WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners held a public hearing on the 11th day of August, 1982, at the hour of 2: 00 o'clock p.m. in the Chambers of the Board for the purpose of hearing the application of Kellogg Elevators, Inc. , P. O. Operations Standards for Uses by Special Review, Section 24.6 et. seq. of the Weld County Zoning Ordinance shall be complied with. 4. The Use by Special Review shall be limited to the plans shown hereon and governed by the Standards stated above and all applic- able Weld County Regulations. Planning Commission Dear Sirs: 'As you know the Kellogg Elevator in Dacono, Colorado, has been serving the 'farming community in the South West corner of Weld County now for some ten 'years, in that time we've seen some changes in our agricultural environment, and have done the best we could to change with times in an effort to better serve our customers. In 1973 we started to build the storage capacity by adding two big tanks, ' .leg and pit to serve them (shown on your map as section B, Tank #1 & #2) .we also added in section A, tanks #7, #8 & #6, enlarged #9, #10, #11 and •#12. At that point it seemed to- be sufficient as far as the storage capa- • city was concerned. In 1974 we found ourselves' in need• for more storage space, so we built two more tanks (shown on your map -as section B, tank #3 & #4) a leg and pit to serve them, and again we felt confident that we :would be able to handle the grain in our area without having to turn any- one away, but in 1975 we found we needed more storage again and to best serve our customers we knew we would have to build a new section, one to , •handle storage barley through harvest, more of our farmers were turning to barley as their major crop, and it was up to us to find a way to handle .this larger than ever barley crop, so we built section C, . that was in 1975 and now it's 1982 and we find ourselves in shortage of storage space for the last three years, but because of high interest rates and the cost of building, we have hesitated. The last three harvests we were forced to ship large amounts of wheat,' barley and corn out of this county and out of state to continue to keep our doors open and our pits flowing, but when our exporting customers can no longer handle any more, we are forced to stop unloading the farmers trucks and that means that the farmers combine must stop in the field and wait for some storage room to open up in the elevator, and at times this may take days, as you know the farmer cannot afford to wait, waiting means danger of losing his crops to hail, high winds and even heavy rains, therefore waiting at harvest time is a chance ' the farmer can't afford. • • As you can see we have found the need for a new tank mandatory. We de- • cided to build a new tank on section B. PROPOSAL: To erect a tank of steel on a concrete hopper to be loaded into from pit #3 on section B from the existing leg between tank #3 & #4 in section B, the tank will be unloaded by augering into existing auger located beside tank #4 on the north side and running under tank #4 of section B to the leg between tank #3 & #4. Tank will not require any legs or pits to serve it. Diameter: 42' 8" Eave Height: 42' 9" Overall Height: 54' 6" • Tank will locate approximately 10' feet from tank #4 Section B to the North and approximately 10' feet from centerline of Union Pacific Railroad house track. We are not in the township of Dacono, we are strictly in the agriculture area. The tank poses no threat of fire due to the fact that it will be constructed of all steel, no threat of explosion because it is designed with excellent venting systems built into the tank, and poses no threat to the environment because it will be in line with existing tanks of section B. We would appreciate a decision as soon as possible due to the fact that the contractor who is to construct the tank has other jobs lined up and if we caritreach a decision with you within 10 days there is a great possibility that the construction of tank will not be completed in time for harvest. The publication Ground Subsidence and Land-Use Considerations Over Coal Mines in the Boulder-Weld Coal Field , Colorado (Amuedo and Ivey, 1975) was also reviewed. The Kellogg site is shown as having a severe subsidence hazard. This particular site is located over a coal pillar left in place to support the railroad grade. This pillar may deteriorate through time and the land may be subject to subsidence. The elevator design notes for this proposal indicate that the tanks are metal and approximately as wide as they are tall . The tanks can be deformed and structurally damaged by subsidence. We recommend that the site subsidence potential be evaluated by qualified personnel . The type of damage that the elevators might sustain should be determined to insure that subsidence will not create a life threatening situation. If this recommendation is followed , we have no objection to conditional approval of this application. We will be glad to review the subsidence report when it is completed. Box 1073 Adams City, Colorado Gentlemen: We have completed our soils investigation at the Denver Mill Company in Dacona, Colorado. The purpose of this investigation was to determine those soil conditions and characteristics which would affect the utility of the