RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROADS 6 AND 10 AT WELD COUNTY ROAD 63
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Weld County Department of Public Works has recommended to the Board
that"Stop" signs be installed on Weld County Roads 6 and 10 at Weld County Road 63, to ensure
safety to the traveling public, and
WHEREAS,the Board has determined that said traffic control devices are necessary for the
protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install "Stop"
signs on Weld County Roads 6 and 10 at Weld County Road 63,for the safety of the general public,
and said signs shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 7th day of April, A.D., 2003.

COLORADO SUBJECT: Stop Sign Request—WCR 63 at WCR's 10 and 6
In response to a citizen's request for stop signs, the Public Works Department has investigated the intersections of
WCR 63 at WCR 10 and WCR 63 at WCR 6. Attached is a memo from Wayne Howard, P. E., describing the
field conditions, providing traffic count information and giving a recommendation based on warrants of the
Manual on Uniform Traffic Control Devices.
Because of restricted visibility, the Public Works Department recommends placing two-way stop signs at both
intersections. WCR 63 carries the highest volume of traffic at both intersections; therefore, WCR 63 should be
the through road and WCR 10 and WCR 6 should be stopped.

A service request was received on October 14, 2002, from Mark Madsen. Mr. Madsen is
requesting stop signs be placed at the intersections of WCR 63/WCR 10 and WCR 63/WCR 6. As you
are aware, a fatal accident occurred on October 13, 2002, at the intersection of WCR 63 and WCR 10. I
telephoned Mr. Madsen on October 15, 2002, and informed him that Weld County would be performing a
traffic investigation within the next few weeks.
I made a site visit on October 18'h, 2002, to review conditions that may warrant a stopped
condition at these two intersections. The intersection of WCR 63 and WCR 10 does have one sight
restriction located on the NW corner of the
Photo 1 intersection. The landowner has installed a tall vinyl
fence as shown in Photo No. 1 and Photo No. 2. As
you can see, the fence does restrict the sight distance
for southbound drivers on WCR 63 looking east and

this combination of travelers. The intersection of
WCR 63 and WCR 6 has a similar problem. The

} landowner in the southeast corner planted sunflower
seed crop. As you can see in Photo No. 3, this does
cause a sight restriction, especially when the

° sunflowers are at their maturity. All other directions
are free from sight restrictions. (Note: The
' intersection of WCR 63 and WCR 8 has a stop

condition for travelers on WCR 8, due to vertical hill sight restriction east of the intersection.)
A traffic count was performed on November 6, 7, and 8th. (See attached) The count showed the
following:

WCR 10 WCR 61 -WCR 63 26 54 mph
WCR 10 WCR 63 -WCR 65 30 45 mph
Section 2B.05, "Stop Sign Applications" of The Manual on Uniform Traffic Control Devices
(MUTCD) gives guidance for existing conditions that might warrant stop signs. Subsection D of Section
2B.05 states an existing condition "High speeds, restricted view, or crash records indicate that a need for
control by the STOP sign." In my opinion, both intersections meet this existing condition for restricted
view.
Based upon the information gathered, I recommend that two-way stop signs be installed at both
intersections. Since WCR 63 has the most traffic, I recommend that WCR 10 and WCR 6 be the stopped
direction. WCR 63 would be the through roadway from WCR 2 to SH 52, with stopped signs at all cross
roads WCR 6, 8,and 10.
