HomeMy WebLinkAbout20031742.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON EAST 20TH STREET AT CHERRY AVENUE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that "Stop" signs be installed on East 20th Street at Cherry Avenue, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "Stop" signs on East 20th Street at Cherry Avenue for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 7th day of July, A.D., 2003. Hempen, Jr., P.E., Director of Public Works/County Engineer linkFrom: Wayne Howard, P.E., Project Manager/7/4-- COLORADO RE: Multi-way Stop Sign Request—East 20 St. and Cherry Commissioner Rob Masden called and requested that we look at the intersection referenced. Currently, E. 20 st. is stopped at Cherry. A new elementary school is being build approximately 600 ft. east of the intersection and will open this upcoming school year. On 6/6/03, I made a site visit to review conditions that might warrant a four-way stop. The first two photo's were taken stopped on E. 20` St. facing east. Y g k all . direction, you must pull forward to see around the vegetation putting the front nose of the vehicle t` within a few feet of the oncoming driving lanes. r Of course this distance will vary with different types of vehicles. I could find no accidents that have occurred at this location within the last three years. The MUTCD, Section 2B.07, gives guidance when to install a multiway stopped condition. In my opinion, this intersection meets several of the optional criteria as follows: B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; (Although this will probably not occur until the school opens, I think we could be pro-active at this intersection.) C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to safely negotiate the intersection unless conflicting cross traffic is also required to stop; D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multiway stop control would improve traffic operational characteristics of the intersection; Based upon the above information, I recommend that a multiway stop application be installed at this intersection. .` r c it 4 I r , ., {�` % '....
