RE: APPROVE EXPENDITURE AUTHORIZATION MODIFICATION TO WORKFORCE
INVESTMENT ACT (WIA) TEN PERCENT TRAINING GRANT AND AUTHORIZE
CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization
Modification to Workforce Investment Act (WIA) Ten Percent Training Grant between the County
of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Human Services, Employment Services of Weld County,
and the Colorado Department of Labor and Employment, commencing October 1, 2003, and
ending June 30, 2004, with further terms and conditions being as stated in said authorization,
and
WHEREAS, after review, the Board deems it advisable to approve said authorization, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Expenditure Authorization Modification to Workforce Investment
Act (WIA) Ten Percent Training Grant between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, Employment Services of Weld County, and the Colorado Department of Labor
and Employment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said authorization.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 1st day of October, A.D., 2003.

CRS 24-30-202 requires that the State Controller approve all state contracts. This contract is not valid until the State
Controller, or such assistant as he may delegate, has signed it. The contractor is not authorized to begin performance
until the contract is signed and dated below. If performance begins prior to the date below,the State of Colorado may
not be obligated to pay for the goods and/or services provided.

SCOPE OF WORK:
A. Purpose and Goal
Employment Services of Weld County will use the award of$3,875.00 to obtain the
necessary resources to address the areas of identifying the competitive environment and
the strategic challenges of thinking globally to implement its Continuous Improvement
Plan.
B. Services to be Provided
Employment Services will obtain the necessary services and resources needed to
address the areas identified in its Continuous Improvement Plan. This may include staff
training and/or hiring consultant to assist us in working on the identified areas.
C. Projected Number of Participants to be Served
N/A
D. Expected Outcomes
The Expected Outcomes for this project is that Employment Services of Weld County will
meet the goals identified in its Continuous Improvement Plan.
E. Coordination with other One-Stop Partners
Employment Services will coordinate these actitivties as appropriate with its One-Stop
partners.
F. Other Financial Resources to Support Program
N/A
G. Subcontracting Arrangements
Not applicable. Weld County does not subcontract services.

Employment Services of Weld County will utilize the award of$3,875.00 of the WIA 10% Training
Grant to provide resources needed to address the areas of identifying our competitive
environment and thinking globally. This may include purchasing staff training or hiring
consultants to assist in these areas.

Authorization Request
Enclosed for Board approval is an Expenditure Authorization requesting funds in the amount
of$3,875.00 of WIA 10% Training Grant Funds. The period of performance for this request
is October 1, 2003 to June 30, 2004. These funds will be used to obtain the necessary
services and resources to address the areas identified in the Weld County Workforce
Development Board's and Employment Services of Weld County's Continuous Improvement
