Long, Chair Commissioner Robert D. Masden, Pro-Tern Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Glenn Vaad Also present: Acting Clerk to the Board, Carol Harding County Attorney, Bruce Barker Director of Planning Services, Monica Mika Director of Public Works, Frank Hempen, Jr. Public Works representative, Wayne Howard Present from Felsburg, Holt, and Ullevig: Bob Felsburg, Principal Jeff Dankenbring, Project Manager The following business was transacted: I hereby certify that pursuant to a notice dated September 12, 2003, and duly published September 18,2003,in the South Weld Sun,and September25,2003,in the Greeley Daily Tribune, a public hearing was conducted to gather public input regarding the 1-25 Parallel Arterial Study dated September 2003,which was drafted by Felsburg, Holt,and Ullevig. Chair Long opened the meeting and introduced the staff members who were present. He stated Interstate Highway 25 (1-25) has never been able to move local traffic north and south efficiently, and it has always been the intent of Weld County to develop corridors to handle the majority of local traffic. He stated the construction or improvements to those corridors will be driven by development. Frank Hempen,Jr., Director of Public Works, briefly reviewed the process to date and explained the committee that worked with the engineers to prepare the proposed study which is under review. He introduced Wayne Howard, Department of Public Works,who gave a formal presentation on the study. Mr. Howard stated that in 1997 the 1-25 Mixed Use Development Plan (MUD) was the only document available for the County to use in determining future rights-of-ways or needs for easements; however, in 2002 the Weld County Roadway Classification Plan was drafted which gave further detail as to road classifications, particularly in regards to strategic roads being identified as such. This draft of the 1-25 Regional Corridor Plan will be used in conjunction with those documents to allow the County to better plan for the large amount of development which is occurring along the 1-25 corridor. Mr. Howard stated the study is necessary because of substantial growth in the area which made it critical to plan for future roads, allowing all planning needs to be coordinated with involved municipalities. He said the purpose of the study was to establish preferred alignments for parallel north-south,continuous arterials on both sides of 1-25;to serve as a guide to preserve rights-of-way; and that by planning now, impacts in the future will be minimized. Mr. Howard stated parallel arterials are necessary because all municipal plans show intense development within one mile of 2003-2858 EG0049 r0 : FL, fi Cad HEARING CERTIFICATION - 1-25 PARALLEL ARTERIAL STUDY PAGE 2 1-25; congestion is already being experienced on 1-25 and east/west roads leading to it; future projections show 1-25 will remain congested even if it is widened to six lanes;and parallel arterials would serve growth and allow 1-25 to serve longer distance travel. Mr. Howard reviewed the numerous meetings that have been held in preparing this study,and stated towns of Berthoud, Erie, Firestone, Frederick,Johnstown,and Mead;cities of Dacono, Longmont,Northglenn,and Thornton; counties of Adams, and Larimer; the City and County of Broomfield; Colorado Department of Transportation (CDOT); Colorado State Parks; and Colorado Division of Wildlife provided input during the development of the study. He also gave a list of the individual meetings, as well as the public open houses that were held, with approximately 1,200 notices mailed out to concerned landowners in the vicinity. Bob Felsburg, Felsburg, Holt and Ullevig,described the study process,which began with the project framework and setting up goals;data collection,with the first public open house being held for input; and identification and evaluation of alternatives which led to the recommended alignments. Mr. Felsburg stated the study framework was to establish a local agency group,which consisted of four counties,ten towns and four other entities;defining the study area,which covers the entire length of Weld County for 24 miles,approximately one and one-half miles wide,(the width was expanded to two miles between Weld County Roads 5 and 13 because of significant growth in the area);and prepare design standards,which envisioned four lanes,a 45 mile per hour speed limit,and 120 feet of right-of-way. Mr. Felsburg stated flexibility was of major importance in preparing the design standards;although the reality is the corridors will begin with two lane roadways,which are mostly in existence in some fashion,and will be expanded in the future. He stated data collection included comprehensive plans,transportation plans,parks/open space plans,environmental characteristics, topographic features, parcel ownership,and development plans. During this process it was found that not all municipal plans agree. During the identification of alternatives, he stated the study area was defined by ten segments,and input was garnered from local agencies and from the initial public open house regarding the alternatives.Mr.Felsburg stated the evaluation of the alternatives included nine evaluation criteria, such as transportation effectiveness, horizontal and