As contiguous property owners on the South border of the above- referenced property, we would adamantly oppose this application for the following reasons: 1. It is contradictory and inflammatory to the surrounding uses. 2. It should be located in an industrial or commercial area and nothing in that area is slated for that use. 3. The Owner has already moved into the area and there has been no consideration to line of site issues, traffic issues, dust issues, noise issues and the Owner is already operating out of the site EXHIBIT without approval, which is relatively inflammatory to the neighborhood. 4 4. The only access to that point is down a rural gravel residential private drive. I am very familiar with the residents of that drive and not only do their children live in a rural quite atmosphere, Northern but also my children play with their children. Once again, we would adamantly object to the proposal and think that type of use would be very welcomed in an industrial or commercial zone, but not in a quiet residential neighborhood. Site Specification Development Plan and Special Review Permit for a business permitted as a use by right or accessory use in the Commercial Zone District(Landscaping Materials Yard)in the A(Agricultural) Zone District Location: 735 feet west of CR 17 and 1A mile north of State Hwy 34 CONCERNS: Sammy: Acceleration/Deceleration/Turning Lanes: Turning on to the access road which leads to limber Rock Landscaping, there are not any acceleration or deceleration lanes for the trucks to use in order to have a safe speed to enter or exit traffic. For the amount of traffic entering and exiting Timber Rock Landscaping we believe there should be turning lanes for both trucks and other vehicles. Drive-Way Width: The width of the drive way to enter the access road which leads to limber Rock Landscaping is 30 Met(see picture A). When a vehicle is parked at the entrance of the driveway waiting to exit on to County Road 17 the width becomes approximately 21 feet(see picture B), depending on what type of vehicle is exiting. After speaking with two different trucking companies neither felt this was adequate width for a semi-truck with a truck and trailer to safely enter. They explained that in order for the truck to make this sharp of right tum it would need to swing out into the left lane of traffic to turn into the drive way. The recommendation was that the drive-way be a minimum of 45 feet. It was recommended that trucks only make a left turn into the drive way. Blind Hill on County Road 17: When cars exit the access road that leads to and from limber Rock Landscape they need to turn either north or south on to Weld County Road 17. The exit on to Weld County Road 17 sits at the top of a blind hill (see pictures C, D, E and F). Vehicles which are not familiar with this drive way are unaware of the blind spot on the hill. If vehicles to not give adequate wait time before turning on to Weld County Road 17 it is easy to pull out in front of on coming traffic. Our concern is for the vehicles that come in and out of limber Rock Landscape that are not familiar with the conditions. Children: We have 3 children, ages 7, 4 and 6 months. Our 7 year old rides his bike around the area. With the increased traffic it has become a safety issue to allow him to ride his bike. Neighbors who use the access road are familiar with him and they watch for him on his bike. Customer vehicles entering and exiting Timber Rock Landscaping are not aware of the children and drive at a rate of speed that we feel is unsafe. • Page 2 July 15,2003 Fire Concern: Timber Rock Landscape has piles of bark which is flammable material. There is not adequate fire protection nearby. Health Concerns: Our four year old daughter has asthma and allergies. Her allergies are aggravated by dust. On July 16, 2003 we contacted limber Rock Landscaping and spoke with the owner to request he water the road to minimize the dust He refused our request. Amount of Traffic: To access Timber Rock Landscaping you must drive on an access road that is solely for the purpose of the residents getting to and from their properties. This is not a public road. Timber Rock is conducting a public business which requires his customers to use the access road as a public road. Below is small sample of the amount of traffic entering and exiting Timber Rock Landscaping business. Trucks belonging to Timber Rock Landscaping run past these hours. For example,on Monday June 16,2003 they were open until 7:15 p.m.,Tuesday,June 17,2003 they were open until 8:20 p.m. and on Thursday, June 19, 2003 they were open past 9:00 p.m.. They have been open for business on Sundays and holidays. It is our request that limber Rock Landscape not be allowed to continue to run their business from this location. Due to the location of the business there is not an adequate and safe way for trucks and customer vehicles to enter and exit the property. The property is zoned agriculture and is not designed to run a commercial business from this site. W9lilaWnning Department GREELEY OFFICE -� To: Weld County Department of Planning Services JUL 1 6 2003 Ref: Case Number USR-1430 RECEIVED This letter is in reference to the Special Review Permit request of Marcelle Geudner to permit a Commercial Zone District (Landscaping Materials Yard) in an A (Agricultural) Zone District. For the following reasons, we are strongly opposed to the approval of this request: 1. The landscape business is owned and operated by Jesse Aragon, who is a tenant of the subject property, not the property owner. 