Explain, in detail, the proposed use of the property. We are hoping to place a new, manufactured home on this property to use as our principal residence without disconnecting services to the existing single-family dwelling. Chapter 23 of Weld County Code, Policy 4.1.5 directs the utilization of existing housing, which is precisely what we are attempting to do. By allowing the continued use of the original home on this property, affordable housing is made available without further impact on water supplies or adding to already-significant urban sprawl. The existing house (approximately 800 square feet) is an historic part of Weld County, having been built more than 100 years ago. It is still perfectly serviceable and well-maintained. Currently, a young family rents this house, who would be hard-pressed to find other equally comfortable, economical housing in the Fort Lupton area. We have three parents in their seventies who, very likely, will require assisted living in the near future, which we could provide in this setting. No matter what reason keeps this property in use and in optimum condition, preservation of this piece of Weld County's heritage benefits all of us. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22. Our proposed use will have negligible impact on available farmland, water resources, wildlife habitats, our neighbors, Fort Lupton schools or other services. Our intent is to utilize existing housing and pastureland, and maintain the rural character of this property. We have no interest in development, commercial, or industrial use. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 and the zone district in which it is located. We do not intend to alter the way in which this property has been used for over 100 years. It is zoned agricultural and will continue to be used as farmland/pastureland. Our new home will not be placed on an irrigated portion of our land, leaving more than 85% of the property still available as prime farmland. Private homes on land used to graze animals and/or grow feed surround our property, which is our intended use also. 5. Describe, in detail, the following: a. How many people will use this site? Two adults in the proposed new home; three or fewer individuals in the original house. b. How many employees are proposed to be employed at this site? None. c. What are the hours of operation? N/A d. What type and how many structures will be erected (built) on this site? One new house with attached garage. e. What type and how many animals, if any will be on this site? This land is currently used to graze 20 or fewer cattle. At this time, we have no intention of any other use or animals. f. What kind (type, size, weight) of vehicles will access this site and how often? Two or three personal vehicles two or three times a day. g. Who will provide fire protection to the site? Fort Lupton Fire Protection District. h. What is the water source on the property? Domestic—well; Irrigation — Fulton Ditch. Well Permit No. 244578 attached which specifies ample production to supply two single-family homes. i. What is the sewage disposal system on the property? Septic tank and leech berm — Septic Permit No. SP-9600025 attached. Upon approval of our U.S.R., a second septic system will be installed. j. If storage or warehousing is proposed, what type of items will be stored? N/A 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. We intend to landscape around our new home with a small lawn, trees and shrubs typical of residential applications. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. N/A 8. Explain how the storm water drainage will be handled on the site.