vertical geometry, community impacts,land use consequences,existing development consequences,environmental impacts,safety,construction,and construction costs. He explained that the yellow lines in the draft indicate all the alternatives that were studied, and the green lines recommend the recommended alternative routes. Mr. Felsburg stated the recommended alignments evolved from the evaluation matrices,which are documented in the Appendix,followed by an iterative review with local agencies and public input from two open houses. The results are the alternative routes that were incorporated into the draft study. Mr. Felsburg identified three of the most challenging areas. First, Frederick/Firestone(east),where the two Comprehensive Plans are in direct conflict as they relate to the roadway. Frederick uses Weld County Road(WCR)11,and Firestone uses the old 1-25 MUD plan,which uses the WCR 9.5 alignment south of Highway 119. The objective was to try to satisfy both roadways and incorporate both into the recommended alignments. Second, the Saint Vrain River crossing area (west), as shown in segment#5. Mr. Felsburg stated in order to develop a corridor, it will have to cross the Saint Vrain State Park, and the key is to keep the alignment roads continuous, therefore, WCR 7 was recommended. The third area of challenge is Mead (west), since the Town requested the County to not rely on WCR 7,which goes through the Town of Mead,therefore,the recommended arterial moves to WCR 5.5. 2003-2858 EG0049 HEARING CERTIFICATION - 1-25 PARALLEL ARTERIAL STUDY PAGE 3 Mr. Howard summarized the entire project,stating the draft study has been presented to the Board of County Commissioners for acceptance. Staff will then continue to coordinate with corridor communities and pursue Intergovernmental Agreements with local municipalities. Responding to Commissioner Vaad, Mr. Howard stated discussion with the Saint Vrain School District revealed plans for a new High School on WCR 7,south of Highway 66,which will be opening in the fall of 2006. He stated the committee studied the impacts on the school district and stated the District is not anticipating full capacity at opening; however,approximately 300 students will be incorporated in phases, and the County plans to complete improvements to WCR 7 prior to the need. Responding to Commissioner Geile, Mr. Felsburg stated Huron Street does not access E-470, and because of its close proximity to 1-25, Sheridan will be the first opportunity to access the Northwest Parkway. Artie Elmquist commended the Board for its foresight in planning for the future. He stated a few concerns, including how the corridors will be funded, the impact the study will have on existing property owners until the funding is in place for construction to begin,and alignment. He questioned whether the corridors will actually reduce traffic on 1-25, and he stated the WCR 13 improvement project is very important to complete. He stated that with numerous stoplights, traffic will not be enticed to use the corridor, although it will probably meet local needs. Louis Rademacher stated his main concern is that the only access to his property is the service road until WCR 9.5 is built, due to the widening of 1-25. Ron Halverson commended everyone for planning ahead,and stated he has been on his property for 20 years, and saw 31 houses built within one mile of his house. He has seen traffic increase from less than 100 to 300 vehicles per day. Mr. Halverson stated this is a nice, well thought out alternative plan for the future,which will stop developers from taking away needed right-of-way,even though some farmers will lose property. Dave Giger,Regional Manager of Saint Vrain State Parks,spoke about the importance of protecting river corridors and wildlife habitats. He mentioned the Saint Vrain Open Land and Trails Legacy Project, and encouraged the Board to continue making well educated, informed decisions, to mitigate impacts on future citizens of Weld County. He stated opposition to WCR 7 crossing the Saint Vrain Park area, because acceptance of this corridor will irreversibly harm those natural resources and negatively impact the quality of life of future generations. Eric Doering, Town of Frederick Trustee, discussed the relationship of WCR 13 and moving the eastern corridor to WCR 11, since they are within one mile of each other. He discussed the alignment along WCR 20.5, from WCR 9.5 to WCR 11 where it crosses prime open space, with the Godding Hallow in this area. He stated the Town does not want to see encroachment on the open space. He encouraged the Board to follow the existing one-mile grid system, around which its Comprehensive Plan was developed. Mr. Doering stated the Town supports WCR 11 to either WCR 22 or WCR 24, then back to WCR 9.5. He stated any movement for Firestone to reach WCR 11 should happen within its boundaries or Weld County lands. The proposed alignment to reach WCR 11 through Frederick is unacceptable. Mr. Doering stated on the west side,the WCR 7 alignment is okay; however, the Frederick Comprehensive Plan includes residential zoning, in 2003-2858 EG0049 HEARING CERTIFICATION - 1-25 PARALLEL ARTERIAL STUDY PAGE 4 which the neighborhood will have more character,trying to encourage preservation