2. The means of access to the business is on more than 753 feet of private, not public, roadway. This roadway is deeded to the adjacent landowners (ref: Lee Morrison of the Weld County Attorney's Office and attached copy of deed) who require this road for access to their properties. We are two of those adjacent landowners who use and share ownership of this roadway. It is our strong opinion that using this roadway for business access to benefit only a tenant of one of the landowners, or even just one landowner, can not be allowed without the approval of the owners of this roadway. 3. The private roadway is for ingress and egress of the landowners adjacent to the roadway. On two occasions, we were prevented from using the road. One instance was when an 18-wheel tractor-trailer rig had the road blocked, and the other was when the business owner installed a culvert under the private roadway. In the second instance, the road was blocked for several hours. In another instance on June 23 and 24, a trencher impeded traffic on the roadway for two days. We were informed that it had run out of gas. 4. The proposed business, TimberRock Landscape Center, has been in operation since February in violation of the present zoning and is totally unregulated. 5. The operation of this business has resulted in a significant increase in traffic on the private roadway and at the intersection of the private roadway and CR 17. Although we have not kept a tally, we suspect that this could easily equal hundreds of vehicles a day, especially on weekends. This traffic has included everything from customers' cars and pickup trucks, two-ton dump trucks, and large 18-wheel tractor- trailer trucks. This increased traffic has resulted in several near misses with adjacent property owners, as the private road has no regulations, no traffic control devices, no posted speed limits, and no 07/14/2003 means to enforce any regulations should they be instituted. In addition, the roadway has suffered from potholes and other use degradation without any maintenance. Also, there are no turn lanes on CR 17, and trucks entering or exiting the roadway to CR 17 block both lanes of traffic on CR 17. 6. The owner of the business has modified the private roadway for his benefit as he sees fit and without regard for anyone else. These modifications have included widening a portion of the roadway, filling in low spots with dirt rather than road base, narrowing a portion of the roadway, and trenching for underground services. On June 23, he opened a trench approximately 1-1/2 to 2 feet deep from the landscape property and angling into the private roadway approximately 45 feet. The trench was left open until June 26. The trench was not marked or barricaded in any way, and was clearly a danger to traffic. When another neighbor closed the portion of the trench on the private roadway, an altercation took place. Assault charges have been filed, with a court date of July 21. The neighbor closing the trench was informed that the private roadway was the property of Jesse Aragon, and he was letting the adjacent landowners use it. 7. The noise from the equipment operating in the landscaping yard is very loud and disturbing. This includes noise from the back-up beepers on the loaders and heavy equipment, the engine noise from the large trucks, and the very loud noise of gravel and rocks being unloaded from and loaded into trucks with steel beds. 8. The business is operating in an agricultural and residential (Windsong Ranch Subdivision, Vs mile to the north) area. A private home is immediately to the west of the business, with other homes adjacent to the private roadway. The business does not conform to the existing property uses. 9. The business does not conform to its own posted hours, which are 9:00 AM to 5:00 PM, closed Sunday. The following are merely casual examples of these non-conformities. There has been no concerted effort on our part to keep tabs on the business' hours of operation. • Sunday, May 4, 2003 Business was open at 10:00 AM when we left our homes to go to church. We had to listen to loaders and heavy equipment running from 4:00 to 5:30 PM, and we're 'A mile away to the west and over a small hill. 07/14/2003 • Monday, May 5, 2003 Went to get mail at 7:15 PM, and the business was still open. • Monday, May 12, 2003 A noisy loader was operating until 7:15 PM. • Sunday, June 8, 2003 Open for business • Sunday, June 15, 2003 — Fathers' Day Open for business • Sunday, July 6, 2003 Employees of the business installed a stop sign for traffic entering the private roadway from the business. And, yes, they were open for business. • Thursday, July 10, 2003 Upon our returning home at 5:50 PM, we noted that the business was open. At 6:10 PM, a large 18 wheel tractor-trailer truck left the business property. We again repeat that for the many reasons mentioned above, especially altering the use of a private roadway without the owners' approval and the significant increase in traffic on this private roadway, we strongly oppose the Special Review Permit request and the operation of landscaping business. This is to inform you that Windsong Ranch is a residential subdivision in close proximity to the TimberRock Landscaping and we have been adversely impacted by the establishment of this commercial enterprise. Further, we are in strong opposition to TimberRock obtaining a special permit for the continuance of this business operation in its present location. The owner of TimberRock has unlawfully established a commercial enterprise in the center of an agricultural and residential community and has demonstrated blatant disregard for the safety and welfare of the