HomeMy WebLinkAbout20031734.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO JULY 2, 2003 TAPE #2003-24 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, July 2, 2003, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner David E. Long, Chair Commissioner Robert D. Masden, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Controller/Treasurer, Claud Hanes MINUTES: Commissioner Jerke moved to approve the minutes of the Board of Social Services meeting of June 30, 2003, as printed. Commissioner Geile seconded the motion, and it carried unanimously. WARRANTS:Claud Hanes,Controller/Treasurer,presented the warrants for approval by the Board in the amount of$79,044.60. Commissioner Masden moved to approve the warrants as presented by Mr. Hanes. Commissioner Jerke seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES FOR DOMESTIC VIOLENCE AND ANGER MANAGEMENT EVALUATIONS AND TREATMENT FOR ADULTS AND AUTHORIZE CHAIR TO SIGN-ISLAND GROVE REGIONAL TREATMENT CENTER:Judy Griego,Director of Department of Social Services, stated the term of this agreement is from July 1, 2003, through June 30, 2004. She stated the Department of Social Services agrees to reimburse Island Grove Regional Treatment Centera maximum of$7,500,according to the service and fee schedule,to provide domestic violence and anger management evaluations and treatment for adults under the Child Welfare System. In response to Commissioner Vaad, Ms. Griego stated the successfulness of the treatment is measured by the court based on reports which indicate whether the adults will be allowed to be reunited with their children. She further stated the success of the treatment is also tied into the Department's benchmarks and the percentage of families which are reunited. Commissioner Vaad moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. 2003-1734 BC0016 CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES FOR ALCOHOL AND DRUG TESTING OF ADULTS AND AUTHORIZE CHAIR TO SIGN-ISLAND GROVE REGIONAL TREATMENT CENTER: Ms. Griego stated the term of this agreement is from July 1,2003,through June 30,2004. She stated the Department of Social Services agrees to reimburse Island Grove Regional Treatment Center a maximum of $5,000 to provide immediate alcohol and drug testing of adults under the Child Welfare System. CommissionerJerke moved to approve said agreement and authorize the Chair to sign. The motion,which was seconded by Commissioner Vaad, carried unanimously. CONSIDER AGREEMENT TO PURCHASE FOSTER FAMILY HOME SERVICES AND AUTHORIZE CHAIR TO SIGN-HARMONY HOST HOMES: Ms. Griego stated the term of this agreement is from July 1,2003, through June 30,2004. She stated the Department of Social Services agrees to reimburse Harmony Host Homes a rate of $552 per month, including room and board, but excluding the Children's Habilitation Residential Program(CHRP)rate,unless the cap on CHRP resources is exceeded statewide. In response to Commissioner Geile, Ms. Griego stated this particular provider will service approximately three youth. Commissioner Vaad moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Jerke, and it carried unanimously. CONSIDER 9 AGREEMENTS TO PURCHASE CHILD PLACEMENTAGENCY SERVICES WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN:Ms.Griego stated the term of these agreements is from July 1, 2003,through June 30, 2004. She stated the Department of Social Services agrees to reimburse the vendors according to the Needs Based Care Assessment Levels that include room, board, and treatment services. Commissioner Jerke moved to approve said agreements and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. CONSIDER 20 AGREEMENTS TO PURCHASE RESIDENTIAL TREATMENT CENTER SERVICES WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the term of these agreements is from July 1, 2003, through June 30, 2004. She stated the Department of Social Services agrees to reimburse the various vendors at rates including room and board costs,but excluding Medicaid treatment costs. In response to Chair Long, Ms. Griego stated staff is working toward a solution-focused type of treatment,which results in a shorter duration versus placement for long periods of time. She stated they still have a benchmark for the total number served; however, they need to shorten the length of time children spend in residential treatment centers. She further stated staff has also been coordinating with other counties to get more monitoring in the residential treatment centers. Responding to Commissioner Vaad, Ms. Griego stated the Child Placement Agency and Residential Child Care Facilities agreements cover treatment costs without Medicaid. She explained there is a movement with Health Care Policy and Financing,regarding Residential Treatment Centers,that the Medicaid costs be shifted from the County's allocation to the Mental Health service providers. She further stated the room and board costs are verified through the State structure. She stated many of the facilities are getting more detailed due to recent State audits;however,the Department of Social Services came to an impasse last week regarding how the room, board,and Medicaid costs are computed. She stated those differences will likely need to be resolved by the Child Welfare Allocations Committee. Responding to Chair Long, Ms. Griego stated the Residential Treatment Centers must submit progress reports of verified treatment. Commissioner Vaad moved to approve said agreements and authorize the Chair to sign. Commissioner Jerke seconded the motion, which carried unanimously. CONSIDER 22 AGREEMENTS TO PURCHASE RESIDENTIAL CHILD CARE FACILITIES SERVICES WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the term of these agreements is from July 1, 2003, through June 30, 2004.