of farmlands. Gerald Bacon stated his area of concern is on the west side where WCR 7 crosses the river,which is prime wildlife habitat. He stated the land has been in his family for well over 100 years,and this arterial will have an extreme impact on the wildlife. Mr. Bacon stated he is uncertain that all the alternatives were correctly evaluated in terms of economic and aesthetic value. Responding to Commissioner Geile, Mr. Bacon stated his land is south of the new high school. Thelma Day stated her main concern is the Saint Vrain Park. She questioned how long construction would take to complete, stating it will be very detrimental to visitors and wildlife and cause a loss of revenue and activities during construction. She stated she is concerned about traffic moving through the park and safety issues for visitors. Ms. Day stated there is a six-foot water table and silt pond in the area. Scott Temple stated that since the corridor is proposed as a four-lane divided highway, he asked about access to approximately six properties directly fronting the roadway. He stated with CDOT currently not in favor of a frontage road system,the corridors would better serve the purpose if they were closer to 1-25. He stated the arterial route passes through his house,and he located the area of concern for Mr. Felsburg. Brian McCormick stated he lives on WCR 11, in segment#3. He stated his concerns about traffic, safety, the school down the street, noise, and access into his development when the major artery is completed. Mr. McCormick stated it would be more effective if it were located closer to the interstate and outside of existing residential areas in Frederick. He also stated he would like to see design requirements, proposed accesses to developments during construction,and some type of noise buffer or screening,as well as consideration of various road surfaces as they relate to noise issues. Bob Almirall, Interwest Consulting Group, stated he is representing a series of property owners through the corridor, and identified a two-mile stretch of WCR 9.5 through segment#6 on the east side of 1-25. He stated those landowners are in support of WCR 9.5 being the preferred alternative through that segment. He stated he recognize this alignment is conceptual and will be used as a guideline; however, he stated concerns that once something is put on paper it takes on a life of its own. He indicated the alignment, as it is crosses WCR 32, dipping to the east, and stated it appears to intersect WCR 32 at a 90-degree angle,therefore,he requested Mr. Felsburg review that portion in order to avoid properties to the north. John Folsom raised questions regarding fragmentation,the process used to acquire rights-of-way, installation of traffic control which will make people avoid the corridors instead of traffic preferring the corridors, and project financing. He particularly stated concern about the east frontage road crossing the Saint Vrain River and felt continuing WCR 9.5 across the river would be a better design. Doug Rademacher asked why the WCR 13 arterial was abandoned,especially with the new bridge over the river now in place. He also raised questions about funding sources and stated he agrees 2003-2858 EG0049 HEARING CERTIFICATION - 1-25 PARALLEL ARTERIAL STUDY PAGE 5 with Mr. Folsom about fragmentation. Heather Hollingsworth asked about condemnation procedures and possible noise barriers. She stated the proposed alignment seems to accommodate new development; however, the old homesteads and historical developments are being ignored. She questioned whether ten years is an accurate time frame for buildout, or whether the County will try to complete construction in two to five years time. Ms. Hollingsworth also stated she is unclear whether it will be a two-lane or four- lane road, and stated it does not make sense to construct a two-lane road only to have to reconstruct a four-lane road at a later date. She stated the time line is her major concern. Responding to Commissioner Geile, Ms. Hollingworth stated her house has been in place since 1905,although many of the segments are going around new developments. She stated several of her neighbors homes are within 20 feet of the road and she is assuming theywould be condemned. George Adam stated he owns the property where the bridge would be located between WCRs 24.5 and 26 on WCR 7. He stated the County should be aware that there are big problems in this area, because of the extensive mining,and tailings being put back into the area. He stated the area was mined 18 feet deep,with three feet of soil put back on to cover,and the tailings will boil up to the top. He said further down the road an 18 foot pond was mined for gravel,which is currentlya nice wildlife area; however, beyond that is a gulch that comes down to the Saint Vrain area. He stated he wants the engineers to be aware of the problems in order to avoid potential hazards. Mike Friesen,Town of Mead Administrator,stated last night the Town Board reviewed the revelancy of the study within the Town of Mead,and any future boundaries. He stated the Town will support the alternative on the east side; however, on the west side the Town would like to see WCR 5.5 moved to WCR 5. He stated the concern about WCR 5.5 is