RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO
WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Revisions to Section 6.000, Colorado
Works in Weld County and Child Care Policies and Procedures for the Weld County Department
of Social Services Operations Manual, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Board of Social Services, that the Revisions to Section 6.000,
Colorado Works in Weld County and Child Care Policies and Procedures for the Weld County
Department of Social Services Operations Manual be, and hereby are, approved.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 19th day of May, A.D., 2003.

6.037 Computerized Educational Laboratory Program with Aims Community College-
Added 6/10/02 South Campus
6.037.1 General Organization
The Computerized Educational Laboratory Program involves two major entities as
follows:
A. The Weld County Department of Social Services(Department)
B. The Weld County Department of Human Services (Human Services): Human
Services is the One-Stop Employment Center for Weld County, through its
Employment Services of Weld County Program, and is the Department's
contractor for employment and training services for Colorado Works applicants
and recipients.
C. Aims Community College(Aims): Aims is the vocational and community college
system of Weld County.
6.037.2 General Description
A. Meeting the needs of unemployed and underemployed Colorado Works eligible
clients, especially rural Weld County,through basic education,GED,high school
diplomas, and educational skill development are major goals for the Department.
B. Aims has the expertise and experience to provide quality educational programs
and to increase accessibility to education and training in South Weld County, as
well as to improve outreach to individuals with language and other barriers to
such education and training.
C. The Department will expand educational access in South Weld County through a
collaborative environment with Aims and Human Services and to solve a
technology barrier that prevents access to basic education, GED,high school
diplomas, and educational skill development as follows:
1. Develop positive development of unemployed and underemployed Weld
County citizens by meeting the educational and training needs of
Colorado Works participants and other target groups in Weld County,
especially rural Weld County; and
2. Provide quality educational programs and increase accessibility to
education and training in South Weld County, as well as to improve
outreach to individuals with language and other barriers to such education
and training; and

3. Expand educational access in South Weld County through a collaborative
environment with Aims and Human Services in the use of Destination
Software Programs and related staff support.
4. Assist eligible Colorado Works Program applicants and recipients in
obtaining educational and training access to entry-level positions and
increasing their earning potential through the development of educational
programs through the development and implementation of a learning lab
within a two-year phase-in plan.
6.037.3 Eligibility Criteria
Revised 5/03
A. Youth who are foster care/adopt children and are IV-E eligible under TANF and
are placed in the County Certified Foster Care Homes and Group Homes and are
emancipating from the Child Welfare System through the ALIVE—E Program; or
B. Adults who are eligible for, applicants of or receiving TANF, Medicaid, and Food
Stamps and have incomes below 185%of poverty level; or
C. Adults who are non-custodial parents and are unemployed or underemployed and
have incomes below 185% of poverty level.
D. For the period ending June 30, 2003, adults who are 185% of poverty under Pell
Grant and English as a second language(ESL), enrollment at the AIMS
Community College—South Campus.
6.037.4 Functions of the Department
A. The Department will purchase a microwave network from its Ft. Lupton Office to
Aims' South Campus for purposes of this Section 6.037 of the Department's
Operations Manual.
B. The Department will identify or refer eligible Colorado Works applicants,
recipients and other eligible target groups to Aims for access to its computer lab.
6.037.5 Functions of Aims
Revised 5/03
A. Aims will provide computers and networking within the Fort Lupton campus
facility necessary to access the Human Services' Learning Lab software.
B. Aims will provide space to house the computers.
C. Aims will schedule students and Social Services referrals to access the appropriate
software.
D. Aims will provide staff to assist students to effectively use the software.
E. Aims will provide for maintenance costs associated with the microwave link
purchased by Social Services.

b) System maintenance and training will be provided by Human
Services,year one will total $10,900 ending June 30, 2003, and
$12,600 for year two ending June 30, 2004.
c) Aims will pay$4,600 for the microwave link for year two.
C. The Department will invest a total of$33,250 total of Destination licenses with
Human Services for a total of 30 licenses. Aims will have access to a pro-rata
share of 20 licenses or$22,000 and as outlined in Section 6.037.7, A, 2.
D. If Aims is not able to meet the enrollment goal outlined in Section 6.037.5, G, of
the Weld County Department of Social Services Operations Manual, Aims will
return to the Department a proportional cash amount of the award of$47,970, for
each date of June 30, 2003, and June 30, 2004.
6.037.8 Computer Equipment and Software
Computer and related equipment and software purchased from Colorado Works funding
through the Department will remain the property of the Department. Aims and Human
Services will follow all County and Department policies regarding the use, maintenance,
and inventory of such equipment and software.

RE: Revision to Section 6.000, Colorado Works in Weld County and
Child Care Policies and Procedures, Weld County Department of
Social Services Operations Manual
Enclosed for Board approval is a revision to Section 6.000, Colorado Works in Weld
County and Child Care Policies and Procedures, Weld County Department of Social
Services Operations Manual. This revision was reviewed and discussed at the Board's
Work Session held on April 28, 2003.
The revision is to Section 6.037, Computerized Educational Laboratory Program
with Aims Community College South Campus. The revision is to adjust deadlines and
scope of work criteria in order to accommodate delays in implementing a Microwave
Link to South Weld County. Reference: 6.037.3,Eligibility Criteria; and 6.037.5,
Functions of Aims.