soils and foundation design of the proposed structures. Test borings were made September -15, 1972, at the locations shown on Test Boring Log Exhibit lA and 18. Seven borings were drilled to the•depths shown on the Test Boring Log Exhibit 2A and 28 with a -truck mounted power auger equipped with a four-inch bit. Penetration data were gathered using the Standard Penetration Test ASTM D1586-58T. This test is made by driving a two-inch split-spoon sampler with a 140 pound weight falling 30 inches. SITE CONDITIONS • The subject site is located in the Northwest Corner of the intersection of Colorado 52 and road number 13 to Fredrick and Firestone. The topography for the tank site is considered gently sloping with surface drainage from a high point next to the scales easterly toward road number 13. The natural slope of this site will allow structures to be constructed away from them. GROUND WATER Evidence of ground water was encountered in all test holes at the depths shown on the Test Boring Log Exhibits. It is anticipated that ground water is near its highest elevation and will not pose any problem to foundations located appreciably above this elevation. SUBSOILS • Our field and laboratory analysis indicate the soils are uniform over the area investigated. One basic soil type was encountered. Silty Clay - The soils at this site are primarily'classified as residual silty clays. That is soil weathered in place from parent rock with little or no alteration by transportation. Therefore, the silty clays become x C • Kellogg Grain Co. - 2 - , October 12, 1972 more compact and less weathered with increase in depth.' The silty clays at the surface ire relatively dry and as consolidation curve exhibits indicate expansion under constant pressure due to wetting was experienced with very little increase in moisture content. However, as the depth increases the silty clays become more saturated by the presence of ground water and therefore, are not considered expansive as the consolidation curve on Exhibit No. 4 indicates. Past experiences indicate that if proper construc- t tion procedures are followed and provisions for adequate drainage away from . structures is observed, expansion will be appreciably minimized. FOUNDATIONS Analysis of the consolidation tests and a field Standard Penetration Test indicate a maximum allowable bearing value of 3,000 pounds per square foot, • including live load, may be assigned to this material with an anticipated ' settlement in the order of 1/4 inch. TREATMENT OF FOUNDATION SOILS Precautions should be taken. to insure that the moisture content of foundation soils is maintained at a relatively constant level. Excavations should not be allowed to remain open long enough to allow appreciable drying below natural moisture content, and the exposed foundation material should be protected from excessive wetting from any outside source. Wetting of foundation soils' should be prevented after construction. Methods of accomplishing this include thorough compaction of all backfill around structures and water collection systems that will carry runoff well beyond the limits of all backfill and any other procedures deemed necessary to maintain a stable moisture content. Excavations should be made only large enough to provide necessary working space in order to hold the area requiring backfilling to a minimum. SULFATE RESISTANT CEMENT • Analysis indicates a sulfate concentration of 0.06 per cent water soluble sulfates (SO4) in the soil samples. Therefore, Type I cement may be used in concrete exposed to this soil. LIMITATIONS • The exploratory data presented in this report were collected to help develop • , design and cost estimates for this project, and this may not represent adequate information for indicating underground conditions for contractor ` bidding or construction. We recommend consideripg exploratory work to reveal underground conditions well enough to enable contractors to more accurately evaluate conditions for bidding and execution of work after designs have been prepared. Kellogg Grain Co. - 3 - October 12. 1972 Professional judgments on designs and criteria are presented in this report. These judgments are based partially upon our evaluation of technical information gathered and general experience with subsurface conditions in the area. We do not guarantee the performance of the project in any respect. however, the engineering work and judgments rendered meet the standards of care of our profession. Test holes drilled for this investigation were spaced to obtain a reasonably accurate representation of subsurface conditions for design purposes. Variations from the conditions disclosed which were not indicated by the test explorations frequently occur and quite often these variations are sufficient to necessitate modifications in design. Therefore. if different materials are encountered, the owner or builder should be certain that the foundation conditions are adequate and within the scope of this report prior to proceeding with any construction. Under the above conditions it is Important that we inspect the subsurface materials exposed in excavations to take advantage of all opportunities to recognize differing conditions and minimize the risk of4having undetected conditions which would affect the performance of the facility.