surrounding property owners and residents of this community. The operation of this commercial retail sales yard is in direct violation of Weld county zoning. This operation has been in retail operation since Feb of 2003 and traffic in and out of this enterprise has continued to grow in volume creating numerous safety issues. The business operation of the TimberRock Landscaping material yard is grossly incompatible with the existing community environment, and it poses a detrimental impact to the inhabitants of Windsong Ranch. My primary complaints are as follows: • TimberRock's sole access to its business is a small privately-owned, shared access road to neighboring residential homes, and TimberRock delivery trucks and other heavy trucks picking up landscaping materials have created a safety hazard for the residents of Windsong Ranch pulling out onto WCR 17. On numerous occasions, local vehicles traveling on WCR17 have passed the slow- moving rock trucks emerging from the small access road and on more than one occasion residents of Windsong Ranch leaving the community have met with the vehicles passing on the double line as they were exiting Windsong Drive on the WCR17 merge lane. • TimberRock's business operation generates a high volume of traffic(TimberRock delivery trucks, rock trucks picking up landscaping materials, and customer vehicles), creating a safety hazard for the small children in Windsong Ranch. TimberRock delivery trucks have used a private fire-access road in the Windsong community that borders several houses with small children, even though the private road is clearly marked at both ends with a sign designating its use for Windsong residents only. I have personally witnessed a significant increase in non-resident traffic, which I attribute this to people looking for the TimberRock materials yard. TimberRock's owner consistently uses Windsong Ranch on its direct-mail advertisements, depicting its location as a map landmark for directions to its customers. • TimberRock's normal daily business operations are inconsistent with the noise standards of the surrounding community. Continuous noise from huge trucks and customer vehicles driving in and out of TimberRock business all day, 7 days a week, and sometimes into the night poses an undesirable and high nuisance factor for our community. In addition, the continuous beeping of earth-moving vehicles managing the piles rocks and landscaping materials interrupts the peace and serenity of this and surrounding communities. • TimberRock has not provided for adequate drainage of the business property and the terrain is not designed to retain storm water run-off. They also generate considerable dust, from dirt to rock dust as a result of their business. I am requesting that you deny TimberRock a special-use permit and direct its owners to cease this illegal business operation immediately. Respectfully, Newell F. We believe approval will seriously compromise the health, safety, and welfare of the neighborhood. In addition,Timberrock's application to Weld County is inaccurate and misrepresents Timberrock's business practices. There is a long history of Timberrock ignoring zoning approval compliance: this is the 3'd time Timberrock has just "moved in" without required special review. Health Concerns • Sanitation facilities are inconsistently present and insufficient. A single port-a-potty is occasionally available for use. Employees have been observed urinating on the ground. Only a single water faucet protruding from the ground provides water to the site. There are no hand washing or other toilet facilities. • The dust creates a health hazard for the adjacent residents—one uses compressed oxygen to breath 100% of the time, the 75% of the time. Another resident on the "access lane off WCR 17" has emphysema. A child who lives on the access lane has asthma, typically exacerbated by such traffic dust. Safety Concerns • WCR 17 is incapable of safely handling the traffic from Timberrock. There is a depression in WCR 17 that obstructed the view of the intersection of WCR 17 and the access lane to Timberrock. Cars traveling south cannot see over the crest of the hill to see trucks entering or exiting WCR 17 from the access lane. Conversely, the trucks cannot see some oncoming traffic. Considering that Timberrock itself has 4 to 5 dump trucks and "semi" sized dump trucks that use this intersection constantly, the traffic hazard is greatly increased. The hazard is increased since loaded dump trucks and customers with trailers cannon accelerate nor decelerate at typical rates. • The intersection of WCRI7 and US 34 is a seriously dangerous intersection, indeed it is a deadly intersection that experiences frequent collisions. Increasing traffic of slow moving heavy dump trucks/semi size dump trucks significantly increases the traffic hazards to residents. Quite personally, my 16 year old daughter, while a very good young driver, uses that intersection. And while a good driver, she is still an inexperienced driver who can get "caught"in a dangerous situation her experience has not yet equipped her to handle. • Timberrock truck and customer traffic compete with resident children's use of the lane. Several children ride their bicycles on this lane. The access lane is bounded by residences yards where children plan. It is easy (unfortunately probably) for a child to chase a ball into the lane. Should a child be hit by this type of traffic, serious injury or death is probable. • Timberrock truck and customer traffic obstruct emergency vehicle traffic. This lane is narrow and is frequently obstructed by Timberrock