RE: APPROVE AMENDMENT TO CHILD PROTECTION AGREEMENT FOR SERVICES
AND AUTHORIZE CHAIR TO SIGN - ISLAND GROVE REGIONAL TREATMENT
CENTER
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Child Protection
Agreement for Services between the County of Weld,State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Social Services, and
Island Grove Regional Treatment Center,commencing January 1,2004,and ending May31,2004,
with further terms and conditions being as stated in said amendment, and
WHEREAS,after review,the Board deems it advisable to approve said amendment,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,ex-officio Board of Social Services,that the Amendment to the Child Protection
Agreement for Services between the County of Weld,State of Colorado,by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Social Services, and
Island Grove Regional Treatment Center be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said amendment.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 31st day of December, A.D., 2003.

AMENDMENT TO CHILD PROTECTION AGREEMENT FOR SERVICES
BETWEEN THE WELD COUNTY DEPARTMENT OF SOCIAL SERVICES
AND ISLAND GROVE REGIONAL TREATMENT CENTER
This Amendment,made and entered into the_day of December 2003,by and between the Board of
Weld County Commissioners,sitting as the Board of Social Services,on behalf of the Weld County Department of
Social Services,hereinafter referred to as"Social Services,"and Island Grove Regional Treatment Center,
hereinafter referred to as"Island Grove."
WITNESSETH
WHEREAS,the parties desire to modify their current Agreement(03-CPS-25)in order to increase its
funding and service; and
WHEREAS,Social Services has budgeted, appropriated,and otherwise made available;and
WHEREAS,required approval,clearance,and coordination have been accomplished from and with
appropriate agencies.
NOW THEREFORE,in consideration of the premises,the parties hereto covenant and agree as follows:
I. Exhibit A,Scope of Services,Miscellaneous Services will be added as follows:
On-Site Staff Services
The scope of the services offered to the local Social Service agency by ADAD approved
staff placed on site by the licensed ADAD program may include performing alcohol and
drug assessments,brief therapy(under 8 hours),case consultation,case management,and
in-house training on pertinent alcohol/drug issues as requested and training evaluations of
care givers. In addition to this, on-site staff my accompany Social Service staff on
follow-up visits to perform a behavioral health screening for the purpose of identifying
clients who could benefit from further assessments for alcohol/drug interventions of
mental health interventions.
Adult Residential Services
The Transitional Residential Treatment program is a 45-60-inpatient program. In
addition to learning basic concepts of relapse prevention,clients have the opportunity to
learn various living skills and demonstrate internalization of these concepts in the
treatment environment. Two education groups are offered weekly,as well as five therapy
groups and one family group. Clients meet with their primary counselor a minimum of
one time weekly. Staff works diligently at facilitating client access to collateral services
such as mental health,health care,and vocational rehabilitation. Clients that are able to
work are required to find employment by their third week in treatment. We believe legal
employment is a necessity for maintaining ongoing abstinence. Abstinence is monitored
through random BA's and UA's. Clients completing the program have the opportunity to
attend Continuing Care group, free of charge,indefinitely.
2. Exhibit B,Payment Schedule,Funding and Method of Payment,will be a amended to
say, a total amount not to exceed Seventy-Six Thousand Two Hundred Dollars
($76,200.00)under Child Welfare Regular Administration funding.
3. Exhibit C will have the following added:
On-Site Staff Services $55.00/hour
Adult Residential Services$115.00/day
This Amendment,together with the original Child Protection Agreement for Services,constitutes the entire
understanding among the parties with respect to the subject matter hereof, and may not be changed or modified
except as stated in the Child Protection Agreement of Services.

RE: Amendment to Child Protection Agreemen for Services Between
the Weld County Department of Social Services and Island Grove
Regional Treatment Center, Inc.
Enclosed for Board approval is an Amendment to a Child Protection Agreement for
Services between the Weld County Department of Social Services (Department) and
Island Grove Regional Treatment Center, Inc., (Island Grove). This Amendment was
discussed and reviewed at the Board's Work Session of December 29, 2003.
The major reasons for the Amendment are as follows:
1. Once the AFS funding through Signal is exhausted for these services, effective
January 1, 2004, the Department will reimburse Island Grove for evaluation and
assessment services through their evaluators. Island Grove agrees not to attach an
administrative fee for these services.
2. The Department will pay Island Grove for room and board expenses for Adult
Residential Services from Child Welfare Administration Funding. The State
Department of Human Services has ruled that such room and board expenses
cannot be paid out of Core Services Funding.
3. The reimbursement level will be increased from $30,000 to $76,200 to pay for
alcohol and drug evaluation & assessment services and room and board costs for
residential treatment.
All other terms of the Agreement remain the same including the term of the Agreement,
ending May 31, 2004.