because it is a totally new road which would have more impact on its review of planning and development proposals. He stated the Highland Ditch crossing will be a steep angle,and WCR Swill most likely be developed in any case. Mr. Friesen stated the Town would like to give input on the route to WCR 5, and stated the high school site on WCR 7 has been proposed for annexation to Mead, and it will be on the general election ballot. Mr. Friesen stated the issue of what happens south of the high school site is not a factor in the Town's consideration of the annexation. Responding to Commissioner Geile, Mr. Friesen stated the Town has been informed the fall of 2006 would be the earliest opening date, and stated the bond issue has passed although money has not been released, and it may be delayed as much as one year. Mayor Richard Kraemer of Mead,stated his thanks to the Board for taking the political flack involved in this endeavor. He said the County is doing the right thing by trying to get ahead of the curve,and requested time to sit down with the appropriate County staff to coordinate planning. Mayor Kraemer said the area is policed by Mead and the revenue generated from taxes along the road will be paid to Mead;therefore,the Town would like to see a Coordinated Planning Agreement with the County to ensure development is built to standards of both the Town and Weld County. Denise Stewart stated her major concern is traffic. She stated she lives on WCR 11 and has lived there for 26 years. Since the road was paved, it has become a nonstop freeway, and she questioned whether anyone has monitored the volume of traffic since the road was paved. Ms. 2003-2858 EG0049 HEARING CERTIFICATION - 1-25 PARALLEL ARTERIAL STUDY PAGE 6 Stewart said she is concerned that her property value will diminish. Responding to Commissioner Geile, Ms.Stewart said the acreages around her are four to five acres;and there are now 15 houses where there were only four when she moved there. Frank Gramaldi expressed his thanks for holding the meeting locally, and stated that it will be necessary for the County to meet with the Town of Mead to continue this process; however, he feels the citizens of Mead should be present and allowed to offer input. Mr. Gramaldi stated the Town has not included the citizens in its planning process, and they were only allowed to meet with the County's consultants and Public Works Department. He expressed specific interest in segment#6, where nine different alternatives have been considered, and stated county staff and consultants have been generous in including the citizens in the discussions. Mr. Gramaldi stated the concern is having this road go back into WCR 7, north of Highway 66, since it was originally rejected as a safety hazard. Sander Blackburn stated he moved to his present location to escape urban life, and the proposed road will run directly behind his house. He is concerned for the safety of children, and hopeful of having noise buffers installed. He also questioned the construction time line, and how two-lane roads are different from current county roads. Robert Konkel referenced segment#4, regarding the portion which takes four or five alternative routes. He said it looks like a moving target, since the last time everyone met there were two alternatives, now there is greater impact to Frederick. Mr. Konkel stated it does not makes any sense at this point. He said Frederick has followed the MUD since the early 1990's when it already indicated a portion of WCR 9.5 was in mixed use and heavily commercialized all the way back to WCR 11. Mr. Konkel stated the Frederick Board knew consideration would have to be given to development,and that an arterial road has no real impact on its planning. He questioned why such a dogleg would be put at this point, to slow the flow of traffic. Mr. Konkel stated WCR 11 is the quickest way to get to WCR 24, and is not an acceptable route to the people who live there. Gretchen Webb stated she is a neighbor to Mr. Konkel. She stated she disagreed with Mr. Doering's comments,and suggested the preferred alignment remain as shown between WCRs 24 and 20.5. She stated Firestone has done a good job planning for roads on WCR 9.5 and following MUD guidelines. She stated they own a house built in 1882, which is in the way if the alignment continues on WCR 11. Duane Liese stated he lives west of WCR 5.5 at Highway 119. He stated the area between Highways 119 and 66, and 1-25 and WCR 1, is problematic due to the Saint Vrain Park and Union Reservoir. He said it does not make sense to have a corridor cut through the area,and questioned whether the alternative of planning for fragmentation has been considered. He stated a continuous road all the way down 1-25 just will not work. He also believes the corridors should be further away from 1-25, such as on WCR 1. He said Mead is already pushing it to WCR 5, causing a zig-zag to get back to WCR 7,either through the new LifeBridge development or the other side of WCR 5.5. Mr. Liese requested a time frame, and stated he will relocate, since the 5,000 car parking lot approved with LifeBridge and this corridor on WCR 5.5,will cause major traffic concerns. Mr. Liese requested this area be considered unique,and questioned whether the road