WELD COUNTY COUNCIL
December 3, 1981

The Weld County Council met in regular session in full conformity with the
Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, December 3,
1981, at 1:30 p.m.
ROLL CALL
The following members were present in person: Vice President Ralph Waldo,Jr. ,
De Ann. Emerson, Howard Foster, Robert Martin, Sr. President Patricia Anderson was
absent. Also present were Mike Loustalet, one member of the press, two deputies from
the Sheriff's Department, and council secretary, Susan Elton.
MINUTES APPROVED
De Ann Emerson made a motion to approve the minutes of the County Council 's
meeting of November 10, 1981, as written. Howard Foster seconded the motion and
it carried unanimously.
CORRECTION TO THE AGENDA
Mike Loustalet, County Treasurer, was at the meeting instead of Sheriff
Harold Andrews for discussing salaries.

REPORTS
Ralph Waldo reported that he had spoken with Bill West and asked him to
consider if he would like to represent the Council . Council will try to have him
attend a meeting in the near future.
NEW BUSINESS
Treasurer Mike Loustalet was invited to attend the meeting to discuss
elected officials' salaries. He said that he had been asked to participate in
a study of salaries with his state association, which was to appear before a
senate committee. At that time he recommended the salary of $26,000 . plus 15%,
or $28,500 without the 15%. When asked how he felt about his present salary he
stated that he felt this last salary setting had been reasonable.
There was some discussion in regards to the Charter 5% limitation and how
it has affected capital improvements in the county. Mr. Loustalet said he would
be glad to get some information gathered-for the council and explain the "whole
process" of the 5% limitation to them. { -
Two Sheriff deputies, Wayne Hubble and Donald Guevremont, were present.
Their visit, they stated, was prompted by the reading of the last County Council
minutes in a local newspaper. They each in turn gave their opinions of the salaries
for county employees, in particular, those of the duputies. As they departed from
the meeting they said that they now had a better understanding of what the Council
was about, and were glad they had come. The Council thanked them for attending
the meeting.
Bob Martin made a motion to approve the November mileage payments to Pat
Anderson, $38.40, and Howard Foster, $26.00. De Ann Emerson seconded the motion
and it carried unanimously.
ADJOURNMENT
There was no further business. Upon motion made and seconded, the meeting
was adjourned. The time of adjournment was approximately 3:00 p.m. , December 3,
1981.
The next scheduled meeting is Thursday, January 7, 1982, 1:30 p.m.
