Dear Commissioner Carlson:
I am pleased to announce the award of $295,000 in Community Development Block
Grant funds to Weld County. This award is being made from 1984 "Small Cities"
CDBG funds for the rehabilitation of owner-occupied homes in the Town of
Kersey and acquisition/relocation in Gill .
The enclosed letter from Morgan Smith specifies any special conditions placed
on this award and outlines procedures for entering into contract and for the
State's release and disbursal of funds.
Congratulations on your successful application for these funds. We look for-
ward to working with you in undertaking and completing your project.

Dear Commissioner Carlson:
It is my pleasure to award Community Development Block Grant (CDBG) program
funds in the amount of $295,000 to Weld County for the rehabilitation of
owner-occupied homes in the Town of Kersey and acquisition/relocation in
Gill . This award is subject to the following special conditions: 1 ) No CDBG
funds will be used for the demolition of acquired homes; and 2) repayment
agreements will be filed as liens on all homes rehabilitated with CDBG funds.
To initiate contracting procedures, please contact Ramona Elizalde (2033). As
you know, no funds are obligated by the State until a grant contract has been
properly executed. No expenses incurred before the contract is fully executed
by all parties will be reimbursed by the state. As you also know, federal
regulations prohibit incurring costs or expending funds on activities for
which an Environmental Assessment is required until such an assessment is
carried out and the appropriate release of funds and certification procedures
are completed. Let me also remind you of a new federal statutory requirement
for CDBG grantees to identify, prior to receiving distributions of CDBG funds
from the State, their community development and housing needs, including the
needs of low- and moderate-income persons, and the activities to be undertaken
to meet such needs.
To assist you in successfully implementing and administering your grant
project, we will conduct a workshop on July 17, 18 and 19 on the federal and
State requirements and procedures applicable to CDBG funded projects.
Specifics on the workshop will be sent to you in the near future.
We appreciate your cooperation in our review of your application and your
attendance at the CDBG Advisory Committee meeting. We are now looking forward
to working with you in undertaking and successfully completing your project.