which goes under 1-25, could have an interchange, which would give access into that portion of land. 2003-2858 EG0049 HEARING CERTIFICATION - 1-25 PARALLEL ARTERIAL STUDY PAGE 7 Richard Wyatt,Mayor of Frederick,clarified Mr. Doering does represent the Town of Frederick, not himself. Jeff Engleman stated he lives in segment#8, on the west side. With Mead proposing to move the corridor to WCR 5 instead of WCR 5.5,he would like the public involved in that decision. He stated it appears high density housing areas are being avoided with low density areas being crossed, specifically citing WCR 38,and the"hook"off the four-lane road to WCR 7. He asked the Board to mitigate the impact of the high volume of traffic traveling through low density areas, and stated he appreciates the foresight of the Commissioners to determine the corridors in advance. Bonnie Adam stated she enjoys the Saint Vrain River,and has lived there over43 years. She stated they watched development occur on the west side of 1-25 and saw their mountain view disappear without complaint. She said she does not want to stop progress; however, whether the corridor goes down WCR 5.5 or WCR 7, it will interfere with their property, and she fears disruption to the wildlife. Suzanne Turner-Kloster, Colorado Division of Wildlife, stated the Saint Vrain Heronry was the largest heronry in Colorado in 2002, and it is the only place there were nesting great eagles. Diane Holland, stated she lives near the Town of Berthoud, and the road is currently set to bisect her property,and would like it to be realigned at that point. Mr. Felsburg indicated he is aware of the spot. Chair Long closed public testimony. Mr. Hempen addressed the timing issue,and stated the intent of the project was to insure the County could preserve a corridor along 1-25, because future development will consume everything if the corridors are not pre-planned. Mr.Hempen emphasized the driving force for roadway construction is development, and the corridor will be built only as development demands it;therefore,the time line is indefinite. He said the cost of construction and how financed will also depend on development, since anticipated development will dedicate and provide initial rights-of-way in the corridors. He said the point is that, as segments of roadway of varying lengths develop, municipalities and local governments will step in when it is appropriate to make it into a longer roadway. Mr. Hempen stated the intent is to see two lanes built,then at some later date when capacity demands it, an increase to four lanes. He stated 10,000 vehicles on a two-lane road is viable,as long as there are widened intersections and appropriate acceleration and deceleration lanes. He said as demand calls for additional lanes, it would be a local government decision and they will provide for it within their construction and funding availabilities. Mr. Hempen reiterated the intent of this study is to ensure rights-of-way remain available. Regarding issues such as noise buffering and safety, he stated they will be handled when the roads are being designed. He stated specific questions cannot be answered until the designs are being prepared, at which time the County will be sensitive to the concerns expressed. Mr. Hempen stated access to four- lane segments will have to be provided,since a local governmental entity cannot landlock property. Mr. Howard stated WCR 13 is a strategic roadway for Weld County all the way from WCR 2 to State Highway 14, and plans have not changed regarding that project. He said it will be closed for six months, for widening of the roadway and staff is currently designing several sections. He stated that,although it does not appear evident,the County will need both of these roads in the future,due 2003-2858 EG0049 HEARING CERTIFICATION - 1-25 PARALLEL ARTERIAL STUDY PAGE 8 to demand in the area. Responding to Chair Long regarding WCR 11 in segments #3 and #4, Mr. Hempen stated both Frederick and Firestone have designated the arterials, which will happen. Responding to Commissioner Jerke, Bruce Barker, County Attorney, discussed the condemnation process. He referred to item #5 in the handout, and stated the best method is to simply purchase necessary rights-of-way, giving fair market value to property owners. Mr. Barker stated there is a lot of misconception about condemnation, and a governmental entity does not start there and work backwards. He explained any governmental entity has the statutory authority to condemn for purposes of obtaining a roadway;however,a process of negotiation is necessary to take that route. He said if there is a dispute between the entity and property owner concerning the fair market value, there is a complete process of review by commissioners appointed by the Trial Court. If the value is over$5,000,the owners have the ability to ask for an appraisal paid for by the governmental entity, and one of the burdens the governmental entity must show is that the process has been followed, fair market value offered,and negotiations conducted. Condemnation is the end if necessary, not the point at which an entity would begin. Responding to Commissioner Jerke, Mr. Barker stated no one can have property condemned for which they do not receive fair market