting a response from
Aggregate in this matter.
Aggregate Industries' Environmental Manager, Jamie Gaboriau, advises that she had several
conversations with Mr. Case prior to his original contact with the County on April 10, 2003. It was
explained to Mr. Case that pumping from our operations into a ski lake north of his property had ceased
temporarily in March due to a permitting issue with CDOT. Pumping into the lake resumed on April 9,
2003, and we believed that the resulting groundwater recharge from the lake would help his well. He was
advised that we would re-evaluate the situation if he did not see any improvement after the lake began
filling. Additionally, we requested that he obtain a quote for drilling the well deeper. This quote was
received on April 14, 2003.
On April 18, the Platte Valley plant manager, Bill Rose, was asked to follow-up with Mr. Case regarding
his well problem. Mr. Rose has had numerous contacts with Mr. Case since that time, including
measuring the water level in the well on several occasions and running the well pump on one occasion for
nearly one and one-half hours in an effort to further evaluate the problem. A copy of our plant manager's
notes regarding these contacts is enclosed for your review.
Initially, Mr. Case stated he could not run his shower or other water utilities without his well surging. Mr.
Cases' well is relatively shallow, but our plant manager's measurements indicate that there is water in the
well. The pumping test, however, indicates that the well pump may be malfunctioning. A professional
well drilling company should further evaluate the well and pump condition.

evaluating the problem with his well, we do not believe that this well is within the zone of influence for
significant draw down from Platte Valley de-watering activity. Enclosed is a map obtained from Weld
County's web site, which shows the location of Mr. Cases' property. As the aerial photography is not
current, we have drawn on the map the approximate extent of current mining activity at the Platte Valley
Operation.
Using the buffer parcel feature from the County's web site a 1,320-foot buffer(1/4 mile) shows that the
Case property is over one-quarter mile from the Platte Valley Operation. The photo also indicates that
there is another mining operation approximately an equal distance southwest of the Case property.
Drought conditions over the past two to three years have certainly impacted groundwater levels, and thus
well conditions, throughout the State of Colorado. A ground water model conducted for the Platte Valley
operation during the summer of 2002 supports this, concluding that severe drought has been the primary
contributing factor for decreased well levels and performance in the area of this operation. Our ability to
pump water to the ski lake northwest of Mr. Case's property, however, has been significant in mitigating
for this drought related impact in addition to any impact that may be the result of mining activities in the
area. While this recharge effect was temporarily interrupted,the lake level has come up since pumping
resumed nearly three months ago, and the water level in the vicinity of Mr. Case's well has had sufficient
time to rebound as well.
A copy of this letter is being provided to Mr. Case to help him better understand what we have to date
only verbally communicated. It is our sincere hope that further evaluation of the Case well by
professionals will help determine the appropriate solution to his well problem.

On April 18th Plant Manager received an e-mail from Jaime Gaboriau in
regards to a neighbor south east of PV having well problems, and would like
for him to investigate this problem, Plant Manger responded he would get
with neighbor and see what was going on with well problem.
On May 2"d 2003 Plant Manager meet Mr. Case at his property to start
investigating problem of his well with him. Plant Manager discussed well
problem with Mr. Case and requested permission to do some monitoring and
testing of well. Plant Manager was granted permission .
On May 6`h 2003 well was measured at 2:45 pm. From top of well house to
bottom of well measured 28' 3". Hit water at 25' Mr. Case informed Plant
Manager that at this depth he could only run his well for an hour before it
started pumping air.
May 8th 3:30 pm hit water at 25'
May 9th 2:30 pm hit water at 25' . Mr Case was on site at this time, Plant
Manager showed Mr Case what we were using to measure well and
informed him well water was around 3'. At this time Mr. Case informed
Plant Manager that heavy irrigation of fields to the North, East, and South of
his property, was in progress.
May 14th 12:00 noon hit water at 24'. Heavy irrigation of fields to the north
of property. Mr. Case informed Plant Manager that at this level his well
would only run for a hour before it started pumping air. Plant Manager asked
permission to verify this statement from Mr. Case with an on site test with
AI personal to monitor test. Mr. Case gave permission.
May 23rd hit water at 24' heavy irrigation of fields to the East and North of
property.
June 1 Mr. Case called PV, wanting to get information about status of his
well problem. Mr. Cased informed Plant Manager he would like some
financial help in getting his well extend from AI. At this point Plant
Manager told Mr. Case he was coming over on June 12th to do some testing
of his well. On this date Plant Manager, DayFormen arrived at 11:15 to start
testing Mr. Case's statement of only being able to run well for a hour before
it started pumping air. Hit water at 24' turned on outside facet hooked to
hose ,and started to measure water pull from well. The first 10 minutes well
water dropped to 25', 20 minutes later water was at 25' 5" and stayed at
this level through out the remaining time of test. The overall length of test
came to lhour 25 minutes.
At the end of test it was apparent that the pressure of water flowing
from hose had dropped, and the motor on well pump was getting warmer,
this was the reason for stopping test. Pump seemed to not be operating
correctly and Plant Manager did not want any damage done to Mr. Case's
well equipment. At the end of test water level was at 25'5".
In summary, the well level did not vary much over the time period. Also
there was significant flow for a period of 1 hour and 25 minutes from the
facet without significant change in water level. Continual testing is required
to determine any effect on water levels.