traffic and Timberrock truck parking. When obstructed, even small cars—much less emergency equipment—are unable to access residences in this area. Exacerbating this issue,Timberrock has unilaterally modified this lane owned by all the property owners, blocking it and narrowing the lane. Welfare • Timberrock is generating noise that is incompatible with the residential nature of much of the neighborhood. Specifically, the noise is ongoing and consists primarily of 1)the sound of large dump trucks dumping gravel and 2) the "beep, beep, beep" of multiple heavy equipment front end loaders as well as trucks in reverse. This is not an occasional problem; it is ongoing throughout most days. • Timberrock is operating outside hours stated in their application. The application states operating hours of 8:30 —5:30 Mon-Sat and 10:00—4:00 Sun. Timberrock frequently operates at 7:00 am until 7:00 to 8:00 in the evening throughout the week. The noise and traffic continue through this time. • Timberrock is a visual eyesore. It is a approximately 20-30 piles of rock,gravel, and mulch piled 15 to 20 feet high. In addition, other vehicles, including a motor home are stored on the front of the site. The site, including the piles of inventory, is visually observable from all nearby residences, access lane, WCR 17, and US34. Timberrock's Application • The application states the use of the property is "Landscape Materials Yard for Landscaping business." This incorrectly characterizes the property's use. It is a full retail landscape material supply business. This is the only place of business. It is not a landscape contractor storage yard. Instead, Timberrock sells materials to landscape contractors and individual retail purchasers. As such it has contractor and retail operations. • The application misrepresents surrounding land use. It fails to note the home 100 feet from Timberrock. It further fails to note other residences on the access lane, virtually as close as the mentioned dairy. • The application states a "maximum of six people. Some visiting clients." (sic) will use the site. We have observed significantly more people on site, including 5 employees as well as a number of customers. Simply counting the trucks and the onsite equipment, office staff, and owner approaches or meets the stated maximum. • The application states that "no construction necessary. Landscaping to begin when special review permit is granted." This is not true. Significant modification to the terrain of the site and major modifications of the access lane have already occurred. • 600'd VSE'8@ E0/8Z/L0 80t0-86B-0L6 pue> ed 1letnaH Timberrock's incompliance with Governmental rules • This is the 3r°time Timberrock has been cited for noncompliance with zoning and planning rules, twice by the Town of Windsor and once by Weld County. In each case,Timberrock has setup business without the required permits and approvals. While once can generally be understood for lack of understanding, this cannot. Timberrock's has now deliberately operated a business in unincorporated Weld County for 5 months without permits. • In the relative recent past,the previous owner of the adjacent dairy considered opening a "dairy store" at the dairy. Appropriately, the dairy consulted with a planner and the Weld County Planning Department. The dairy was told that a number of improvements would be made, especially roadway improvements to WCR 17. The necessary improvements prevented the proposal from being economically feasible. As a result, the dairy was sold. Should not Timberrock be subjected to the same rules and processes? Conclusions and Recommendations This area is an area in transition. It is morphing from an agricultural area to a residential area with a rural character. Timberrock's current and desired use is incompatible with the existing and future character of the area. To date, no commercial or industrial exists. While it may be possible for other commercial entities to exist in this area, Timberrock should not be one. It is clearly incompatible. That is why "special review" is required. Examination of the health, safety and welfare of the community is currently being significantly compromised—even while under scrutiny of the County. It doesn't take much imagination to comprehend what the situation will be like should approval be given. It is clearly evident that Timberrock has knowingly avoided the"special review." Best case, he will have succeeded in being in business for a full season without compliance. Worst case, this can stretch out another year. This avoidance and manipulation of the planning processes and rule is his modus operandi. It is also an insult to the previous dairy's owners who followed Weld County Rules, and frankly suffered economic loss for doing so. Conversely, the Timberrock proprietor repeatedly achieves economic: gain by violating those same rules. The current Weld County Staff recommendation is for Conditional Approval. However,Timberrock's multiple citations and multiple lack of compliance was not known at the time those recommendations were developed. The real issue is that of honesty and the belief that Timberrock will comply. The track record is one of dishonesty and manipulation. The site was purchased by Mr. Aragon's mother-in-law for the immediate construction of a residence. Obviously, that was untrue. Hence, it is highly unlikely that Weld County can trust Timberrock to comply with a Conditional Approval. Consequently, we recommend and request that the Weld County Planning Department recommend disapproval of Timberrock's application for Special Review and that all Weld