HomeMy WebLinkAbout20031080.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO APRIL 30, 2003 TAPE #2003-13 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, April 30, 2003, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner David E. Long, Chair Commissioner Robert D. Masden, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Don Warden MINUTES: Commissioner Vaad moved to approve the minutes of the Board of Social Services meeting of April 28, 2003, as printed. Commissioner Geile seconded the motion, and it carried unanimously. WARRANTS: Esther Gesick, Deputy Clerk to the Board, presented the warrants for approval by the Board in the amount of $48,883.64. Commissioner Masden moved to approve the warrants as presented by Ms. Gesick. Commissioner Vaad seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER 2003-2004 CORE SERVICES AND CHAFFEE FOSTER CARE INDEPENDENCE PROGRAM PLAN AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Department of Social Services, stated the budget for the Core Services Program Plan is $929,822 to provide home-based intervention, intensive family therapy, sexual abuse treatment, life skills, special economic assistance, mental health services, substance abuse treatment, and County-designed services. She further stated the budget for the Chaffee Foster Care Independence Program Plan is $88,603.56 to cover personnel costs and services, such as independent living groups, support groups, emergency economic assistance, mentoring, and emancipation economic assistance. In response to Commissioner Jerke, Ms. Griego stated she is confident the funds are available for the term of the plan. Commissioner Vaad moved to approve said plan and authorize the Chair to sign. The motion, which was seconded by Commissioner Jerke, carried unanimously. 2003-1080 BC0016 CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFESKILLS AND AUTHORIZE CHAIR TO SIGN - WELD COUNTY YOUTH ALTERNATIVES, DBA PARTNERS: Ms. Griego stated the term for this and the following items is from June 1, 2003, through May 31, 2004, and each is funded through the Core Service Program Plan Budget discussed in the previous items of business. She referred to the memorandum, dated April 28, 2003, which details the term and rates for the Lifeskills Program to be provided by Weld County Youth Alternatives, dba Partners, and stated she recommends approval. Commissioner Geile moved to approve said award and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR THE LITTLER CENTER, DAY TREATMENT, AND AUTHORIZE CHAIR TO SIGN - NORTH RANGE BEHAVIORAL HEALTH: Ms. Griego stated North Range Behavioral Health will provide a Day Treatment Program based on rates detailed in her memorandum, dated April 28, 2003. Commissioner Jerke moved to approve said award and authorize the Chair to sign. The motion was seconded by Commissioner Masden, and it carried unanimously. CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR MEDIATION AND FACILITATION UNDER THE INTENSIVE FAMILY THERAPY PROGRAM AREA AND AUTHORIZE CHAIR TO SIGN - MEDIATION COMMUNICATION TRAINING, LLC: Ms. Griego stated Mediation Communication Training, LLC, will provide Mediation and Facilitation under the Intensive Family Therapy Program Area based on rates detailed in her memorandum, dated April 28, 2003. Commissioner Masden moved to approve said award and authorize the Chair to sign. The motion, which was seconded by Commissioner Jerke, carried unanimously. CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS AND AUTHORIZE CHAIR TO SIGN - CHILD ADVOCACY RESOURCE AND EDUCATION (C.A.R.E.): Ms. Griego stated C.A.R.E. will provide a Family Advocate Program and House Visitation based on rates detailed in her memorandum, dated April 28, 2003. Commissioner Vaad moved to approve said awards. Commissioner Geile seconded the motion, which carried unanimously. CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS AND AUTHORIZE CHAIR TO SIGN - ALTERNATIVE HOMES FOR YOUTH: Ms. Griego stated Alternative Homes for Youth will provide Day Treatment and Sex Abuse Treatment Programs based on rates detailed in her memorandum, dated April 28, 2003. Commissioner Jerke moved to approve said awards and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFE SKILLS PROGRAM AND AUTHORIZE CHAIR TO SIGN - LORI KOCHEVAR, LLC: Ms. Griego stated Lori Kochevar, LLC, will provide a Life Skills Program based on rates detailed in her memorandum, dated April 28, 2003. Commissioner Geile moved to approve said award and authorize the Chair to sign. The motion, which was seconded by Commissioner Vaad, carried unanimously. CONSIDER FOUR NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS AND AUTHORIZE CHAIR TO SIGN - NORTH COLORADO MEDICAL CENTER, YOUTH PASSAGES: Ms. Griego stated North Colorado Medical Center will provide Option B - Home Based Services, Medication and Facilitation under the Intensive Family Therapy Program Area, and Day Treatment and Life Skills Programs based on rates detailed in her memorandum, dated April 28, 2003. In response to Commissioner Vaad, Ms. Griego stated Banner Health will sign on behalf of the Social Services Minutes, April 30, 2003 2003-1080 Page 2 BC0016 hospital. Responding to Commissioner Jerke, Ms. Griego stated the psychiatric care is not housed within the hospital. Commissioner Vaad moved to approve said awards and authorize the Chair to sign. The motion was seconded by Commissioner Jerke, and it carried unanimously. CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR SEX ABUSE TREATMENT AND AUTHORIZE CHAIR TO SIGN - ADOLESCENT AND INDIVIDUAL DEVELOPMENT: Ms. Griego stated Adolescent and Individual Development will provide a Sex Abuse Treatment Program based on rates detailed in her memorandum, dated April 28, 2003. Commissioner Geile moved to approve said award and authorize the Chair to sign. Commissioner Vaad seconded the motion, which carried unanimously. CONSIDER FOUR NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS AND AUTHORIZE CHAIR TO SIGN -ACKERMAN AND ASSOCIATES, P.C.: Ms. Griego stated Ackerman and Associates, P.C., will provide an Option B - Home Based Intensive Program, Medication and Facilitation under the Intensive Family Therapy Program Area, and Sex Abuse Treatment and Lifeskills Programs based on rates detailed in her memorandum, dated April 28, 2003. Responding to Commissioner Geile, Ms. Griego stated the $80 hourly rate for Option B - Home Based Intensive reflects the voluntary reduction. Commissioner Masden moved to approve said awards and authorize the Chair to sign. The motion, which was seconded by Commissioner Geile, carried unanimously. CONSIDER THREE NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR VARIOUS PROGRAMS AND AUTHORIZE CHAIR TO SIGN - STILLWATER SERVICES, LLC: Ms. Griego stated Stillwater Services, LLC, will provide Option B Services, Medication and Facilitation under the Intensive Family Therapy Program Area, and a Lifeskills - Smart Start Program based on rates detailed in her memorandum, dated April 28, 2003. Commissioner Vaad moved to approve said awards and authorize the Chair to sign. The motion was seconded by Commissioner Jerke, and it carried unanimously. CONSIDER FIVE NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS AND AUTHORIZE CHAIR TO SIGN - LUTHERAN FAMILY SERVICES: Ms. Griego stated Lutheran Family Services will provide Mediation and Facilitation under the Intensive Family Therapy Program Area, and Option B - Home Based Intensive, Lifeskills - Mentoring, Lifeskills - Visitation, and Lifeskills - Home Based Parent Coach Programs based on rates detailed in her memorandum, dated April 28, 2003. Commissioner Masden moved to approve said awards and authorize the Chair to sign. Commissioner Jerke seconded the motion, which carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
