HomeMy WebLinkAbout20031928.tiff Jacqueline Hatch - minutes 6-26-03.wpd Page 1 MINUTES OF THE WELD COUNTY UTILITIES ADVISORY COMMITTEE A regular meeting of the Weld County Utilities Coordinating Advisory Committee was held on Thursday,June 26, 2003,at 10:00 a.m.,in the Conference Room of the Weld County Planning Department at 1555 N. 17th Avenue, Greeley,Colorado. Members Present: Peter Schei and Donald Carroll,Weld County Department of Public Works. Also Present:Jacqueline Hatch, Planner;Donita May, Secretary. Don Carroll,Public Works,called the meeting to order. 1. APPLICANT: Daryll&Carol Propp,Propp Realty, Inc. CASE NUMBER: PF-543 PLANNER: Jacqueline Hatch REQUEST: Final Plat for a 7-Lot Minor Subdivision-Long's Peak Estates LEGAL: Part NW4 and part NE4 of Section 9,Ti N, R68W of the 6th P.M.,Weld County,Colorado LOCATION: South of and adjacent to CR 12, between CR 5 and CR 7 Jacqueline Hatch introduced Case PF-543.The applicants were represented by John Rinko, Rinko, LLC, 1023 S. Beach, Lakewood,CO 80228 and Sean Welsh,civil engineer,Welsh Design Consultants. Mr.Rinko said they have a 7 lot subdivision over 32 acres that will utilize on site septic systems with primary and secondary dedicated septic envelopes. Water will be provided through water taps obtained from Left Hand Water District. The water main will go through the property,connecting on the back of a road to provide a loop system to assist water pressures in the general area and the neighborhood,as requested by Left Hand Water District. There will be two paved cul-de-sacs designed and constructed per state and county standards. Landscape plans meet the requirements and include over 17 percent open space dedicated with trails for hiking and horse traffic.. Mr. Rinko said they have worked very hard with the neighbors to provide a development that will blend into the present uses in the area. Mr.Carroll asked Ms. Hatch if the Planning Department requires a sign off sheet for the utilities that will be utilized on site? She replied that she did not know but would check into that. i"1 Mr.Carroll said he and Mr.Schei have reviewed the plat and have these recommendations to make: perimeter easements and lot line easements need to have access for all utility users and accommodate drainage on the sides; a fifteen foot front lot easement is required by the County Code;adjacent lots require a ten foot utility and drainage easement,or a portion on each side of the lot,for a total of twenty feet. Mr.Schei pointed out that between lots 1 and 2 they need a total of twenty feet and the plat shows ten feet and additionally the back side of the lots must have a twenty foot easement as required by the County Code. He questioned whether there was a contiguous easement across lots 2 and 3 for utility companys access and suggested access be designated on out lot A. Mr.Carroll said a note can be placed on the plat allowing utility access on out lots,or it can be solved by designating perimeter easements. He told the applicant's representatives that he was not sure how they would prefer to handle the access issue but that something needed to be designated on the plat.Mr.Carroll said they need to get across out lot A with some type of an easement in order to access the second development. Mr.Carroll asked the applicant's representatives if they understood the reason for the utility easements specific requirements? He repeated that typical county requirements include ten feet on both sides of the lot lines for a total of twenty feet, fifteen feet on the front,and twenty feet on the back. Mr.Welsh then said that the main part of out lot A is open space to protect the wetlands in that area,and he and Mr. Rinko were hesitant to designate a utility easement in the area because of the wetlands. Peter Schei motioned to approve the plat with the following amendments:(1)contiguous utility easement between lot 2 and 3 in the out lot A area; (2)include a note on the plat that out lot A may be used as a utility crossing;(3) amended revisions of adjacent lot lines that are contiguous require a twenty foot easement,ten feet on each side of the lot line;and(4)back side easements are twenty feet with front easements at fifteen feet. Don Carroll seconded the motion. Motion passed.