County regulations be vigorous and immediately enforced. As outlined in the enclosed materials, staff first brought this situation to the Planning Commission's attention at their regular meeting of July 5, 2001. Timberrock Landscape Center was relocated to its present location without first obtaining the appropriate Town of Windsor application approvals and completing site improvements required by the Municipal Code. The subject location is not a platted lot,nor is it site planned for a commercial use. The Planning Commission concurred with staff at the July 5, 2001 meeting that, in an effort to work with Timberrock, they may temporarily occupy the property subject to four conditions outlined in a Letter of Understanding (LOU). Staff mailed the LOU to both Mr. Jess Aragon, owner of Timberrock Landscape Center, and Mr. Robert Ehrlich, property owner. However, the LOU and appropriate applications were not submitted to the Town, rather, the property owner submitted a letter dated September 17, 2001, to the Planning Department indicating that Timberrock's lease would expire on November 30, 2001 and that "TimberRock Lansdscaping will be required to vacate the referenced Property upon the expiration of their current short-term lease." Based upon this information and the fact that Timberrock had addressed the temporary life/safety issues by installing adequate road base for emergency access, staff did not pursue further regulatory action at that time based upon the premise that the use would be ceasing and vacating the property as of November 30, 2001. On October 18, 2001, the Planning Department received the subject letter from Timberrock Landscape Center, requesting that Timberrock be allowed to stay at its current location while preparing to submit a site plan and a minor subdivision application to create a separate parcel for purchase. However, as outlined in a certified letter dated July 9, 2001 and the aforementioned LOU, a major subdivision application is required to plat the lot on which the operation is currently located, as well as to plat the remaining portion of Automation Drive that will extend south from the proposed lot to the Second Filing of the Windsor Commons Subdivision. Section 17-11(5) of the Municipal Code defines a lot as "a parcel of land intended for transfer of ownership or building development having its full frontage on a public street." Staff would not support the applicant's request to submit a minor subdivision application as it would be problematic to plat only a portion of the property in a piecemeal fashion without Automation Drive first being platted and improved. It would be in the Town's best interest for the subject property to be included in such a major subdivision application. Therefore, based upon the aforementioned information, staff recommends that, in order for Timberrock Landscape Center to be allowed to remain at its current location, Timberrock and the property owner shall be required to submit to the Planning Department a Letter of Understanding, prepared by the Planning Department and fully executed by both Timberrock and the property owner, containing the following conditions: 1. As indicated in the October 16, 2001 letter from Timberrock Landscape Center,the business is required to close on November 15, 2001. 2. No later than January 2, 2002, the parties shall submit a complete major subdivision application for Windsor Commons Subdivision, Third Filing to plat the lot on which the operation will be located, as well as to plat the remaining portion of Automation Drive that will extend from the terminus of improved Automation Drive south to the Second Filing of the Windsor Commons Subdivision and a complete site plan application for the lot on which the operation will be located. 3. Upon obtaining approval of the aforementioned major subdivision and site plan applications, the applicant shall complete improvements to Automation Drive, per Town of Windsor requirements, in front of and to the southern border of the proposed lot no later than April 30,2002. 4. n no event shall Timberrock Landscape Center be allowed to re-open prior to receiving the Town's acceptance of the aforementioned improvements to Automation Drive in accordance with the requirements of the Town Engineering Department. During this time we have witnessed countless changes in the surrounding area. Recently there have been some changes made to our community that have had a negative impact on the safety and well being of its inhabitants. How can a company that has gone through the planning process in Windsor, CO twice claim ignorance of the law? Sometime around November 2002 our agriculture community was becoming the new home of TimberRock Landscaping Supply Company without the developers applying for a special review permit. Ever since then, the safety and quality of life for everyone in the neighborhood has been on the decline. How is this compatible with the existing dairy to the east, alfalfa pasture to the south, and residential homes to the north and west? I am also confused how a company presents itself as a storage yard yet advertises and runs it as a business. (See advertisement) My neighbors and I have watched helplessly as numerous tractor-trailers and two- ton trucks have continually blocked our only entrance out. We have no alternate entrance out of our properties. How will emergency vehicles be able to reach us?Our ingress and egress have been blocked due to the trucks loading and unloading, the most current time being July 10th at 5:30 p.m. We have also watched these same vehicles narrowly avoiding countless traffic accidents as they enter CR 17 from the easement road and are forced to swing blindly across both traffic lanes due to their long trailers and the lack of any acceleration or deceleration lanes at the blind intersections between the easement road and CR 17.