Long, Chair Commissioner Robert D. Masden, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Glenn Vaad Also present: Acting Clerk to the Board, Carol A. Harding County Attorney, Bruce Barker Director of Finance and Administration, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated September 26,2003,and duly published October 2, 2003, in the South Weld Sun, a public hearing was conducted to allow citizens to review and comment on whether to submit an application for the Owens-Brockway Glass Container, Inc., Project to develop infrastructure to the site including water and sanitary sewer improvements,and discuss other needs in the community that might be addressed through the CDBG program . Bruce Barker, County Attorney, made this a matter of record. Don Warden, Director of Finance and Administration,stated all Community Development Block Grant applications require a public hearing be held prior to submission. He also explained with the location of Owens-Brockway Glass Container, Inc., in Windsor,the State has given preliminary approval of$772,500 forgetting water and sewer to the site. He stated staff may not be able to show this application is of benefit to 51 percent of low to moderate income individuals in the area, therefore it may not qualify. No public testimony was offered concerning this matter. Jerke DOCKET#2003-74 e(� Glenn Vaad 2003-2868 FI0037 PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING Docket#2003-74 The County of Weld plans to submit a Community Development Block Grant(CDBG)application to the State of Colorado, Department of Local Affairs. CDBG funds are intended to provide decent housing,suitable living environments and economic opportunities,principally for low and moderate income persons through rehabilitation and preservation, economic/job development and public facilities improvements. It is estimated that$4,099,513 will be available statewide for the "Small Cities" CDBG program projects. The application being considered would request$772,500 for a project which involves construction of a new 545,000 square foot manufacturing facility for Owens-Brockway Glass Container, Inc.,a wholly owned indirect subsidiary of Owens-Illinois, Inc. Construction of the building and equipment will be provided by private financing. CDBG funds will be used to develop infrastructure to the site including water and sanitary sewer improvements. it is estimated that approximately 51% of the funds would benefit low and moderate income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced. A public hearing will be held at 9:00 a.m. on Monday, October 13, 2003, in the first floor hearing room,at 915 10th Street,Greeley,Colorado,to obtain citizen views and to respond to proposals and questions related to: • the proposed CDBG application for infrastructure development • community development and housing needs,including the needs of low and moderate income persons, as well as other needs in the community that might be addressed through the CDBG program. • the performance of the County of Weld in carrying out its community development responsibilities. Written comments are also welcome and must be received by 9:00 a.m. on Friday, October 10, 2003,at 91510th Street,Greeley, Colorado 80631. Oral and written comments will be considered in deciding whether to submit an application forthe proposed project. Written summary information will be available at the offices of the Project Administrator: Greeley/Weld Economic Development Action Partnership, Inc.,(EDAP),822 7th Street,Suite 550,Greeley,Colorado,on October6,2003 until October 14,2003,on this CDBG application which Weld County intends to submit to the state.
