RE: APPROVE LETTER OF AGREEMENT ON CHARITABLE PROJECT FUNDING:
HOLIDAY SUPPORT, GRANDPARENT INFORMATION CENTER AND AUTHORIZE
CHAIR TO SIGN -AARP
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Letter of Agreement on Charitable Project
Funding: Holiday Support,Grandparent Information Center, between the County of Weld,State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services,Area Agencyon Aging,and AARP,with terms and conditions being
as stated in said agreement, and
WHEREAS,after review,the Board deems it advisable to approve said agreement,a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Letter of Agreement on Charitable Project Funding: Holiday Support,
Grandparent Information Center, between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, Area Agency on Aging, and HARP be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said agreement.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 29th day of December, A.D., 2003.

LETTER OF AGREEMENT ON CHARITABLE PROJECT FUNDING:
HOLIDAY SUPPORT-GRANDPARENT INFORMATION CENTER
Dear Sir or Madam:
This letter sets out the agreement between Weld County Division of Human Services' Area Agency on
Aging(AAA),and AARP, a nonprofit tax-exempt social welfare organization described in section
501(c)(4)of the Internal Revenue Code,under which AAA will provide funds for goods and services to
benefit the children being raised by grandparents.
Definitions. The following capitalized terms in this letter have the following meanings:
The term"Charitable Project"means the project identified and described in Exhibit A attached
to this letter. The term"Charitable Project Services"means those services identified and
described in Exhibit A, which AAA will provide to and on behalf of AARP,for the sole purpose
of performing the Charitable Project.
The term"Charitable Project Funds"means the money or other property or assets specified in
Exhibit A, which AARP will pay or otherwise make available to AAA in order for AAA to carry
out the Charitable Project under AARP's oversight and control,by performing the Charitable
Project Services.
AAA's Use of Charitable Project Funds. AAA shall use the Charitable Project Funds exclusively for the
purpose of funding charitable activities.
AAA's Reporting Obligations. AAA shall make a report to AARP reflecting AAA's use of the Charitable
Project Funds. The report shall be made by March 31,2004. The report shall include in reasonable detail
an accounting of all Charitable Project Funds spent within the relevant reporting period and the purposes
for which they were spent,together with a statement of any unspent funds that remain on hand. The reports
shall be prepared so that the use of the Charitable Project Funds solely for Charitable Project Services can
be reasonably traced and confirmed by AARP. AAA shall maintain books and records consistent with
good business practices relating to the receipt,holding and expenditure of all Charitable Project Services.
AARP"s Control and Audit Rights. AARP shall at all times remain in overall control of the Charitable
Project,and AARP and AAA shall cooperate to assure successful performance and conclusion of the
Charitable Project. AARP shall have the right to audit AAA's books and records if requested and with
reasonable notice,to confirm that Charitable Project Funds are expended by AAA solely in the
performance of the Charitable Project Services.
Repayment or Refund of Charitable Project Funds. In the event that AARP reasonably determines,
through audit,review of periodic reports, or otherwise,that any Charitable Project Funds were used by
AAA for purposes other than the performance of Charitable Project Services,AAA shall promptly
reimburse AARP for the amount of such improperly expended Charitable Project Funds. At the
conclusion of the Charitable Project,AAA shall refund to AARP any Charitable Project Funds that have
not been expended by AAA in the performance of Charitable Project Services. Furthermore,AARP has
the right to terminate the Charitable Project,and to require the immediate refund of all remaining
Charitable Project Funds,if AAA shall fail to comply with the terms of this Letter of Agreement or shall
otherwise perform any act or acts in connection with the Charitable Project not in accordance with the
stated purposes of this award.

Charitable Project.
Name: Holiday Support-Grandparent Information Center
Charitable Project Funds.
$2,000
Charitable Project Services.
As described below.
Funding Proposal: AARP's Grandparent Information Center(GIC) received funds from the
AARP Foundation to underwrite small grants to many support groups, in approximately 40 states,
for grandparents raising grandchildren. The purpose of these grants, to be used at the discretion
of each recipient support group, would be to fund special winter holiday activities or gifts for the
children in these grandparent-headed households. Grandparents raising grandchildren are
disproportionately low income, in part because many are stretching fixed retirement incomes to
accommodate the needs of their grandchildren. However the support groups choose to use their
funding, these grants could make the holidays very special for their members and their
grandchildren.
The Role of AARP's GIC: The Grandparent Information Center provides national and local level
information and referral relevant to the 2.4 million grandparents raising 4.5 million grandchildren
in this country. The GIC offers a free quarterly newsletter for grandparents raising grandchildren
as well as additional print and web-based information. The GIC also supports the activities of
AARP's state offices, many of which assist support groups and grandparents raising
grandchildren in a variety of ways. The support groups have many functions, which include
providing social support as well as assistance to grandparents with the many legal, financial,
educational, health, insurance, housing and other problems that often arise when grandparents
must step in to take over their grandchildren's care.
The GIC and many of AARP's state offices are therefore well-equipped to identify those support
groups which would be the best candidates for receiving these grants. AARP's GIC would select
the grantees through the following process:
• Seek out only those support groups which are sponsored by a government agency, a
non-profit, or other entity that provides stability and a designee for receiving the
funds;
• Select only those groups that pledge to report how they use the funds;
• Provide funding to groups supporting grandparents raising grandchildren.
The GIC will set up a mechanism for communicating with the states, assisting as needed in their
selection of grantees. The GIC will also manage the dissemination of funds.
The financial contribution of AARP Foundation will be recognized by AARP in the following ways:
• Grantees will be notified that funds have been underwritten by Anheuser-Busch;
• AARP will send announcements to the media in those communities where the recipient
support groups are based;
• The grantees will also be advised by AARP of the availability of the materials and video
available through the Anheuser-Busch Foundation's "Family Talk" program.

Enclosed for Board approval is a letter of agreement between the Area Agency on Aging and AARP.
AARP will award the Area Agency on Aging a one-time only grant of$2,000 to provide services to
grandparents raising grandchildren by December 31, 2004. The grant will allow the Area Agency on
Aging to provide a variety of services to the grandparents in greatest economic need.
