This report summarizes the activities of the Weld County Council during the second quarter of the calendar year 2003. April 15, 2003 -South West Weld County Administration Building • A review of Weld County's Assessor's Office was presented by Chief Deputy Assessor Chris Woodruff. He provided information about the Assessor's Office including: information brochures provided to the public; the growth in property values and revenues over the past twelve years; the methods of valuation and the assessment rates; the Colorado State Legislature's involvement in property tax issues; the technology used by the Assessor's Office (automated sketching, digital photography, GIS, and Internet access.) • Assessor Analyst Brenda Dones gave summaries of new growth data in the areas of construction, parcels created, and building permits. Lastly, Mr. Woodruff outlined the following property valuation issues for 2003: Senior Property Tax Exemption, Gallagher Amendment/residential rate study, reappraisal of all property, protest of valuations, and the legislative council audit. • Norma Taylor and Kim Profitt presented to the Council their concerns regarding the format of the Board of County Commissioners' public hearings, Planning Department procedures, and the salaries received by Weld County elected officials. • President Mitchell Martin asked Councilman Chip Marks to visit with Commissioner Masden regarding Ms. Taylor's planning concerns involving a site located in District 3. May 20, 2003 -Weld County Centennial Center • Councilman Chip Marks reported that he had visited with Commissioner Masden. Commissioner Masden had addressed with Norma Taylor her concerns she had presented at the Weld County Council's April 15, 2003 meeting. • The Council voted to dispose of Weld County Council documents as provided by law except for legal opinions received from Weld County Attorneys, Weld County Council member roster information, minutes, and resolutions. • By motion the Council approved the Weld County Council's 2004 budget totaling $500 less than its 2003 budget. June 17, 2003—Weld County Centennial Center • Weld County Clerk and Recorder Steve Moreno presented a statistical overview of the transactions occurring in, and the mission statements of, the Motor Vehicle Department, the Recording Department, and the Election Department which comprise the office of the Clerk and Recorder. He said that both the Recording and Motor Vehicle Departments are revenue- generating departments for Weld County, and he emphasized the success of the Clerk & Recorder Division has been because of the hard-working, dedicated employees. • Mr. Moreno highlighted the following topics that have been initiated or improved in 2003: turnaround time for recorded documents; communication and relationships between departments and staff members in the division; ICRIS (Internet Complete Recording and Imaging System;) - e.2 2003-2073 Weld County Council Report to the People July 15 2003 Page 2 of 2 HAVA (Help America Vote Act;) planning for electronic titling of vehicles; office efficiency response cards from customers; comprehensive training including departmental cross training; a luncheon with Weld County municipal clerks; savings to the county due to more efficient map cabinets; impact of state and federal statutes on the office's policies and procedures; an ongoing move to standardize voter registration; and ongoing additional options on the office's website. • Chief Deputy Clerk and Recorder Mary Ann Forbes reported improved morale and communication between the office's employees and their boosted professionalism since Mr. Moreno became Clerk and Recorder. She said that his encouragement of cross training between departments, and his interest in the concerns and personal growth of each member of his staff, have received an overwhelming positive response. • President Martin reported a citizen's request for a Weld County noise ordinance had been sent to the Board of County Commissioners. During the second quarter of 2003, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. Ten meetings a year are at the Weld County Centennial Center, Greeley, Colorado. Two meetings a year the Council will meet at Weld County's Southwest Administration Building in Longmont, CO. For information please contact the County Council office.
