According to Mr. Clark he was unaware that there was a processing delay and was wondering why his case had not been heard by the BOCC. I explained to Mr. Clark that there were two conditions that needed to be taken care of prior to recording, the first of which involved a landscaping screening plan and the second was providing information concerning the building permit. Mr. Clark and I, after discussing the issues, felt that the landscaping plan was something he could put together quickly. The best course of action to resolve the building permit information would be to have Jeff Reif do a site inspection in the next couple of weeks. Mr. Clark also asked if he could have until October to complete this application as summer is a very busy time for him. I do not have a problem with him delaying his application for three months, but the case does need to get ready so that it can be scheduled to be heard by the BOCC. He did not have a problem with that. Esther r Mr. Clark called on 6/17/03 asking about the status of his application. He was working with Robert on it. I left a message for Mr. Clark on 6/18/03 letting him know that I was looking into his case. The application has gone to PC on 2/18/03. A note in the file from Robert says that Mr. Clark would like to wait till the spring of 2004 to continue to BOCC. I called Mr. Clark on 6/19/03 and he said he may be interested in having the case go to the BOCC in the fall of 2003. Clark I met Bruce Clark at the site on Wednesday, July 16, 2003. Mr. Clark showed the wood working shop and a lean-to storage shed to me and explained how the buildings are used. My site evaluation was limited to an inspection of these two buildings and how they are being used. The wood working shop apparently was originally used to store and maintain farm equipment. A small portion of this structure also contained a space where a few dairy cows were milked. The lean-to shed was used to store farm equipment. Both structures appear to be well built and are structurally adequate for the existing uses. Mr. Clark employs only one additional person in his business. Mr. Clark stated that the site was evaluated by the Berthoud Fire Protection District who was satisfied with the buildings and the current uses as a wood working shop. Based on the similarities between the original uses and the current uses for these structures, Mr. Clark will need to apply for a building permit for a change of use of the two buildings. The purpose of this permit is to establish a record of the size of the buildings, the type of construction and the uses to which they are put. A plot plan will be required showing all buildings on the site with distances between buildings as well as distances from buildings to property lines. A plan review will not be required.
