Home My WebLink About20033514 RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO DECEMBER 31, 2003 TAPE #2003-51 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, December 31, 2003, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner David E. Long, Chair Commissioner Robert D. Masden, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Carol A. Harding Controller/Treasurer, Claud Hanes MINUTES: Commissioner Vaad moved to approve the minutes of the Board of Social Services meeting of December 29,2003,as printed. CommissionerJerke seconded the motion,and it carried unanimously. WARRANTS: Claud Hanes, Controller/Treasurer,presented the warrants for approval by the Board in the amount of $15,693.42. Commissioner Masden moved to approve the warrants as presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER COORDINATION AND PURCHASE OF SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN-WELD FOOD BANK, INC.: JudyGriego, Director of Social Services,stated this agreement, in the amount of$4,039.20,will provide 825 food baskets for eligible low-income clients through the Weld Food Bank. She said the term of the agreement ends June 30, 2004. Commissioner Vaad moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Geile, the motion carried unanimously. CONSIDER AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN -WELD FOOD BANK, INC.: Ms.Griego stated this agreement is for the 2004 calendar year,and will provide a food box for eligible clients whose income is below 185 percent of poverty and according to the conditions further explained in the agreement. She said the food boxes are valued at$19.70 per box, and the maximum amount of the 2003-3514 BC0016 0/-13--at/ agreement is$8,500. Commissioner Masden moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Jerke, the motion carried unanimously. CONSIDER AMENDMENT TO CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - ISLAND GROVE REGIONAL TREATMENT CENTER: Ms. Griego stated this amendment increases the reimbursement level from $30,000 to $76,200 to pay for alcohol and drug evaluation and assessment services,as well as room and board costs for residential treatment. She said the term of the agreement ends on May31,2004. Commissioner Geile moved to approve said amendment and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER AMENDMENT TO CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-NORTH RANGE BEHAVIORAL HEALTH: Ms. Griego stated this amendment will pay North Range Behavioral Health for direct and indirect hours needed to complete a psychological evaluation, reimburse North Range Behavioral Health only when the entire evaluation is completed and submitted for payment, and define a referral as "active" for 90 days from the issuance date. Commissioner Masden moved to approve said amendment and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN- WELD COUNTY DENTAL SOCIETY: Ms.Griego stated this agreement is for the 2004 calendar year and will provide emergency dental care at a sum of $165 per person per year, with a 10 percent co-pay requirement by the patient. She said the maximum amount of the agreement is$17,000. Commissioner Geile moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN- WELD COUNTYASSOCIATION OF OPTOMETRISTS AND OPHTHALMOLOGISTS: Ms.Griego stated this agreement is forthe 2004 calendar year and will provide vision services as outlined in said agreement. She also stated the reimbursed amount will not exceed$22,000. Commissioner Jerke moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER COLORADO WORKS PROGRAM AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN -THE COMMUNITY FOUNDATION SERVING GREELEY AND WELD COUNTY: Ms. Griego stated this agreement is also for the 2004 calendar year and will provide emergency clothing to Colorado Works female clients who are seeking employment or maintaining employment. She explained the clothing will be provided by Leanna's Closet,and the maximum amount reimbursed will be$1,500. Commissioner Geile moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. CONSIDER CHILD AND ADULT PROTECTION AGREEMENT FOR LEGAL SERVICES AND AUTHORIZE CHAIR TO SIGN - BRUCE BARKER, WELD COUNTY ATTORNEY: Ms. Griego stated the County Attorney's Office will provide legal services necessary to comply with state laws and regulation concerning care for children and adults including court action necessary to the well-being of children and adults over which custody has been granted to the Department of Social Services. She stated the maximum amount to be reimbursed is$280,222.11. Responding to Commissioner Geile,Ms.Griego stated three FTE's work on social services issues, with other direct assistance given from the County Attorney's office. Seconded by Commissioner Jerke, the motion carried unanimously. CONSIDER CHILD SUPPORT ENFORCEMENT COOPERATIVE REIMBURSEMENT AGREEMENT FOR IV-D SERVICES AND AUTHORIZE CHAIR TO SIGN-BRUCE BARKER,WELD COUNTY ATTORNEY: Ms. Griego stated under this agreement the County Attorney's Office will provide legal services as necessary to establish paternity and support obligations,and to secure support for any person eligible for IV-D services,as well as assist in other child support matters. She stated the maximum amount of funding is$103,750.20. Commissioner Masden moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Jerke, the motion carried unanimously. CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION POLICIES AND PROCEDURES: Ms. Griego stated the purpose of this revision is to provide a three percent cost-of-living increase, excluding respite care, to County Certified Foster Care Providers. Commissioner Geile moved to approve said revision. The motion,which was seconded by Commissioner Jerke, carried unanimously. CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms.Griego stated this revision,to become effective January 1,2004,will incorporate the Employment Services staff into their reimbursement level and disconnect them from the payroll process of the Department of Social Services. Commissioner Geile moved to approve said revision. The motion, which was seconded by Commissioner Masden, carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
