The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, September 3, 2003, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner Robert D. Masden, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol A. Harding
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of August 27, 2003, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $5,877.88. Commissioner Jerke moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISION TO OPERATIONS MANUAL,SECTION 8.000,BUSINESS OFFICE POLICIES AND
PROCEDURES: Judy Griego, Director of Social Services,stated the major revision will be to update the
per diem rates to reflect those provided in the Colorado Department of Human Services'Agency Budget
Letter. Commissioner Masden moved to approve said revision. The motion, which was seconded by
Commissioner Vaad, carried four to one, with Commissioner Jerke opposed.
CONSIDER REVISIONS TO OPERATIONS MANUAL,SECTION 6.000,COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms. Griego stated the revisions include the
addition of a Job Incentive Package for Colorado Works or TANF clients who are working in unsubsidized
employment, and a revision to allow the transfer of$8,000 of Colorado Works or TANF resources from
Social Services to Employment Services. Commissioner Geile moved to approve said revisions. The
motion, which was seconded by Commissioner Jerke, carried unanimously.

the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