(See pictures 1-3) Mother safety concern occurred June 23-25. The developers left a mini-excavator parked in the easement road without any warning signs. The 1-2 foot deep ditch that it dug was left open and unmarked in the easement road (June 25, 2003). (See pictures 10-14) How can the developers modify the easement road without any consent from the people who own and use the road as their lifeline to the outside world? (See deed and pictures 4-9) Our 60-foot, no drop-off, two-lane easement road has turned into an approximate 15 foot bottleneck with an estimated 3-foot drop-off on either side through the following actions: • Taking part of the easement road to build up a road into the TimberRock business • Changing the grade of the easement road and installing a culvert The road narrows at TimberRock Landscape due to the elevation and installation of the culvert. So, during heavy snow periods we will be in danger of driving off the side of the road. My neighbors and I are very frustrated that the developer feels the need to operate his business in such a selfish and reckless manner that neglects the safety of the community around him. We would strongly urge the planning commission to reject any proposal(s) brought forth by TimberRock and also ask that TimberRock be shut-down. Our concerns are as follows: Unsafe traffic conditions at the corner of the private dirt road and WCR 17. There is a dip in WCR 17 just to the north of the private road. Even leaving the private road in a passenger vehicle warrants extra caution as cars ,completely hidden in the dip, are coming up at a high rate of speed. If you don't have good traction or are a slow vehicle, you stand a good chance of being broadsided by the oncoming traffic. A semi or large truck that takes longer to accelerate to traffic flow would be very dangerous. I understand that several near misses have already happened since they moved in in February. Apparently, TimberRock has made modifications to the road without consulting the other owners, in advance. I assume that TimberRock's products is mostly natural landscaping products and probably will not affect the land quality on our property. However, I have seen railroad timbers on their lot. I am unsure if these are treated timbers and what the effect of the treatment would be on the land, but his business could affect•the value of our property by placing hazardous materials in the runoff. Noise and dust. We are also concerned about the noise and dust levels during hours of operation. With backup beepers and large machinery operating before, after and during business hours, it will affect the quiet enjoyment of our new home. Girt spacing should be no more than 36" for normal sidewall application. It is recommended that purlin spacing be no more than 24" for normal application with a slope of at least 3" per foot of run. The recommended slope is 4" per foot of run for large buildings. See table for end lapping data. Note: Some panels are not recommended for use over open framing. Consult your nearest branch for more information. How to Nail For best results use 13/4" galvanized steel ring or screw shank nails with neoprene washers. Select nail lengths for roofing and siding that do not go completely through purlins and girts. Do not overdrive so as to dimple or distort. Estimating Nails: On average, estimate one pound of nails per square of roofing and siding. How to Apply with Drill Screws Generally, 1" screw fasteners are placed in the flat area of the sheet at 9" on center. Do not overdrive so as to dimple or distort. If purlins are placed over 24" apart, stitching screws are recommended on the lapping rib in between the purlins. Estimating Screw Fasteners:As an average, estimate 85 screw fasteners per square of roofing and siding. Cutting Because the bottom is flatter, it is recommended that roofing and siding be cut from the bottom. A power saw, nib- bler, snips, or profile shears may be used. Metal filings from cutting to length or for roof penetrations will create rust and cause serious appearance problems. Be sure the roofing and siding surfaces are free of all such filings. Storage Instructions If metal roofing or siding is not going to be used immediately, it should be stored in a dry area. It should be unbundled and stood on end against an interior wall. If materials must be stored outside, protect with canvas or waterproof paper. Allow for air circulation, do not cover air tight. Application Precautions Avoid installing directly over green or damp lumber, porous insulation, or other damaging materials. The use of a moisture barrier is recommended in such situations. Strong chemicals, such as fertilizer, manure, some soils and lime may cause damage. Storage or application near such materials should be avoided. They seem to be very conscience _ about safety. Their operation is over 2,600 feet from the closest border to our neighborhood, and I have not noticed an increase in the noise level at all. Windsong Ranch Subdivision is surrounded by farm pasture, and there has always been a significant amount of dust around. The wind carries it across the fields and roads. However, I have not seen an increase of dust due to TimberRock being located nearby. As a current resident of this subdivision, I do not feel that TimberRock Landscaping has any negative attributes that affect our neighborhood.
