HomeMy WebLinkAbout20031908 RESOLUTION RE: APPROVE TASK ORDER CHANGE ORDER LETTER #1 FOR BIOTERRORISM PROGRAM IN FOCUS AREAS A, B, AND C, AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with Task Order Change Order Letter#1 for the Bioterrorism Program in Focus Areas A, B,and C, between the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Weld County Department of Public Health and Environment,and the Colorado Department of Public Health and Environment, commencing August 1, 2003, and ending August 30, 2003, with further terms and conditions being as stated in said task order change order letter, and WHEREAS,after review,the Board deems it advisable to approve said task order change order letter, a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that Task Order Change Order Letter#1 for the Bioterrorism Program in Focus Areas A, B, and C, between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Weld County Department of Public Health and Environment,and the Colorado Department of Public Health and Environment be,and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said task order change order letter. This Task Order Change Order Letter is between the COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT and the BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, (a political subdivision of the state of Colorado),for the use and benefit of the Weld County Department of Public Health and Environment. This Task Order Change Order Letter is for the current term of August 1, 2003,through August 30,2003. The maximum amount payable by the State for the work to be performed by the Contractor during this current term is increased by ONE HUNDRED TEN THOUSAND DOLLARS, ($110,000.00)for an amended total financial obligation of the State of THREE HUNDRED THIRTY FOUR THOUSAND FOUR HUNDRED FIVE DOLLARS, ($334,405.00). The revised specifications to the original Scope of Work and the revised Budget are incorporated herein by this reference,made a part hereof, and attached hereto as"Attachment A." The first sentence in paragraph Cl..of the Original Task Order is modified accordingly. All other terms and conditions of the Original Task Order are reaffirmed. Focus Area A: Smallpox Planning Activities Personnel Services $49,557.00 Indirect $6,908.00 Total Budget $56,465.00 Smallpox Justification: During 2002,the incidence of West Nile virus in Weld County forced us to activate our emergency response plan to alert and educate the public and monitor, control and contain the virus.This was a test of our emergency response in Weld County. Both West Nile and Small Pox arc communicable diseases and the possibility exists that an outbreak of human cases could occur in Weld County. We now can use the West Nile experience and the Small Pox mass plan as models or templates for the overall emergency response plan. During June,July and August,we have more clinic walk-tbrus planned,staff training for clinic managers,incident command training in July for HD staff;table top exercise in July,the two day BT conference on July 14 and 15. • IA Weld County Department of Public Health and Environment These dollars support the work of Weld County staff, regarding emergency epidemic preparedness activities.The activities are associated with naturally occuring outbreaks to test comunication plans and epidemic response plans. Focus Area B: Emergency Epidemic Preparedness Activities Personnel Services $38,758.00 Operating/Materials $8,235.00 Travel $157.00 Indirect Cost $6,385.00 Total Budget $53,535.00 1. Justification of the WestNile/BT link: While endemic to other areas of the world for decades,the West Nile Virus was not introduced to the United States until 1999.To date,it has not been confirmed whether that introduction was accidental or intentional. If intentional,introduction of the virus and its associated disease would be considered an act of biological terrorism.Considering the psychological and economic impact that the virus and disease has had on this country,the potential terrorist act has been a success. Introduction of the West Nile Virus to this country has provided Public Health Agencies with an opportunity establish a template for responding to other biological agents that may emerge as a result of a bioterrorist act. By responding to WNV,this agency has developed the infrastructure necessary to: Track the spread of infected species Predict areas of infectivity Implement disease control plans and procedures Provide detection/testing surveillance Provide education/prevention to public Anticipate/plan for future problems Etc.,etc.,etc. All of which would be necessary to have in place to be as prepared as possible for an act of biological terrorism Additionally,the CDC has identified these types of Zoonotic Transmissions as being likely and easy methods for terrorist acts,without easy identification of the source. If approved, this change order will become part of the Master Contract between the Colorado Department of Public Health and Environment (CDPHE) and Weld County Department of Public Health and Environment (WCDPHE). The United States Department of Health and Human Services, Centers for Disease Control and Prevention (CDC) has awarded the State of Colorado federal funds under a notice of cooperative agreement award to fund"Public Health Preparedness and Response for Bioterrorism" activities. This change order letter will provide additional funding to WCDPHE in the amount of$110,000 for smallpox planning, emergency preparedness, and West Nile virus activities for the time period October I, 2002 through August 31, 2003.