value. He also stated that he has been the County Attorney for ten years, and has never gone to trial on a case of condemnation. Commissioner Vaad commented one of the next steps will be Intergovernmental agreements with all the entities involved,and said what happens within the incorporated limits of a municipality is its own business,not the County's. He stated the County is trying to coordinate. He mentioned Mayor Kraemer expressed the preference of moving to WCR 5 instead of WCR 5.5 as the corridor travels through segments#6,#7,and#8. He discussed the historic nature of the area and Highlandlake. Mr. Felsburg stated there was quite a bit of input from Mead and Highlandlake residents, due to numerous historic structures, and he stated they are in the process of becoming a historic district and,therefore, concerned about bringing traffic-related problems into the historic character of the neighborhood. Mr. Felsburg stated they specifically requested some sort of buffer for the area,as well as for the Town of Mead. Commissioner Vaad stated that the conception of these roads as corridors will bring traffic, since it is already at a growing volume; however, the corridors should attract the traffic instead of vehicles going down neighborhood streets and even back up onto 1-25. He agreed it would be difficult to estimate how much relief will be given to 1-25,although he believes many would use these corridors for local traffic instead of 1-25. Commissioner Vaad reiterated it has never been the intention of the County to bring development to these corridors, rather, as development happens the county will try to provide roads along preplanned corridors. Commissioner Geile stated financing is the most difficult part of the plan to provide answers to. He stated the Board,in preparing for the WCR 13 project last year,considered traffic and development throughout the county,trying to determine future growth patterns for the next 10-1 5 years,as well as a safe and orderly manner in which to make roads accessible and available to citizens. He stated the County has had discussions with Thornton regarding Colorado Boulevard, and with Larimer and Adams Counties regarding the manner in which regional development is being handled. He stated the County has to plan for the future,and looking at the demographics of the area,there are 120,000 people here. Commissioner Vaad elaborated that three years ago there were 60,000 in this immediate area;however,after the 2002 Census it is estimated there are 220,000 in the 1-25 2003-2858 EG0049 HEARING CERTIFICATION - 1-25 PARALLEL ARTERIAL STUDY PAGE 9 elongated corridor,or approximately 120,000 in this immediate area. Commissioner Geile stated discussions with various municipalities centered on the importance of connectivity, and Colorado Boulevard being attached to 1-70 with or without this Board's approval. He also stated $74 million will be required to build WCR 13, however, with limited County resources, the development of a 20-year financial model was necessary. Commissioner Geile stated the model is based on development and road impact fees; agreements with municipalities;the County's financial needs and resources;and Energy Impact Grants,which the County has been very successful with, having received $1.2 million for the WCR 13 project. He stated over the next 20 years the County will be able to develop and build WCR 13,with the agreement of all entities involved. He said the financial model is a strategic plan and we are in the process of putting it into place, however, it cannot be completed until decisions are made about which roads will need to be developed. Commissioner Geile reiterated the importance of having a strategic plan lies in its flexibility, allowing necessary adjustments as changes occur in the future. Therefore, he summarized the County is in the process of planning for the future,developing a financial strategic model for the future,and allowing flexibility to adjust as changes occur. He reiterated it is extremely important to involve all jurisdictions. Commissioner Masden responded to Mr.Geiger's comments,stating he has been heavily involved in the Saint Vrain Legacy Trail project. He stated Weld County formed the committee,and has had members on the committee since its inception. The County also made application for the GoCo Grant that provided the$12 million grant which was used to purchase the properties which were not in the possession of the Division of Parks. He stated there was lots of planning going on at the same time as the Legacy project, the State Park project, and this arterial corridor study. Commissioner Masden reiterated the County is committed to these projects; however, there will need to be a way to cross the property and the County will remain sensitive to wildlife in the area when allowing traffic to have access through it. Chair Long summarized that this has been a coordinated effort, and stated the Board of County Commissioners will consider acceptance of the 1-25 Parallel Arterial Study at its regular Board Meeting on October 8,2003,at 9:00 a.m. He stated the Board consistently looks at the health,safety and welfare of the citizens, ensuring Weld County remains a good place to live and thrive, both economically and individually.
