This report summarizes the activities of the Weld County Council during the fourth quarter of the calendar year 2002. October 15, 2002 -Weld County Centennial Center • Mr. Bob White, charter member of the Weld County Home Rule Committee, gave an overview of the county's history as a home rule county which was initiated by the League of Women Voters in the 1970's. President Joyce Smock, Vice President Mitchell Martin, and Mr. White discussed changes in county government since the 1970's and the role and responsibilities of the Weld County Council. November 19, 2002 -Weld County Centennial Center • The Weld County Council met with the Weld County Board of County Commissioners in a public hearing providing opportunity for the Commissioners to request an increase in the 5% growth limitation on the County's annual tax levy, an option provided for in Weld County's Home Rule Charter. Commissioner Geile and Finance Director Mr. Don Warden said that the Council's approval could provide $1,711,302 additional tax revenue, and it would not raise the county's mill levy or property taxes for 2003. The $1,711,302 would be used as follows: Strategic Road Improvements $869,047 -for the development of needed arterial, north- south roads in Weld County-specifically improvement to Weld County Road 13. Municipal Share Back $292,255 West Nile Virus Response (WNV) $550,000 -for an integrated mosquito management program, in conjunction with the county's municipalities, including a county-wide education program to reduce the risk of WNV causing human deaths in Weld County. Total $1,711,302 • Following the public hearing, the Weld County Council held its regularly monthly meeting where Mr. Randy Propp, Weld County Elections Supervisor, explained the following procedures of the Weld County Election Department to Council members: provisional ballots, absentee ballots, make-up of precincts, voting locations, post election office activities, voter registration software, scanning and tracking of•voter signature cards, and automatic mailings. • Council members discussed pros and cons of the Commissioners' request including: growth in the county justifies the need for additional tax revenue; concern the Commissioners were requesting additional tax revenue two years in dO rinc ?y- ,oC3 2003-0531 Weld County Council Report to the People January 21,2003 Page 2 of 2 a row; January 1, 2003 impact fees for roads in unincorporated Weld will provide some monies for Weld's Strategic Road Plan; money for roads is a never-ending • need; second year of WNV appears to be potentially more deadly than first year; mosquito spraying is a questionable endeavor within irrigated farm land; WNV public education is vital; and funding this request eliminates a mill levy cut opportunity. • The Council tabled the Commissioners' request to raise the 5% tax limitation for 2003 until a special meeting of the Council can be held before December 11, 2002. December 2, 2002 -Weld County Centennial Center • The Board of County Commissioners withdrew its request to raise the 5% tax limitation for 2003, so the Weld County Council did not vote on that topic. • The Council seta deadline of 5:00 p.m. Friday, January 10, 2003 to receive letters of applications with resumes from applicants for the Council vacancy in District 1. Council members decided to meet January 21, 2003, 5:30 p.m., at Weld County's Centennial Center to interview District 1 applicants. During the fourth quarter of 2002, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. in the Weld County Centennial Center, Greeley, Colorado or in a Weld County town at a time and place to'be announced.
